BOARD OF MAYOR AND BURGESSES
NOVEMBER 6, 2024
The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid
basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone.
1. Mayor “Pete” Hess called the regular meeting to order at 7:01 p.m. with the following in
attendance:

3. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve the
minutes of the regular meeting of October 1, 2024 and the special meeting
of October 22, 2024. Each member received copies for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve the
monthly reports of October. Each member received copies for review.
5. Mayor’s Opening Comments
Mayor Hess said the annual tree lighting festival will be held on the first Saturday in
December with a visit from Santa Claus.
6. Public Comment – None
7. Fire Chief Kenneth Hanks gave the monthly update on the Naugatuck Ambulance Corps
(NAC) in the absence of Chief Kyle Kelley. NAC responded to over 408 requests for
service. They assisted 58 times for mutual aid out and needed three times mutual aid in.
8. Mayor Hess said all Borough of Naugatuck Development Plans are on schedule. The
first section of downtown paving should be completed soon. The most difficult project is
the installation of the stormwater pipes which are seventeen feet deep, when completed
sanity sewers will be installed. The digging of Church Street will be done shortly. The plan
will be modified to install sidewalks in the winter with the least impact on downtown
businesses. Rubber Avenue is on schedule. Earthworks is ready to start on Parcel B.

9. Mayor Hess reappointed Rocky Vitale, 180 East Waterbury Road, Naugatuck, CT 06770
as a member of the Naugatuck Ambulance Board of Directors, term to expire January 1,
2029.
10. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve the
reappointment of Melissa Leonard, 450 Gunntown Road, Naugatuck, CT
06770 as a regular member of the Conservation Commission, term to
expire November 1, 2027.
11. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve the
reappointment of Ryan Plourde, 23 Rough Wing Road, Naugatuck, CT
06770 as a regular member of the Conservation Commission, term to
expire November 1, 2027.
12. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve the
reappointment of Shagufta S. Zahid, 1067 May Street, Naugatuck, CT
06770 as a regular member of the Conservation Commission, term to
expire November 1, 2027.
13. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve the
appointment of Alison Sanchirico, 9 Raindance Circle, Naugatuck, CT
06770 as a regular member of the Conservation Commission, filling the
expired term of J. Ayash, term to expire November 1, 2026.
14. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve James
Maslan DBA CT Potty Rentals, 574 Boyden Street, Waterbury, CT 06704
as an approved vendor to continue to provide goods and/or services for
Fiscal Year 2024/2025 and to authorize Mayor Hess to execute all contracts
and related documents as recommended by Public Works Director James
Stewart.
15. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve a
settlement payment in the amount of $900.00 with Mechanical Plumbing
and Heating, 52 Crestway, Hamden, Connecticut, 06514 as recommended
by Controller Allyson W. Bruce.
16. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve
Kleinfelder Work Order #3 for Parcel B, Phase 1 Construction Services
and Phase 11 Design Services in the amount of $42,920.00 as
recommended by the Public Works Director James Stewart.

17. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor
Hess to enter into an agreement with Down-To-Earth Consulting LLC, not
to exceed $155,200.00, for Environmental Services for Remediation of
Parcel B which is funded as part of the $1,375,000.00 DECD Grant for the
Downtown Revitalization Project.
18. Motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of
Mayor and Burgesses adopt the following Municipal Resolution to Enter into a Grant
Assistance Agreement with the State of Connecticut Department of Economic and
Community Development (DECD), as if read:
WHEREAS, the Borough of Naugatuck received notice of award of a $20,000 State
Historic Preservation Office Survey and Planning Grant for a project entitled “Consulting
Services of a 36 CFR-qualified historical architect/engineer team to prepare architectural
plans and specifications for the Bronson Tuttle House (1882) 380 Church Street,
Naugatuck,” and
WHEREAS, the Borough of Naugatuck’s Board of Mayor and Burgesses previously
committed $20,000 in local match dollars to this project, and
WHEREAS, the scope of work for this project includes architectural/engineering drawings
and specifications for repointing, painting, and water intrusion at the entrance of the
Bronson Tuttle House. As funding allows, architectural/engineering drawings and
specifications will also include the clustered fire suppression upgrades at the grand stair
and the second floor egress.
NOW, THEREFORE, BE IT RESOLVED THAT THE MAYOR AND THE BOARD
OF BURGESSES OF THE BOROUGH OF NAUGATUCK HEREBY:
1. Accept the grant award of $20,000 from State of Connecticut DECD, and
2. Authorize Mayor N. Warren “Pete” Hess, III (or his designee) to execute and submit
any and all grant contract documents, with the State of Connecticut DECD, and
3. Authorize release of previously committed local matching funds ($20,000) to this
project.

20. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses add to the
agenda a motion to approve a change order for the NPD JACE
Replacement Project.
21. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses approve Mayor
Hess to sign a change order for the NPD JACE Replacement Project with
USA Mechanical, 15-D International Drive, East Granby, CT 06026 in the
amount of $24,160.00.
22. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses add to the
agenda an amended motion to enter into executive session to include
Personnel (Deputy Fire Chief). It was an oversight the item was omitted
from being noticed in executive session.
23. Public Comment – Agenda Items – None
24. Mayor and Burgess Comments/Sub-Committee Reports
Burgess Rosenblatt reported the Trades Program at the high school is doing very well.
Burgess Bronko was approached by a resident about the dog pound and animal control.
Mayor Hess said we are in the process of applying for a $50,000 grant. The plan would be
to build a new animal control facility and perhaps bringing in Prospect.
Burgess Marenghi said early voting went well. He thanked all those that served for our
country.
Burgess Neth-Kunin said there will be a service at the Methodist Church on Sunday at
10:15 a.m.
Burgess Gallo would like to see an internship in the Mayor’s office.
25. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt to recess to Executive Session at 7:42 p.m. for
discussion on the following: Real Estate (Parcels A, B, C, Y & Z,
Naugatuck Industrial Park Section III, Riverview Mobile Home Park,
Hershey Property, Cell Tower at Former Uniroyal Property, Personnel
(Deputy Fire Chief) and Pending Litigation (301 Scott Street) inviting in
Fire Chief Kenneth Hanks.

Mayor Hess reconvened the meeting at 8:06 p.m.
26. The following motions emanated from Executive Session.
VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor
Hess to enter into a contract with Michael Chatfield for the position of
Deputy Fire Chief for a two-year term, salary has been negotiated and will
be 8% below the salary of the fire chief.
Motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of
Mayor and Burgesses authorize Mayor Hess to enter into a settlement agreement with
Joanne Cretella accepting the sum of $15,000 on behalf of the borough, paid by Cretella
to the borough in full settlement of a blight lien claim on property located at 301 Scott
Street, Naugatuck.
Burgess Dambowsky abstained.
27. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by
Burgess Rosenblatt to adjourn the regular meeting at 8:08 p.m.
