COMMISSION ON PUBLIC WORKS/UTILITIES
COUNCIL ROOM
NOVEMBER 10, 2014
6:45 P.M.
The Commission on Public Works/Utilities met in regular session, Chair Horn presiding.
On roll call: Second Ward Council Member position vacant, all other members present.
The minutes of the previous meeting were declared approved.
Director of Public Works Flynn reported on one burial at the cemetery, equipment maintenance,
mulching leaves in the cemetery and parks, water is off and lines and restrooms in cemetery and
parks have been winterized, working on playground equipment upgrades in Cliff’s Park, fall
decorations have been removed and started installing Christmas decorations, hauling brush and
compost, cleaning storm drains, street sweeping, Well No. 4 rehabilitation has begun, leaf pickup
is in progress, mixing salt and sand for winter use, replaced street signs along Division Street,
and with today’s snow/ice storm salting and sanding season has begun.

The Common Council met in regular session, Mayor Mabie presiding. On roll call: Second Ward
Council Member position vacant, all other members present. The Pledge of Allegiance was
recited.
The minutes of the previous meeting were declared approved.
Mayor Mabie swore in Scott A. Klueckmann as Chief of Police.
Mayor Mabie announced that the next order of business is to appoint a Second Ward Council
Member to fill the vacancy created by Council Member Joseph Weiers’ resignation.
Mayor Mabie recommended that Daniel M. Clough be appointed as Second Ward Council
Member.
Motion Horn, second Quicker, to approve Mayor Mabie’s recommendation and appoint
Daniel M. Clough as Second Ward Council Member (2015). All Aye.
The City Clerk swore in Daniel M. Clough as Second Ward Council Member.
The Council welcomed Daniel M. Clough (Second Ward Council Member) as the newly
appointed member.
City Attorney Wachsmuth reported on the October 28, 2014 meeting of the Personnel Committee
regarding: 1) a closed session on union contract negotiations with the Neillsville Professional
Police Association, and 2) reconvening into open session with the recommendation that the
second and third sentences of Article 13 be deleted and that a sentence be added at the end
indicating “[a]ny vacation time will be taken in full hour increments.” Furthermore at Article
14A, the words “working a 5/2 work schedule” will be stricken, at paragraph B, the words in the
first sentence “working a 5/2/5/3 work schedule” will be stricken, and at paragraph C the words
“8.5 hours per holiday; all others will be paid at 8 hours per holiday” will be stricken and
replaced with the language “76.5 hours of holiday time”.
Council Member Horn reported on the October 30, 2014 meeting of the Heritage Days
Committee regarding: 1) discussion on the Miss Neillsville budget, 2) reviewed and discussed
suggestion box forms, and 3) set the date of the 2015 Heritage Days event as July 10, 11
and 12, 2015.
City Attorney Wachsmuth reported on the November 5, 2014 meeting of the Police and Fire
Commission regarding: 1) a closed session on consideration of employment of a police officer,
and 2) reconvening into open session to accept Chief of Police Scott Klueckmann’s police officer
candidate nomination and continue the hiring process in extending a conditional offer of
employment to that candidate, contingent upon the successful completion of a medical, drug and
psychological screening.
Council Member Horn reported on the November 10, 2014 meeting of the Commission on
Public Works/Utilities regarding current activities.
Mayor Mabie declared all reports filed as presented with the City Clerk.
Mayor Mabie asked if there were any questions on the Personnel Committee item (2).
City Attorney Wachsmuth stated this would include the Personnel Committee item from the
October 28, 2014 meeting (item 2) regarding a new work schedule, uniform allowance increase,
and wage increases in year one of 0%, and in years two and three of 1.5%.
Motion Glassbrenner, second Quicker, to accept the changes to the Neillsville Professional
Police Association union contract as presented. All Aye.
City Clerk Roehl presented the CliftonLarsonAllen 2014 Audit Services Agreement in the
amount of $21,600. This is the second year of a three year proposal.
Motion Quicker, second Neville, to approve the 2014 Audit Services Agreement with
CliftonLarsonAllen in the amount of $21,600. All Aye.
Mayor Mabie presented the resignation of Shannon Huth as a member of the Heritage Days
Committee.
Motion Horn, second Neville, to accept the resignation of Shannon Huth as a member of the
Heritage Days Committee and to thank her for her service to the City of Neillsville. All Aye.
Mayor Mabie recommended the appointment of Deanna Heiman as a member of the Heritage
Days Committee (2015). All Aye.
The City Clerk reported on the 2015 dental insurance renewal notice from MetLife. The single
plan premium is increasing from $38.46 to $40.00, or $1.54 (4%) per month. The family plan
premium is increasing from $119.26 to $124.03, or $4.77 (4%) per month.
Motion Quicker, second Glassbrenner, to approve the 2015 dental insurance contract renewal
with MetLife as presented. All Aye.
City Clerk Roehl reported that the Stepping Stones Learning Center, LLC Promissory Note dated
November 6, 2011 in the amount of $15,000 signed by Joseph and Janine Bethea became due on
November 6, 2014.
City Attorney Wachsmuth reported that she had sent them a letter dated October 13, 2014
informing them of their failure to report job creation to the City of Neillsville, that the
promissory note was coming due, and they could contact her, the City Clerk, or appear at a
Common Council meeting. To date, no contact has been made. The next step would be a
collection action.
Motion Neville, second Glassbrenner, to proceed with a collection action on the Stepping Stones
Learning Center, LLC Promissory Note dated November 6, 2014 in the amount of $15,000.

Chief of Police Klueckmann reported that two anonymous donors have given monetary gifts of
$2,000 and $1,000 respectively for the implementation of a Body Worn Camera Program for all
Neillsville Police Officers. Klueckmann requested that these funds be placed in a designated
carryover budget line within the Police Department budget.
Motion Quicker, second Neville, to accept and appropriate the $3,000 in Body Worn Camera
donations to Account No. 52100 Police Department Administration, and to create a non-lapsing
budget line for this program. All Aye.
Mayor Mabie presented a request from the Neillsville Area Chamber of Commerce for use of the
Sniteman Town Square (Gazebo) Park for the tree lighting on Saturday, December 6, 2014.
Motion Glassbrenner, second Clough, to grant the Neillsville Chamber of Commerce request for
the use of Sniteman Town Square (Gazebo) Park on Saturday, December 6, 2014 for the tree
lighting. All Aye.
7:18 P.M. – Mayor Mabie declared the Public Hearing on the Proposed 2015 Budget for the City
now open.

The City Clerk reported that the proposed 2015 Net General Fund budget of $3,402,245 is lower
than the Consumer Price Index (1.6%) and Wisconsin Department of Revenue Expenditure
Restraint Program (2.4%) guidelines. The proposed 2014 tax levy of $1,042,108 without TIDs is
within the state’s levy limit requirement of 0% plus net new construction (0.000%) of $-0-.
Mayor Mabie called three times for appearances, there being none.
7:25 P.M. – The Budget Hearing was declared closed.
Motion Neville, second Horn, to adopt the 2015 City Budget of $3,402,245 with $1,098,105 to
be placed on the 2014 tax roll. On roll call: All Aye.
The Mayor thanked the Council Member and City Clerk for all the work they did in putting
together the 2015 budget.
Chief of Police Klueckmann reported on October, 2014 complaints, citations, warnings, arrests
and investigations. The Police Department has a Facebook page now to engage the community.
The Police Officers have a new shoulder patch for their uniforms. The design was a cooperative
effort between Jeremiah Bogdonovich, Chris Poeschel and Klueckmann. Five main elements
from the City were incorporated into the patch – a “gazebo”, the City motto “Yesterday, Today,
Tomorrow” banner, “flags” – U.S. and Wisconsin, “Neillsville” – the font and style from the
Welcome to Neillsville sign, and “1882” – the year the City of Neillsville was incorporated.
Motion Horn, second Neville, that City bills Nos. 1105 to 1171 in the amount of $126,011.55
