COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM MAY 12, 2015 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on three burials at the cemetery, equipment maintenance, mowing and weed eating at the cemetery and parks, cleaning up downed trees and branches after the storm, Schuster Park north pavilion has a new floor and posts were raised to prevent deterioration, hauling brush and compost, cleaning storm drains, working on street lighting, street sweeping, the bid opening on the sewer bar screen will be May 19, 2015, letters have been sent out for grass cutting and cleanup, the fountain is ready to be put in O’Neill Creek. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Neville reported on the May 7, 2015 meeting of the Heritage Days Committee regarding: 1) financial report, 2) update on the movie night movie license, 3) discussed kids’ activities with Dr. Amy Schneider, Neillsville Youth Hockey group, 4) discussed the golf outing, 5) discussed expenses, and 6) discussed setting up a “20 and under” tent for the Vic Ferrari concert. Council Member Neville reported on the May 11, 2015 meeting of the Grants Committee regarding: 1) reviewed new state policies on Project Feasibility, Judgements/Liens/Property Taxes and Emergency Situations, 2) reviewed, discussed and came to the consensus that Applicant #2015-01-NR meets the criteria for loan approval in an amount not to exceed $19,320 for roof, electrical, windows, gutters, door, soffit and fascia, basement stairs and closing costs, 3) reviewed proposed revisions of Administration Procedures for loan approval criteria, loan approval process and reporting. Council Member Counsell reported on the May 12, 2015 meeting of the Beautification Committee regarding: 1) discussed and approved purchasing geraniums for the Town Square flower bed, with planting on May 21, 2015, 2) discussed and authorized Parks Director Barth to select plants for the gazebo, 3) discussed weeding and “dead head” schedule, and 4) discussed and authorized sending fundraising letters for the hanging baskets and flower bed. Council Member Quicker reported on the May 12, 2015 meeting of the Commission on Public Works/Utilities regarding current activities. Mayor Mabie declared all reports filed as presented with the City Clerk. Mayor Mabie asked if there were any questions on the Grants Committee item (2). Motion Neville, second Glassbrenner, to approve a housing loan not to exceed $19,320 to Applicant #2015-01-NR for roof, electrical, windows, gutters, door, soffit and fascia, basement stairs and closing costs. All Aye. City Attorney Wachsmuth read the following ordinance. ORDINANCE NO. 1049 AN ORDINANCE AMENDING SEC. 8-3-10 SNOWMOBILE ROUTES AND TRAILS DESIGNATED. The Common Council of the City of Neillsville does hereby ordain as follows: Section 8-3-10(a) is amended to add the following route designation: (a) ROUTES DESIGNATED. The following roads in the City of Neillsville, Clark County, Wisconsin, shall be designated as a snowmobile and all-terrain vehicle route: (19) 8th Street from Grand Avenue to the Black River. City Clerk Roehl reported on receiving the following donations from the Marguerite Listeman Foundation: Chamber of Commerce - Autumn Harvest Fest - $ 800 Police Department – Equipment - $ 5,400 th Fireworks – 4 of July - $ 3,500 Heritage Days - $ 2,500 Schuster Park – lower shelter repairs - $17,400 City Clerk Roehl stated that the Autumn Fest is a pass-through. The others need to be accepted and appropriated. Motion Glassbrenner, second Clough, to accept and appropriate $5,400 to Account No. 52100 Police Department Administration, $6,000 to Account No. 55340 Celebrations, and $17,400 to Account No. 57620 Parks Outlay, and to thank the Listeman Foundation. All Aye. City Clerk Roehl reported on receiving a $50 donation from Tony Trunkel for the Police Department K-9 Program. Motion Neville, second Counsell, to accept and appropriate $50 to Account No. 52100 Police Department Administration, and to thank Tony Trunkel for the donation. All Aye. Chief of Police Klueckmann reported on April, 2015 complaints, citations, warnings, arrests and investigations. Klueckmann stated that he has applied for a “Click-It or Ticket” program grant. City Clerk Roehl reported that Clark County will be doing monthly testing of the outdoor (tornado) sirens, beginning Wednesday, June 3, 2015 between 5 P.M. and 6 P.M. until winter, and Board of Review will be Monday, May 18, 2015 at 8:00 A.M. Mayor Mabie read a thank you letter from the Chamber of Commerce for the room tax grants for operations, Travel Host Magazine ads, and Autumn Harvest Fest; letters to Deputy Clerk Clark and Cemetery Sexton Barth from Mary and Pam Palmer were read thanking them for assisting their family with burial arrangements for their Aunt Jessie Palmer; and Governor Walker’s Proclamation for Municipal Clerks Appreciation Week, May 3 to 9, 2015.
