MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES SEPTEMBER 3, 2024 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:02 p.m. with the following in attendance: BURGESSES: PRESS: R. Burgess Charles Marenghi led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the minutes of the regular meeting of August 6, 2024 and the special meetings of June 4, 2024 and July 23, 2024. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the monthly reports of August. Each member received copies for review. 5. Mayor’s Opening Comments The recent storm damage was discussed in detail at the special meeting last week. Businesses can file an application online with the state for $25,000. The fire department is working with residents to direct them to receive help. FEMA toured the damage in Naugatuck on Friday. ION Bank is coordinating donations for storm damage victims. The Mission 22 Hike is on September 28th which will be followed by the fall festival. 6. Public Comment CERT performed two hundred hours last month. 7. NAC Chief Kyle Kelley gave the monthly update on the Naugatuck Ambulance Corps (NAC). One vehicle was damaged in the recent storm. Five ambulances are now in the fleet. This is the most ambulances Naugatuck has ever had to service the borough and its residents. Russell (D), 42 Bridle Trail Drive, Naugatuck, CT 06770 as a member of the Zoning Board of Appeals, term to expire September 1, 2029. 9. Mayor Hess reappointed Vincent Cascella, 84 Gail Drive, Naugatuck, CT 06770 as a member of the Building Code Board of Appeals, term to expire September 1, 2029. 10. Mayor Hess appointed Steven Loban (R), 100 Barn Finch Circle, Naugatuck, CT 06770 as an alternate member of the Fire Commission, filling the unexpired term of S. Hunt, term to expire December 1, 2027. Mayor Hess swore in Steven Loban as an alternate member of the Fire Commission, 11. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the appointment of Linda Mayfield (R), 23 Hopkins Hill Road, Naugatuck, CT 06770 as a regular member of the Board of Assessment Appeals, filling the expired term of J. Kusiak, term to expire June 1, 2027. 12. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the appointment of Anthony Rykowski (R), 23 Pembrook Road, Naugatuck, CT 06770 as a regular member of the Board of Finance, filling the expired term of D. Sheridan, term to expire June 1, 2027. Mayor Hess swore in Anthony Rykowski as a regular member of the Board of Finance. 13. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the appointment of Kevin Gendron, Jr. (U), 50 Rayron Circle, Naugatuck, CT 06770 as an alternate member of the Zoning Commission, filling the expired term of S. Santiago, term to expire February 1, 2028. 14. Mayor Hess said the Amazon Project is moving ahead into the land use approval stage in Naugatuck and Waterbury. They scheduled a meeting with the neighbors in Naugatuck for September 11, 2024. 15. Mayor Hess said he started writing a detailed plan on the Borough of Naugatuck Development Plans. There are a lot of projects with a lot of moving parts. Changes are happening every day. He will distribute the plan to the burgesses, to social media, the library and the borough website. 16. Mayor Hess would like to create a Downtown Volunteer Painting and Mural Group with people from the Arts Commission, Historical Society, Garden Club and schools to spruce up and paint the walls behind the buildings at the end of Church Street and the alley way between the Loaded Goat and 66 Church. It is rather unsightly. Overgrown trees and brush would be removed. The front of Church Street is going to look fantastic. The mayor said we should start now to clean up and beautify the additional parking area in the back.  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – September 3, 2024 17. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to enter into agreement with the CT DOT regarding the acquisition of property from the borough for the Rehabilitation of Bridge No. 06772 in the amount of $2,225.00. 18. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses adopt the following Electric Distribution Easement with Eversource Energy, as if read: RESOLVED: That the Borough of Naugatuck grant and convey to The Connecticut Light and Power Company dba Eversource Energy a corporation chartered by the General Assembly of the State of Connecticut and having its principal office in the Town of Berlin, in the State of Connecticut, its successors and assigns, permanent rights for the installation, maintenance and repair of electric (and gas) lines over, under and across land situated in the Borough of Naugatuck and the State of Connecticut, as set forth in the proposed easement presented to this meeting, which is hereby ordered filed with the records of this meeting; and RESOLVED: That Mayor N. Warren “Pete” Hess, the Mayor of the Borough of Naugatuck be and hereby authorized to execute and deliver in the name of the Borough of Naugatuck an easement presented to this meeting and to do any and all other acts to effectuate the foregoing. 19. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an agreement with Interpreters and Translators, Inc., 628 Hebron Avenue, Suite #500, Glastonbury, CT 06033 as recommended by Building Inspector and ADA Compliance Officer William Herzman. 20. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Controller Allyson W. Public Comment – Agenda Items – None 22. Mayor and Burgess Comments/Sub-Committee Reports Burgess Smith commended all the departments involved with helping our residents from the recent storm and the aftermath. Burgess Neth-Kunin said the VFW Citizens Awards will be held on September 15th at the Crystal Room. The Night of Caring at Hidden Acres will be held on September 14th. The United Way Kickoff will be held September 26th at the Crystal Room at 5:30 p.m. Burgess Gallo said they were approved for two courses at the high school for the trades program. She commended the City Hill Middle School staff and the police department for a wonderful job dealing with the threat at the school. Mayor Hess would like Burgess Gallo and Burgess Rosenblatt involved with starting a manufacturing program at the high school. Burgess Rosenblatt reported the CNA Program was not as successful. She would like her colleagues to share any information they see regarding the Adult Education Program. Burgess Marenghi agreed that the staff handled the situation at the middle school with professionalism. He said the street department, fire department, police department and EMS handled the flood situation with solid training and professionalism. It is festival fair month in Naugatuck. He encouraged everyone to go downtown and visit the businesses after the fair. The Arts Commission concerts went well on the Tuttle Building lawn. He suggests the borough consider investing in a temporary stage and tent for the concerts.  -5- Minutes – Board of Mayor and Burgesses – Regular Meeting – September 3, 2024 Burgess Bronko questioned Fran Dambowsky on his current employment status. Mayor Hess warned Burgess Bronko the topic should not be discussed in public because it is a violation of the law. Deputy Mayor Vitale attended National Night Out sponsored by the police department. He said it was great. There were a lot of people in attendance as well as a lot of police personal off duty and on. 23. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt to recess to Executive Session at 8:03 p.m. for discussion on the following: Real Estate (Parcels A, B, C, Y & Z, Naugatuck Industrial Park Section III, Riverview Mobile Home Park, Hershey Property, Human Resource Development Building – 575 Rubber Avenue, Access Easement – East Waterbury Road), Personnel (Deputy Fire Chief) and Pending Litigation. Motion withdrawn and amended. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt to recess to Executive Session at 8:03 p.m. for discussion on the following: Real Estate (Parcels A, B, C, Y & Z, Naugatuck Industrial Park Section III, Riverview Mobile Home Park, Hershey Property, Human Resource Development Building – 575 Rubber Avenue, Access Easement – East Waterbury Road), Personnel (Deputy Fire Chief) and Pending Litigation inviting in Fire Chief Kenneth Hanks. Mayor Hess reconvened the meeting at 8:36 p.m. 24. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an Access Easement Agreement with Abel Rua and Adilza Rua on East Waterbury Road on borough land consisting of 661 square feet as shown on a map that will be on file at the Town Clerk’s Office. 25.
