MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES MARCH 4, 2025 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:01 p.m. with the following in attendance: BURGESSES: PRESS: R. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the minutes of the regular meeting of February 4, 2025. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the monthly reports of February. Each member received copies for review. 5. Mayor Hess along with Track and Field Coach Ralph Roper recognized the outstanding achievements of Naugatuck High School student athlete Lauren Kropo. Lauren is the NVL Champion in 55M, 300M & 600M (set records in all), State Class L Champion in 55M, 300M & 600M (set records in all), State Open Champion in 300M & 600M, ranked #1 in Connecticut this season in the 55M, 330M and 600M, 5th in the 55M, 3rd in the 33M and 4th in the 600M and a New England Champion in the 600M being ranked #9 in the United States. She received the NVL Outstanding Sprinter Award, NVL Outstanding Meet Performer, GameTimeCT Athlete of the Week, HOKA Week 5&7 Athlete of the Week and Republican American Athlete of the Week. Lauren is ranked among the best all time in  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – March 4, 2025 Connecticut history. Mayor Hess presented her with a proclamation stating in part: “I, N, Warren “Pete” Hess, Mayor of the Borough of Naugatuck, on behalf of all the citizens recognize Lauren Kropo as an elite athlete who has attained the highest level of achievement in her field and she has made us all proud as she continues to excel not only in sports but in life. Her hard work, determination, and passion have set a high standard of excellence for all of us to admire.” 6. Mayor’s Opening Comments Mayor Hess said the budget is worked on over the winter. Our line item budget is developed by the Board of Finance then is presented with the town and Board of Education together. We are in year three of the implementation of reevaluation. The objective is to get below 40 mils. He said on the town side we are completely on target. The Board of Education has challenges, so does the town. The mayor thinks the town budget should come in with a 1% increase. The Board of Education first had an increase of 14% then said they struggled to reduce it to 8%. The Board of Education decided to close Salem School as a means to reduce their budget. They have not come with their budget before the Board of Finance yet. The mayor and burgesses just found out about their decision to close the school at the end of last week. They were surprised. He said the timing and the process was not good. They will work with the Board of Education on their budget. Mayor Hess said the Long-Term School Facility Planning Committee has a plan in place to close Salem School in four or five years after a new fifth through eighth grade facility is built. 7. Naugatuck Arts Commission Co-chairs Francis Santana and Jeffrey Erdmann discussed the “Church Street Wall Mural Contest”. They invited all students in the borough to submit artwork to go on a wall mural in the municipal parking area behind the building of 66 Church Street. They received thirty-one submissions, the majority of which were from the elementary level. The commission chose the top five drawings. The chosen artists are: Nuha Amatul Elah from Hop Brook Elementary School in grade 3, Joseph Guerreiro from Hop Brook Elementary School in grade 3, Ariebella Vrablic-Marelli from Hop Brook Elementary School in grade 4, Kelsey Lynn from Maple Hill Elementary School in grade 3 and Ruba Alyamani from Western Elementary School in grade 3. The other entries will be on display at the Naugatuck YMCA and the Howard Whittemore Library during the month of March. The Arts Commission is going to have local artists sketch out the mural. They will then schedule community paint days where everyone is welcome to paint the winning drawings on the wall. 8. Fiscal Year 2025/2026 Budget – regarding the proposed closure of Salem School. Burgess Gallo said this is a difficult discussion. There are Naugatuck schools that are in need of repair. Salem School is not handicapped accessible and it doesn’t have a gym or cafeteria. It has a beautiful school community. We have work to do, making our discussions more fruitful and less emotional. She found out on Facebook. Burgess Marenghi said he found out the Board of Education’s decision to close Salem School when he was picking up his pizza on Friday night. Salem School is a beautiful building, an architectural gem. Does it provide what is required to give the very best modern education for our children? Sadly, it has gone past its time and usefulness. He has been through reconfiguration before. Children are resilient. The timing is off.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – March 4, 2025 Burgess Rosenblatt found out about the closing of Salem School on Facebook. She was disappointed they didn’t find out about it another way as a board. Deputy Mayor Vitale said he was playing cards with friends on Friday when someone received a text that Salem School was closing. He was not aware. The Board of Education is making it sound like it was a financial decision. The budget is not done yet so how do they know that it is a financial decision. Burgess Neth found out about Salem School while picking up his pizza on Friday. He said the board should’ve been told by someone in the education department. Burgess Dambowsky said Salem School is not conducive to students with disabilities. It is not handicapped accessible. Burgess Neth-Kunin said there were discussions in 2012/2013 regarding closing Salem School. Before closing the school, numbers would need to be looked at to see why they made this decision. Where will the teachers go? Burgess Smith is disappointed. She said they will have to see the budget. 9. Public Comment A resident asked what would happen to the building if Salem School closes. Mayor Hess replied there has been a plan in place to use the building for town offices in four or five years. 10. Chief Kyle Kelley gave the monthly update on the Naugatuck Ambulance Corps (NAC). He provided the board his written monthly report. Medicaid funding is less than they should be getting. The state is in discussions to cut that funding even more. He said they have support from state legislators. 11. Mayor Hess said he is very happy with the service the town is receiving form Naugatuck Ambulance Corps. We are working together as a team. He is going to ask for a motion to extend the contract with them. The only change the mayor is going to make to the contract is for a two-year lease and then will extend as necessary knowing if the town builds a new building, they would be leaving. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a five-year contract extension with Naugatuck Ambulance Corps (NAC) as presented. 12. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the Modified Five-Year Road Improvement Plan. 13. Mayor Hess said there will be a meeting tomorrow of the Facade Improvement Subcommittee. The subcommittee consists of Burgess Smith, Burgess Rosenblatt, Building Inspector Bill Herzman, town staff and Fire Marshal Ned Dalton. They will create an application and discuss a procedure to then take applications.  -4- Minutes – Board of Mayor and Burgesses – Regular Meeting – March 4, 2025 14. Update on the Senior Center Activity Committee. Burgess Gallo was pleased to report that Senior Center Director Harvey Frydman asked for a bus for activities and is working on improving the activities being offered at the Senior Center. One suggestion from a senior center member was to hold bingo twice a week since it is so popular. Bingo started on Tuesdays along with Fridays and the senior center is packed. The senior center is going to be upgraded with federal money. 15. Mayor Hess gave an update on the Borough of Naugatuck Development Plans. All new utilities have been coordinated and installed. Sanitary sewer lines were installed in January and all buildings were reconnected to the new sanitary sewer lines. The first sidewalk was done in front of ION Bank then they will be working their way up the street. The new road on Old Firehouse Road and Water Street is on the same timetable. Church Street is on schedule to be completed in June followed by the green, then Maple Street and the Maple Street bridge. Full speed ahead on our new industrial park. The sidewalk on Rubber Avenue is on schedule. Burgess Gallo said on social media people commented how much money is being spent on construction projects but we are going to close Salem School. Mayor Hess said we are not spending any town money on the Downtown Project. 16. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the reappointment of Cary Lennon, 348 Hillside Avenue, Naugatuck, CT 06770 as a regular member of the Building Code Board of Appeals, term to expire March 1, 2030. 17. Mayor Hess appointed Debra Healy, 30 Kent Street, Naugatuck, CT 06770 as a regular member to the Arts Commission, filling the unexpired term of A. Jones, term to expire April 1, 2026. 18. Mayor Hess appointed Emilia McAllister, 107 Deepwood Road, Naugatuck, CT 06770 as an alternate member to the Arts Commission, filling the unexpired term of D. Healy, term to expire April 1, 2026. 19. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for the proposed Discontinuance of Water Street based on a favorable report from the Planning Commission pursuant to Section 8-24 of the CT General Statutes. 20. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses refer to the Planning Commission for an 8-24 referral the proposed Future Sale of 7 Lots in the A&B Subdivision. 21. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for  -5- Minutes – Board of Mayor and Burgesses – Regular Meeting – March 4, 2025 the proposed Transfer of Lot 6 as depicted on map titled “Borough of Naugatuck, Parcel I – Tract A&B Maple Street” dated 09-20-2024, revised through 01-27-2025, prepared by Martinez Couch & Associates LLC to the Connecticut Department of Transportation upon receipt of a favorable report from the Planning Commission pursuant to Section 8-24 of the CT General Statutes. 22. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for the proposed Transfer of Lot 7 as depicted on map titled “Borough of Naugatuck, Parcel I – Tract A&B Maple Street” dated 09-20-2024, revised through 01-27-2025, prepared by Martinez Couch & Associates LLC to Pennrose Properties LLC upon receipt of a favorable report from the Planning Commission pursuant to Section 8-24 of the CT General Statutes. 23. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses refer to the Planning Commission for an 8-24 referral the proposed Future Sale of 12 Lots in the Naugatuck Industrial Park – Phase III. 24. Deputy Mayor Vitale asked to have the Snow Removal Ordinance placed on the agenda for discussion. He saw on the borough website, under the Department of Public Works, language listed as the snow removal ordinance. However, it was not accurate. The language will be removed and a link to locate the snow removal ordinance on the borough website will be added. 25. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses waive the bids and approve the following consortiums and state and federal contract awards to continue to provide goods and/or services for Fiscal Year 2025/2026 and to authorize Mayor Hess to execute all contracts and related documents as recommended by Controller Allyson W. Box 452, Cold Spring, MN 56320 in the amount of $13,605.00 out of the CT NIP Bottle Recycling Program as recommended by Park Superintendent Sandra Lucas-Ribeiro. 29. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the purchase of 15 Trash Cans from Amazon in the amount of $2,500.00 out of the CT NIP Bottle Recycling Program as recommended by Park Superintendent Sandra Lucas-Ribeiro. 30. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the purchase of “Vortex Splash Pad Equipment” in the amount of $97,730.00 from M.E. O’Brien & Sons, P.O. Box 718, Medway, MA 02053-0718 as recommended by Park Superintendent Sandra Lucas-Ribeiro. 31. Mayor Hess gave background on the need to adopt Revised Motor Vehicle Assessment Protocols. He said the state changed the manner in which motor vehicles are valued resulting in a 1.2 million-dollar loss in revenue for the borough. A fourteen-percentage difference in the formula. All municipalities in the state are affected and there was uproar to the fact. The state then devised a new procedure to adopt a newer depreciation schedule that is not as good as it used to be but better than what it is. Mayor and Burgess Comments/Sub-Committee Reports Mayor Hess attended a NVCOG meeting where the topic of vaping and vaping shops was discussed. The shops are not regulated in most towns but can be regulated similar to liquor stores. He instructed Town Planner Lori Rotella to work with NVCOG staff to craft zoning regulations regarding regulations for vaping shops. Burgess Neth-Kunin said the Community Showcase on February 22nd was very good with a lot of young entrepreneurs. She had the pleasure of reading to the first-grade class at Salem School. March 12th is the Dibble Award honoring Larry Erickson at Aria. March 21st is PSC Trivia Night at St. Michael’s Church Hall, $20 per person. March 22nd is an Adult Prom at the Crystal Room for the CT Partnership for Children. She will be attending a seminar for the National Board of Education addressing the achievement gap. Burgess Dambowsky thanked fire department personnel and EMS for attending his father- in-law’s funeral. Deputy Mayor Vitale reported on March 13th there will be a Trivia Night for the Naugatuck Historical Society at Brady’s Pub. He thanked Jim Stewart, Jeremy Lennon and Jim Kallipolites for their help choosing two cameras to stop illegal dumping. He thanked Chief McAllister, Captain Bastos and Lieutenant Baskins for their assistance with an officer ride along. Burgess Rosenblatt said she is offering two $250 scholarships in her late husband Howie’s name for the Trades Program. The manufacturing program will be starting at the high school. Griffin Hospital does not have enough instructors to hold the CNA Program this year. She and Burgess Gallo were invited by Lieutenant Governor Bysiewicz to attend a Democratic dinner. Burgess Marenghi said it was nice to recognize excellence in our young people tonight. The partnership between the town side and the education system transcends athletics. Naugatuck High School students are building a stage for the Arts Commission’s outdoor summer concerts. Burgess Marenghi wants everyone to keep the people, the Salem community, in their thoughts. Burgess Gallo hopes we can look at the situation with Salem School in a positive way to go forward to get what we need from the Board of Education. She said in tonight’s meeting alone, there were several motions approving lots to be sold which means they will then become tax paying members of this community. 39.
