SPECIAL MEETING
BOARD OF MAYOR AND BURGESSES
OCTOBER 22, 2024
The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid
basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone.
1. Mayor “Pete” Hess called the special meeting to order at 7:00 p.m. with the following in
attendance:

2. Burgess Robert Neth led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses adopt the
following resolution for the acquisition of property at 0 New Haven Road:
THAT:
1. The Board of Mayor and Burgesses unanimously agreed to the State of
Connecticut’s proposed acquisition upon its property located at 0 New Haven
Road; in connection with State Project No. 087-148, Serial No. 003.
2. N. Warren “Pete” Hess, III is the Mayor of the Borough of Naugatuck.
3. N. Warren “Pete” Hess, III, as said Mayor of the Borough of Naugatuck, is
authorized to sign for Real Estate transactions on behalf of the Borough of
Naugatuck.
4. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve the bid
for the Downtown Remediation Project – Parcel B, Phase 1, Contract
No. FY25-B095 to RED Technologies LLC, 173 Pickering Street,
Portland, CT 06480 in the amount of $1,092,275.00 and authorize Mayor
Hess to execute all contracts and related documents, subject to DECD and
CHRO approvals.
5. Motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of
Mayor and Burgesses adopt the following Municipal Resolution to Enter into a Grant
Agreement with the United States Department of Transportation (“USDOT”), as if

WHEREAS, the Borough of Naugatuck received notice of award of a $652,800.00
federal USDOT Reconnecting Communities Pilot Program (2023), for a project entitled
“Borough of Naugatuck Eastside-Westside Connectivity and Rail Mitigation Planning
Project,” and
WHEREAS, the Borough of Naugatuck’s Board of Mayor and Burgesses previously
committed $163,200.00 in local match dollars to this project, and
WHEREAS, the scope of work for this project includes conceptual and preliminary
designs of a pedestrian connection, public engagement, as well as planning studies for
such a connection.
NOW, THEREFORE, BE IT RESOLVED THAT THE MAYOR AND THE
BOARD OF BURGESSES OF THE BOROUGH OF NAUGATUCK HEREBY:
1. Accept the grant award of $652,800.00 from the United States Department of
Transportation, and
2. Authorize Mayor N. Warren “Pete” Hess, III (or his designee) to execute and submit
any and all grant contract documents with the United States Department of
Transportation.

6. Motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of
Mayor and Burgesses adopt the following Municipal Resolution to Enter into a Grant
Agreement with the State of Connecticut Department of Energy and Environmental
Protection (“DEEP”), as if read:
WHEREAS, the Borough of Naugatuck received notice of award of a $1,856,050.00
2024 State of Connecticut Bond Commission award, to be administered by Connecticut
DEEP, for a project entitled “Osborne Field Improvements.”
NOW, THEREFORE, BE IT RESOLVED THAT THE MAYOR AND THE
BOARD OF BURGESSES OF THE BOROUGH OF NAUGATUCK HEREBY:
1. Accept the grant award of $1,856,050.00 from the State of Connecticut, and

2. The Borough of Naugatuck may enter into with and deliver to the State of Connecticut
DEEP any and all documents it deems necessary and appropriate for the grant award,
and
3. Authorize and direct Mayor N. Warren “Pete” Hess, III to execute and deliver any and
all grant contract documents on behalf of the Borough and to do and perform all acts
and things which he deems necessary or appropriate to carry out the terms of such
documents with the State of Connecticut.
