COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JUNE 14, 2016 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: Council Member Counsell absent, all other members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on two burials at the cemetery, equipment, maintenance, Memorial Day activities went well, picking up trash, mowing and weed whacking, cleaning pavilions, trimming and pruning trees, trimming around bridges, mowing residential lots, watering flowers, preparing ballfields, hauling brush and compost, cleaning storm sewers, raising sewer manholes on Grand Avenue in preparation for paving, raised four sewer manholes on E. Sixth Street, saw cut bad areas for paving, training on the tar kettle, street sweeping, Well No. 2 rehabilitation is almost done, two booster pump bearings were replaced, cleaning up storm damage, cleaning branches off the floating fountain in O’Neill Creek, replaced a section of curb and gutter by W. Fourth Street and Grand Avenue, picked rocks and leveled areas at the old landfill, Cummings Filtration is sponsoring an Environmental Tire Round-Up on June 24 and 25, 2016 for passenger tires (limited to the first 1,500 tires – five tires/person, ten tires/household). On roll call: Council Member Counsell absent, all other members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Neville reported on the June 8, 2016 meeting of the Heritage Days Committee regarding: 1) discussed Miss Neillsville 2016 events and activities, 2) discussed and handed out posters, 3) discussed movie night and the Chamber of Commerce selling glow necklaces and food, 4) discussed the shirt order from JBC Printing, 5) discussed golf outing sponsors, 6) discussed ordering golf carts, port-a-potties and ice. Council Member Clough reported that the minutes from the June 13, 2016 meeting of the Connect Communities Committee are not ready and will be deferred to the next meeting. Council Member Quicker reported on the June 14, 2016 meeting on the Commission on Public Works/Utilities regarding current activities. Mayor Mabie declared all reports filed as presented with the City Clerk. The City Clerk presented the 2016 Recycling Grant funds received from the State of Wisconsin Department of Natural Resources in the amount of $8,852.90 (2015 - $9,356.31). Motion Quicker, second Glassbrenner, to accept and appropriate the $8,852.90 Recycling Grant funds to Account No. 53620 Refuse and Garbage Collection. All Aye. City Attorney Wachsmuth read the following ordinance. ORDINANCE NO. 1053 AN ORDINANCE AMENDING SEC. 7-8-1(b) PARK REGULATIONS, SPECIFIC REGULATIONS The Common Council of the City of Neillsville does hereby ordain as follows: Section 7-8-1(b) is hereby amended to add subsection (17) which shall read as follows: (17) Listeman Park Trout Pond Fishing. Only persons 14 years of age or younger shall be allowed to cast a line in or capture fish out of the trout pond at Listeman Park. Chief of Police Klueckmann reported that Police Officer Aaron Bembnister has submitted his resignation from the department effective June 30, 2016. Discussion followed on meetings and timeline for filling the vacancy. Chief of Police Klueckmann reported on May, 2016 complaints, citations, warnings and investigations. Council Member Clough presented the street tree inventory done last fall. The City has 596 street trees (this does not include trees in the parks). The City will have to work to diversify its tree population density (23% are Ash; 31% are one of 5 types of Maple, the rest vary). City Clerk Roehl presented the Midwest Living Magazine May/June edition showing the advertisement co-sponsored by Clark County Economic Development Corp. and the City.
