MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES AUGUST 29, 2024 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the special meeting to order at 7:11 p.m. with the following in attendance: BURGESSES: PRESS: R. Vitale R. Neth, arr. 7:14 p.m. A. Yilma M. Bronko, absent D. Neth-Kunin F. Dambowsky J. Rosenblatt K. Gallo M. Smith, virtual C. Marenghi DEPARTMENT HEADS: OTHERS: J. Lawlor, Human Resources Director N. Grello, Labor Attorney, (Zoom via HR laptop) J. Stewart, Public Works Director J. Lennon, Public Works Foreman K. Hanks, Fire Chief L. Wehry, IT Assistant 2. Burgess Kimberly Gallo led in the Pledge of Allegiance to the flag. 3. Motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses recess to Executive Session at 7:12 p.m. for discussion on the following: Personnel (Emergency Management Director), Real Estate (Parcels A, B, Y & Z, Amazon, Hershey Property) and Pending Litigation inviting in Human Resources Director J. Lawlor and Labor Attorney N. Grello via Zoom. Burgess Neth was not present for the vote. Burgess Neth arrived 7:14 p.m. Mayor Hess reconvened the meeting at 7:41 p.m. 4. There were no matters emanating from Executive Session. 5. There was a slide show presentation on the Storm Damage from last Sunday night’s storm. Flash flooding occurred in the borough after ten inches of rain fell in a short amount of time. Mayor Hess said roads were impassable Sunday night but within twenty- four hours every road was made passable. He attributed it to the various teams in the borough. He said they did a fantastic, outstanding job. Impassable roads were Rubber Avenue (Field Street to Old Fire House Road), Hunters Mountain Road, Cherry Street, Maple Street, Andrew Avenue, Brook Street, High Street, Mill Street @ Baummers Pond, Arch Street, King Street @ Deepwood Road, Gorman Street @ Spencer Street, Highland Avenue and Hoadley Street, Goodyear Avenue and Highland Avenue, Park Avenue/Hillside Avenue Area, Wooster Street, Bridge Street @ North Church Street and Nichols Road. There were several town buildings that were flooded. The Naugatuck Event Center basement and equipment flooded. The Recreation Center (Former Armory) had the  -2- Minutes – Board of Mayor and Burgesses Special Meeting – August 29, 2024 offices and gym floor flooded. The DPW Garage office and garage were flooded. The lower levels at Hop Brook School and Naugatuck High School were flooded. The Human Resources Development (HRD) Building was flooded. Bridges and retaining walls were damaged. The Police Command Center Vehicle was damaged by flood waters. Mayor Hess said we have excellent insurance and most of the damage is covered by insurance. Several businesses along Maple Street were flooded with several feet of water in the basements and main level. Many homes on Cherry Street were flooded and people were forced to evacuate their homes. The borough team will be meeting with FEMA tomorrow. 6. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt to adjourn the special meeting at 8:40 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
