************ COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JULY 12, 2016 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Chair Quicker reported on two burials at the cemetery, equipment maintenance, picking up trash, mowing and weed whacking, preparation for and cleanup after Heritage Days, cleaning pavilions and restrooms, trimming and pruning trees, watering flowers, cleaned up the fairgrounds after the 4th of July fireworks, preparing ballfields, hauling brush and compost, cleaning the storm sewers, street line painting, picking up branches after the storm, street sweeping and receiving resignations from Sewer Department Wastewater Operator Lisa Enloe and Water/Wastewater Operator Daniel Bautch. Chair Quicker read Wastewater Operator Lisa Enloe’s letter of resignation effective July 19, 2016. Motion Counsell, second Glassbrenner to recommend to the Common Council to accept the resignation of Lisa Enloe from her Wastewater Operator position, and to thank her for her eight years (2008-2016) of service to the City of Neillsville. All Aye Chair Quicker read Water/Wastewater Operator Daniel Bautch’s letter of resignation effective July 14, 2016. Motion Neville, second Clough, to recommend to the Common Council to accept the resignation of Daniel Bautch from his Water/Wastewater position, and to thank him for his 11½ months of service to the City of Neillsville. All Aye. Chair Quicker requested that the vacant Wastewater Operator position be filled. Discussion followed. Motion Clough, second Counsell, to recommend to the Common Council that the vacant Wastewater Operator position be referred to the Personnel Committee to begin the hiring process. All Aye. Chair Quicker requested that the vacant Water/Wastewater Operator position be filled. Discussion followed. Motion Neville, second Glassbrenner, to recommend to the Common Council that the vacant Water/Wastewater Operator position be referred to the Personnel Committee to begin the hiring process. All Aye. City Clerk Roehl presented the Second Quarter 2016 Water and Sewer Utilities Financial Statements. City Clerk Roehl reported that the final payment on the Sewer Plant DNR Project #4169-01 to the Wisconsin Department of Administration Environmental Improvement Fund loan has been made and the cancelled Bond has been returned. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Neville reported on the June 30 and July 6, 2016 meetings of the Heritage Days Committee regarding: 1) discussed paying Miss Neillsville Court members $50 annually for dresses, events and activities, 2) approved paying Miss Neillsville Court members $50 annually for dresses, 3) discussed the stage, beverages, trailers and prizes, 4) discussed the golf outing, 5) discussed banners, signage, golf cart shuttling schedule and bartenders schedule; 6) financial report, 7) discussed tent setup, trailers and vendors, 8) discussed the golf outing, 9) discussed golf cart shuttling schedule, tickets, beverage prices and Business After 5 event. Council Member Quicker reported on the July 12, 2016 meeting of the Commission on Public Works/Utilities regarding: 1) current activities, 2) discussion on and recommendation to accept the resignation of Lisa Enloe from her Wastewater Operator position, 3) discussion on and recommendation to accept the resignation of Daniel Bautch from his Water/Wastewater Operator position, 4) discussion on and recommendation that the vacant Wastewater Operator position be referred to the Personnel Committee to begin the hiring process, 5) discussion on and recommendation that the Water/Wastewater Operator position be referred to the Personnel Committee to begin the hiring process, 6) reviewed the second Quarter 2016 Water and Sewer Utilities Financial Statements and 7) the final payment on the Sewer Plant has been made and the cancelled Bond returned. Mayor Mabie declared all reports filed as presented with the City Clerk. Mayor Mabie asked if there were any questions to the Commission on Public Works/Utilities items (2, 3, 4 and 5). Motion Quicker, second Neville, to accept the recommendation to accept the resignation of Lisa Enloe from her Wastewater Operator position, and to thank her for her eight years (2008-2016) of service to the City of Neillsville. Motion Counsell, second Clough, to accept the recommendation to accept the resignation of Daniel Bautch from his Water/Wastewater Operator position, and to thank him for his 11½ months of service to the City of Neillsville. All Aye. Motion Clough, second, Quicker, to accept the recommendation that the vacant Wastewater Operator position be referred to the Personnel Committee to begin the hiring process. All Aye. Motion Neville, second Counsell, to accept the recommendation that the Water/Wastewater Operator position be referred to the Personnel Committee to begin the hiring process. All Aye. City Attorney Wachsmuth stated at the June 28, 2016 Common Council meeting she let the Council get off track. The agenda only stated keeping chickens, however the motions included more. Wachsmuth explained the difference between a motion to reconsider versus a motion to rescind. Motion Clough, second Neville, to rescind the June 28, 2016 motion granting permission for 1209 Lloyd Street to have non-commercial chickens, goats, ducks, pigeons, bunnies and horses, subject to review if complaints are received or excess number of animals occur, because of the large acreage and location of the property. Council Member Counsell Abstained. All other members – Aye. Motion carried. Motion Clough, second Quicker, to rescind the June 28, 2016 motion granting permission for 603 East Street to have non-commercial chickens and horses, subject to review if complaints are received or excess numbers of animals occur, because of the large acreage and location of the property. Council Member Counsell – Abstained. All other members – Aye. Motion Carried. Motion Clough, second Neville, to grant permission for 1209 Lloyd Street to have non- commercial chickens, goats, ducks, pigeons, bunnies and horses, subject to review if complaints are received or excess number of animals occur. Council Member Counsell Abstained. All other members – Aye. Motion carried. Council Member Clough stated reasons for this motion are the large acreage and location of the property. Motion Clough, second Neville, to grant permission for 603 East Street to have non- commercial chickens, subject to review if complaints are received or excess numbers of animals occur, because of the large acreage and location of the property. Council Member Counsell – Abstained. All other members – Aye. Motion Carried. City Clerk Roehl stated that the TIF District #2-Construction loan has a balloon payment due on October 16, 2016. We are requesting permission to begin the refinancing process. The loan status was reviewed. Motion Glassbrenner, second Neville, to authorized Mayor Mabie to contact the local banks for loan interest proposals based on borrowing $245,000 for refinancing the TIF District #2- Construction loan. All Aye. City Clerk Roehl stated that the TIF District #3-Construction loan has a balloon payment due on October 16, 2016. We are requesting permission to begin the refinancing process. The loan status was reviewed. Motion Neville, second Clough, to authorize Mayor Mabie to contact the local banks for loan interest proposals based on borrowing $848,000 for refinancing the TIF District #3- Construction loan. All Aye. Clerk Roehl stated that the Beautification Committee has collected $1,440 in donations from area businesses and individuals for hanging flower baskets. Motion Counsell, second Neville, to accept and appropriate $1,440 in donations for hanging flower baskets to Account No. 55340 Celebrations, and to thank the businesses and individuals for helping beautifying our City. All Aye. City Clerk Roehl reported on receiving a $300 donation from the Neillsville Rotary Club for flowers in Sniteman Town Square flower garden. Motion Quicker, second Glassbrenner, to accept and appropriate $300 to Account No. 55340 Celebrations, and to thank the Neillsville Rotary Club for the help in beautifying our Town Square Park. All Aye. Mayor Mabie recommended the appointment of Natalie Erpenbach to fill the vacant position on the Historic Preservation Commission. Motion Clough, second Counsell, to accept the Mayor’s recommendation to appoint Natalie Erpenbach (2017) as a member of the Historic Preservation Commission. All Aye. Chief of Police Klueckmann reported on June, 2016 complaints, citations, warnings and investigations. City Clerk Roehl presented the Second Quarter 2016 City Financial Statements. Council Member Neville, Heritage Days Committee Chair, thanked the Committee members and all the volunteers who worked on this year’s event it was the best turn out ever. The bands were very well attended both nights. Neville thanked the business sponsors-we could not do this without them. Neville thanked Miss Neillsville Coordinator Michelle Mitte and the Miss Neillsville Courts, Parks Director Regan Barth and his crew and all who attended the events. Tavern Operator’s License Applications: Robin L. Bone, Heidi M. Magnuson, Elizabeth M. Matalas, Taylor J. Reil, Sandra L. Stewart and Ronald J. Vine. Motion Quicker, second Counsell, to grant all the listed licenses. All Aye. Motion Neville, second Clough, that the City Bills Nos. 725 to 755 in the amount of $209,091.94 be paid. All Aye.
