COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JANUARY 27, 2015 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Horn presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on two burials at the cemetery, equipment maintenance, removing Christmas decorations, purchasing eight new decorations for next year, one plow hookup frame was rebuilt at a cost of about $2,300, the Freightliner dump truck is back in service – it had broken or kinked wires in the frame (a warranty claim has been filed), hauled brush and compost, picking up Christmas trees, straightening signs, snow removal, salting and sanding roads and sidewalks, filling potholes, Scott Elmhorst Excavating has started removing floorboard sections on the Buck’s Dollar Bar and filling in the basement, burned the brush pile, and rehabilitation of the street department bathroom has begun. Motion Quicker, second Neville, that Water bills Nos. 292 (2014) and 1 to 24 (2015) in the amount of $63,017.99, and Sewer bills Nos. 1 to 17 in the amount of $51,638.90 be paid. The Common Council met in regular session, Mayor Mabie presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Neville reported on the January 15, 2015 meeting of the Heritage Days Committee regarding: 1) the financial report, 2) discussed music bookings, 3) hired CWB Security for Saturday night’s Vic Ferrari Band, 4) tabled discussion on sub-groups, 5) accepted the resignation of Miss Neillsville Program Coordinator Mandy Krejci, Michelle Mitte will take over the program under the supervision of the Heritage Days Committee, 6) discussed children’s games, 7) discussed poster ideas, 8) tabled discussion on suggestion box ideas, and 9) announced sponsors for the Vic Ferrari Band – Nicolet National Bank, Kwik Trip, Hansen’s IGA, and WCCN. Council Member Horn reported on the January 27, 2015 meeting of the Commission on Public Works/Utilities regarding: 1) current activities, and 2) payment of bills. Mayor Mabie declared all reports filed as presented with the City Clerk. City Attorney Wachsmuth reported on a proposed Resolution on Highway 10 Four-Lane Expansion as drafted by Attorney Thomas Harnisch. Wachsmuth stated that she has talked with Harnisch about wording changes to more appropriately reflect the City’s position, and that the Planning Commission has to consider and revise the resolution before the Council can received a recommendation on it. The proposed resolution was not read. Motion Quicker, second Horn, to refer the proposed Resolution on Highway 10 Four-Lane Expansion to the Planning Commission for review. Council Member Clough – Nay, all other members – Aye. 4 – Aye, 1 – Nay, motion carried. Council Member Glassbrenner reported on attending the Memorial Medical Center (MMC) Finance Board meeting on January 22, 2015. MMC showed a profit for December, 2014, and the Fourth Quarter, 2014. The 2014 revenues were $2 million over the 2013 revenues. MMC’s 2015 proposed budget projects a profit. Things are looking much better, and the employees are more positive and busier. Council Member Clough announced that the Neillsville Improvement Corporation is having a meeting on Wednesday, January 28, 2015 at 5:30 p.m. at the Clark County Courthouse Auditorium to go over potential projects gathered from the placemaking process. The ideas have been sorted and grouped. At this meeting, we want to recruit volunteers to adopt a project, finalize a project list, create a budget and find a way to do them.
