MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES OCTOBER 1, 2024 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:02 p.m. with the following in attendance: BURGESSES: PRESS: R. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the minutes of the regular meeting of September 3, 2024 and the special meetings of June 4, 2024 and August 29, 2024. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the monthly reports of September. Each member received copies for review. 5. Mayor’s Opening Comments For the record: Mayor Hess: “Going back several years, Waterbury Hospital sold to Prospect Medical Holdings. Fourteen million dollars was set aside for funds to cover medical expenses for those unable to pay, scholarships for nurses and expanding access to medical care. 2.7 million of that 14 has been designated to Naugatuck. It will be invested . . . Health Bridge Foundation. I would say this is similar to the Saunders Trust Fund much the same type of operation. It will appear that we will be getting four hundred to five hundred thousand a year. And when I say we, it’s not the Borough of Naugatuck but it is social service agencies, nonprofits or other . . . in the borough. I think it’s incumbent on all of us to  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – October 1, 2024 spread the word when it comes out and this will be another opportunity for many entities to apply for funding. It seems that it has to be related to medical issues but there’s mental health issues just as well so that covers a lot of . . . I just want that reflected in the minutes and I want everyone to know about it.” 6. Public Comment The United Way Campaign has begun this year and their goal is $500,000. Cheerleaders need space to practice since the Naugatuck Event Center was damaged by flood water. 7. NAC Chief Kyle Kelley gave the monthly update on the Naugatuck Ambulance Corps (NAC). NAC assisted 107 times for mutual aid, especially in Waterbury. They responded to over 500 calls last month. He is trying to obtain a new fly car since the one they had was damaged in the flood waters from the recent storm. 8. Mayor Hess said the Amazon Project is moving forward through the land use process. 9. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to enter into a Second Amendment to the Purchase and Sale Agreement between the Borough of Naugatuck and BMG Waterbury LLC. 10. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to enter into a contract with Connecticut Canine Solutions LLC, 403 Bigelow Hollow Road, Eastford, CT 06242 relating to the “Training of Animal Control Staff, Review of Building Maintenance” in an amount not to exceed $10,000 as recommended by Chief of Police C. Colin McAllister. 11. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses add to the agenda a motion to enter into a contract for the “Police and Fire Department Electronic Schedule Management and Police Extra Duty Management”. 12. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents with VCS Intelligent Workforce Management, 4400 US Highway 9, Suite 3500, Freehold, NJ 07728 relating to the “Police and Fire Department Electronic Schedule Management and Police Extra Duty Management” in an amount not to exceed $11,724.75 as recommended by Chief of Police C. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses abate taxes on real property located at 2 Thunderbird Drive in the amount of $11,866.00. A public sale was conducted pursuant to C.G.S. 12-80 on December 13, 2023 for 2 Thunderbird Drive Parcel #019-9301 in the Borough of Naugatuck. Pursuant to the order, all liens will be extinguished for the sums owed to the Borough of Naugatuck as recommended by Tax Collector James Goggin. 14. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses abate taxes on real property located at 4 Thunderbird Drive in the amount of $24,001.41. A public sale was conducted pursuant to C.G.S. 12-80 on December 13, 2023 for 4 Thunderbird Drive Parcel #046-9302 in the Borough of Naugatuck. Pursuant to the order, all liens will be extinguished for the sums owed to the Borough of Naugatuck as recommended by Tax Collector James Goggin. 15. Mayor Hess said he will be releasing this week two documents on the Borough of Naugatuck Development Plans. One will be a very detailed plan and the other a shorter summary, both with pictures. All new town waterlines have been installed. Eversource has built above ground transformers to replace the underground vaults. New stormwater pipes are being installed that are four times the existing pipes. Along with stormwater pipes are fiber lines which are encased in stone and concrete. They will now be able to be repaired or replaced by going through a manhole system and not cutting into the roadway. The road from Division Street to Liberty Bank will be rebuilt and paved by the end of October or the beginning of November. Sanitary sewer lines will be installed after the stormwater pipes are installed. All the utility work and pipe work will be completed this year. The sidewalks will be completed and then final paving by the summer of 2025. Mayor Hess said the contractor, CJ Fucci Construction Company, is excellent. They helped the town clean up after the recent storm. The mayor will distribute the plan to the burgesses, to social media, the library and the borough website. 16. Mayor Hess said the board previously voted to set aside funding to acquire Three Parcels of Land for Open Space and New Hiking Trails from the CT Water Company near Mulberry and Candee Reservoirs. All the mapping work and deeds have been done to finalize the acquisition. The mayor said these are beautiful trails on the east side of town. The last motion the board approved had a date which we surpassed. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses extend the closing date for the acquisition of Three Parcels of Land from the CT Water Company for Open Space and New Hiking Trails through November 15, 2024 and authorize Mayor Hess to sign all appropriate documents to finalize the acquisition.  -4- Minutes – Board of Mayor and Burgesses – Regular Meeting – October 1, 2024 17. Mayor Hess reappointed Smith A. Payne, Jr., 1 Van Avenue, Naugatuck, CT 06770 as a member of the Naugatuck Housing Authority, term to expire October 1, 2029. 18. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the reappointment of Attorney Neal Hanlon, 1204 Winslow Drive, Watertown, CT 06795 as a member of the Human Resource Development Board, term to expire October 1, 2027. 19. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the reappointment of Maria DaSilva, 171 Lorann Drive, Naugatuck, CT 06770 as a member of the Human Resource Development Board, term to expire October 1, 2027. 20. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the reappointment of Jan Joseph Mizeski, 106 Woodbine Street, Naugatuck, CT 06770 as a member of the Naugatuck Valley Health District, term to expire October 1, 2027. 21. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the reappointment of Adam Bronko, 34 Fairfield Court, Naugatuck, CT 06770 as a member of the Naugatuck Valley Health District, term to expire October 1, 2027. 22. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute a license agreement between the Borough of Naugatuck and Catholic Cemeteries Association of the Archdiocese of Hartford, Inc. for the borough’s continued use of Cotton Hollow Field for baseball games and related sporting events commencing on January 1, 2025 and ending on December 31, 2027 as recommended by Borough Attorney Edward Fitzpatrick. 23. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to enter into an agreement with Woodward & Curran, Middlesex Corporate Center, 213 Court Street, 4th Floor, Middletown, CT 06457 to provide “Environmental Consulting Services” in the amount of $15,000. 24. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the bids for contract FY25-B082 for Request for Qualifications for “Winter Snow  -5- Minutes – Board of Mayor and Burgesses – Regular Meeting – October 1, 2024 Plowing, Sanding & Snow Removal” to the following vendors as per bid as recommended by Public Works Director James Stewart, as if read: Big K’s Landscaping LLC S&S Asphalt Paving, Inc. 66 Jones Road P.O. Box 429 Naugatuck, CT 06770 Southbury, CT 06488 Contracts shall commence upon vendor completing all borough requirements and the purchase order is received by vendor. 25. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to enter into a professional engineering services agreement with Weston & Sampson, 712 Brook Street, Suite 103, Rocky Hill, CT 06067 related to the development of Two Stormwater Pollution Prevention Plans (SWPPPs) for the Transfer Station and the Park & Recreation Facility in the amount of $14,500 as recommended by Public Works Director James Stewart. 26. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to enter into an agreement with Weston & Sampson, 712 Brook Street, Suite 103, Rocky Hill, CT 06067 for Industrial Permit Outfall Sampling and Reporting for the DPW Garage, Police Headquarters, the Transfer Station and the Park & Recreation Facility in the amount of $24,000 as recommended by Public Works Director James Stewart. 27. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the purchase of a 10-Wheeler Truck for the Department of Public Works with an increase of $78,261. The increase will be distributed over the remaining years of the lease and will not affect the FY2025 appropriation, as recommended by Public Works Director James Stewart. 28. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an agreement with AMTEC, 90 Avon Meadow Lane, Avon, CT 06001 to provide “Arbitrage Rebate Calculation Services” as needed for the TIF Fund per the agreement as recommend by Controller Allyson W. Bruce. 29. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance the end of year transfers for the 2023/2024 Budget as recommended by Controller Allyson W. Mayor and Burgess Comments/Sub-Committee Reports Burgess Rosenblatt reported there are twenty-three students in the Trades Program, fifteen students in the EMT Program and twenty-three students in the Fire Program at the high school. People from our high school went to Cheshire High School to review their Manufacturing Program. Burgess Gallo said they met with people at Veolia who would like to co-teach at our high school. She spoke to the principal at the high school about the students creating an ecosystem for the golf course to eat bugs. Burgess Marenghi said the festivals went well even with the construction downtown. The Mission 22 Hike was a great event. NHS Marching Band will be hosting their annual band competition on October 12th at 6 p.m. Eleven bands will be competing this year. Burgess Bronko congratulated the boy scouts on the Harvest Moon Festival. He said it was a nice event. Burgess Smith said the new dugouts on the baseball field were spray painted with foul things. She reported it to the parks department. Burgess Neth-Kunin said the Back to School Event was well received. All the schools are holding fundraisers. Burgess Dambowsky reminded everyone the Veterans Day Parade is on Monday, November 11th at 1:30 p.m. Burgess Neth attended a meeting at the police department with Deputy Mayor Vitale regarding a centralized dispatch center. The annual NEDC (Naugatuck Economic Development Corporation) meeting will be held on October 17th from 5:30 p.m. to 7:30 p.m. at the Crystal Room. Deputy Mayor Vitale said the Harvest Moon Festival was wonderful. There are three vendors interested in providing cameras for dumping/littering in town. 33. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt to recess to Executive Session at 8:47 p.m. for discussion on the following: Real Estate (Parcels A, B, C, Y & Z, Naugatuck Industrial Park Section III, Riverview Mobile Home Park, Hershey Property, Human Resource Development Building – 575 Rubber Avenue, Easement Agreement – 2 Church Street, Former Risdon Property/Tom’s Firearms, Cell Tower at Former Uniroyal Property and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 9:17 p.m. 34. The following motions emanated from Executive Session.  -8- Minutes – Board of Mayor and Burgesses Regular Meeting – October 1, 2024 VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the Borough of Naugatuck to acquire the building at 575 Rubber Avenue owned by the Human Resource Development Agency for the sum of one dollar ($1.00). VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an access agreement wherein the borough will receive easement rights to pass and repass through property at 2 Church Street and the current Pawn Shop on Rubber Avenue, in return for the borough insuring said parcels, providing maintenance and preventing the public from parking on private property. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the borough to acquire the real property at the former Tom’s Firearms site on Arch Street for one dollar ($1.00) in return for the borough tearing down said building at the borough’s expense and taking the property and disposing of it properly. 35.
