COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM OCTOBER 28, 2014 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Horn presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on two burials at the cemetery, equipment maintenance, mowing and weed eating cemetery and parks, mulching leaves, working on playground equipment upgrades in Cliff’s Park, hauling brush and compost, picking up brush, cleaning storm drains, street sweeping, mowing road shoulders, Well No. 4 rehab has been approved by the DNR and will start the first week in November, leaf pickup is in progress, mixing salt and sand for winter use, and Governor Walker has approved the funding for the Neillsville airport runway reconstruction project in 2015. Motion Quicker, second Neville, that Water bills Nos. 214 to 240 in the amount of $236,797.57 and Sewer bills Nos. 193 to 219 in the amount of $117,310.07 be paid. All Aye. Roehl, Clerk ************ COMMON COUNCIL COUNCIL ROOM OCTOBER 28, 2014 7:00 P.M. The Common Council met in regular session, Mayor Mabie presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Mayor Mabie reported on the October 15, 2014 meeting of the Finance Committee regarding: 1) work on the 2015 budget, 2) adoption of a Wage Schedule and the recommendation to pick up 12% of the 9.9% health insurance increase, 3) reviewed the major areas of revenues and expenditure changes, 4) recommendation of budget of categories and levy amount of the 2015 budget to the Common Council for Public Hearing on Monday, November 10, 2014 at 7:15 p.m. Total budget $3,402,245 – Proposed Levy including Tax Increment Districts $1,098,105 – a decrease of $471. Mayor Mabie reported on the October 21, 2014 meeting of the Personnel Committee regarding: 1) a closed session on union contract negotiations with the Neillsville Professional Police Association, and 2) reconvening into open session with the recommendation of a new work schedule of the employees to be set out in the contract, the increase to $125 quarterly for uniform allowance, a three-year contract, wage increases of 0% in year one, and 1.5% in each year of years two and three. Council Member Quicker reported on the October 22, 2014 meetings of the Historic Preservation Commission regarding: 1) a public hearing on the Gates House, Michael and Tabitha Thomas, owners, located at 18 Hewett Street, to the Local Historic Preservation Register – no appearances; 2) Neillsville History 2015 calendars have been ordered, 3) posts will be placed at the Cornelius House, C.C. Sniteman House, Gates House, Roberts House and Hoesly House, 4) discussed paints and maintenance of the 1919 Case steam engine in Schuster park, 5) discussed and recommended the designation of the Gates House, Michael and Tabitha Thomas, owners, located at 18 Hewett Street, to the Local Historic Preservation Register, 6) discussed 2015 projects – finishing the walking tour brochures and the Neillsville History 2016 calendars, 7) authorized ordering 75 more 2015 calendars, and 8) discussed the Christie property at 514-518 Hewett Street, Buck’s Dollar Bar property at 620 Hewett Street, and the Humane Society property at 600 Hewett Street. Council Member Horn reported on the October 28, 2014 meeting of the Commission on Public Works/Utilities regarding: 1) current activities, and 2) payment of bills. Mayor Mabie declared all reports filed as presented with the City Clerk. Mayor Mabie asked if there were any questions on the Personnel Committee item (2). City Attorney Wachsmuth stated that the police union contract language on this has not been finalized yet. Motion Quicker, second Neville, to table the police union contract. All Aye. Mayor Mabie asked if there were any questions on the Historic Preservation Commission item (5). Motion Quicker, second Horn, to approve designation of the Gates House, Michael and Tabitha Thomas, owners, located at 18 Hewett Street, to the Local Historic Preservation Register. All Aye. Mayor Mabie asked if there were any questions on the Commission on Public Works/Utilities item from the October 14, 2014 meeting (item 3). Motion Horn, second Weiers, to accept the recommendation that the Wastewater Screening Equipment Engineering Agreement with AECOM in the amount of $17,755 be approved. All Aye. City Attorney Wachsmuth read the following ordinance annexing the former St. John property, Town of Pine Valley Parcel No. 042.0349.000 owned by the City of Neillsville. ORDINANCE NO. 1046 AN ORDINANCE FOR THE ANNEXATION OF TERRITORY OWNED BY THE CITY OF NEILLSVILLE The Common Council of the City of Neillsville does hereby ordain as follows: 1. The following territory of the Town of Pine Valley, Clark County, Wisconsin, is located contiguous to the City of Neillsville, and is owned by the City of Neillsville, Clark County, Wisconsin: That part of the SE¼ of the SW¼ of Section 13-24-2 West, described as follows: Commencing 33 feet East of the Southwest corner of said SE¼ of the SW¼, thence North 350 feet, thence East 1,000 feet, thence South 350 feet, thence West to the place of beginning, EXCEPT land conveyed for highway purposes in Volume 304 of Records, page 538, Document No. 439623. 2. Pursuant to §66.0223, Wis. Stats., the City of Neillsville does hereby annex the above described territory into the City of Neillsville. 3. From and after the date of this ordinance the territory described in subsection 1. shall be a part of the City of Neillsville for any and all purposes provided by law and all persons coming or residing within such territory shall be subject to all ordinances, rules and regulations governing the City of Neillsville.  4. Until such time as the City Plan Commission and Common Council may revise the zoning classification, the annexed parcels or real estate shall be zoned as hereafter stated: IG – General Industrial District 5. The territory in the annexed real estate shall be added to the aldermanic district which is contiguous to the property being annexed. 6. This ordinance shall take effect upon passage and publication as provided by law. A copy hereof shall be sent to the County Clerk of Clark County and to the Town Clerk of the Town of Pine Valley. Seven (7) certified copies of this ordinance shall be filed immediately with the Secretary of State along with seven (7) copies of a plat showing the boundaries of the territory. Council Member Glassbrenner reported on the Memorial Medical Center Finance Committee meeting regarding three out of the last four months have been in the black, five people have taken early retirement, having 1,100 new patients since the first of this year, both the Loyal and Greenwood Clinics can now dispense prescriptions, more changes are coming and things are improving. Mayor Mabie presented Second Ward Council Member Joseph Weiers with a plaque for his 2½ years of service to the City (April, 2012 to October, 2014), and thanked him for his service. Mayor Mabie stated that he has a plaque for Chief of Police Lindner for his 33 years of service to the City (July, 1981 to September, 2014), which he will get to Lindner. Mayor Mabie reported on a thank you from Randy and Julie Reineck, Central Wisconsin Horse Sale, for the City support; a thank you from Todd Schmidt, Clark County Press/Shopper editor and reporter for allowing him to use the Mayor’s office at City Hall for a couple of days after their building fire; and Trick-or-Treat hours on Friday, October 31, 2014 are 5:30 p.m. to 7:30 p.m. citywide.
