COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM DECEMBER 23, 2014 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Horn presiding. On roll call: Council Member Clough absent, all other members present. The minutes of the previous meeting were declared approved. Chair Horn read Director of Public Works Flynn’s report. One burial at the cemetery, equipment maintenance, maintaining Christmas decorations, hauling brush and compost, picking up brush, straightening signs, snow removal, salting, sanding roads and sidewalks, filling potholes on Division Street, Scott Elmhorst has begun work on the Buck’s Dollar Bar demolition. Motion Quicker, second Neville, that Water bills Nos. 264 to 291 in the amount of $40,792.41 and Sewer bills Nos. 239 to 262 in the amount of $29,576.96 be paid. All Aye. On roll call: Council Member Clough absent, all other members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Glassbrenner reported on the December 11, 2014 meeting of the Neillsville Community Fire Hall Board regarding: 1) payment of bills, 2) current activities, and 3) the 2015 operating and capital budget support payments are due by March 31, 2015. Council Member Horn reported on the December 18, 2014 meeting of the Heritage Days Committee regarding: 1) the financial report, 2) discussion on children’s games – “Decades” is scheduled for Sunday, 3) discussed music options – hired the Vic Ferrari Band for Saturday night (8:30 P.M.) to Sunday morning (12:30 A.M.), 4) discussed proposed Miss Neillsville guidelines, 5) update on the 2015 Neillsville pottery, and 6) accepted the resignation of Daryn Horn from the Heritage Days Committee. Mayor Mabie reported on the December 23, 2014 meeting of the Personnel Committee regarding the recommendation to accept an amendment to the Neillsville Professional Police Association union contract – Article 11 – WORK WEEK AND HOURS OF WORK Section E regarding the filling of shifts. Council Member Horn reported on the December 23, 2014 meeting of the Commission on Public Works/Utilities regarding: 1) current activities, and 2) payment of bills. Mayor Mabie declared all reports filed as presented with the City Clerk. Attorney Thomas Harnisch requested that the Neillsville Planning Commission and Common Council discuss and pass a resolution asking the Clark County Board to donate ten miles of road from the Wildcat Inn west to Fairchild, WI to create a four lane U.S. Highway 10. An average of 8 rods for width for 10 miles would be about 1,600 acres (land cost value to the county of about $300,000). If Neillsville is to grow, we need a four-lane highway. Discussion has been dormant for a long time, and we need to get the ball rolling. If Neillsville can connect to the interstate in Osseo, WI, we will be well served without having to fight the Marshfield Clinic or city. Council Member Glassbrenner asked if Harnisch thinks the Department of Transportation (DOT) would be receptive to a four-lane highway. Harnisch stated that the DOT would be very receptive, but they have places they can spend money without a fight. The DOT is not interested in taking on Marshfield. It would be more beneficial to connect to Osseo in the west. The City would need to get support from the Clark County Forestry and Parks Committee (as the land would be withdrawn from the DNR Forest Crop Program) and the Clark County Highway Committee (as they would be charged with maintaining the additional road area), as well as the Clark County Board itself. Council Member Glassbrenner stated that we need to get our state politicians behind this, supporting a four-lane highway to Neillsville. Mayor Mabie asked if there were any questions on the Personnel Committee item. All Aye. Mayor Mabie read the resignation of Daryn Horn from the Heritage Days Committee. Motion Neville, second Quicker, to accept Daryn Horn’s resignation from the Heritage Days Committee, and to thank him for his years of service. All Aye. Mayor Mabie nominated Justin Poeschel for appointment as a member of the Heritage Days Committee. Motion Neville, second Horn, to accept Mayor Mabie’s recommendation and appoint Justin Poeschel (2015) as a member of the Heritage Days Committee. All Aye.
