COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM APRIL 10, 2018 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on one burial at the Cemetery, equipment maintenance, snow removal from streets and sidewalks, trimming and pruning trees, maintaining street lighting, filling potholes, cleaning up brush and compost, Emerald Ash Borer Tree Grant project-bids are out for trees to plant and the bids are out for the last stump grindings, opening storm drains, the Sewer Department is in the process of doing system flow monitoring-evaluating high infiltration areas, the FEMA houses at 810 and 823 Grand Avenue will have the gas lines and asbestos removed this week and the gas line at 1710 Black River Road will be removed Wednesday, spring banners are being installed, spring cleanup week is April 30 through May 4, 2018. The Common Council met in regular session, Mayor Mabie presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Mayor Mabie reported on the March 27 and April 9, 2018 meeting of the Personnel Committee regarding: 1) a closed session on a Public Works employee-adjourned in closed session and 2) a closed session on a Public Works employee-adjourned in closed session. Council Member Counsell reported on the April 5, 2018 meeting of the Historic Preservation Commission regarding: 1) discussion on the First Impression Program, 2) discussion on request of funds for the Tour Book and 3) accepting the Tourism Commission funds and authorized reprinting 2,000 copies of the Historical & Architectural Tour Book for $3,080. Council Member Quicker reported on the April 10, 2018 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) reviewed the 1st Quarter 2018 Water and Sewer Financial Statements. Mayor Mabie declared all reports filed as presented with the City Clerk. Fire Chief Matt Meyer stated that the Firemen’s Club is in the process of buying a Utility Transport Vehicle (UTV) side-by-side with tracks and skid unit on back-cost about $35,000. The money was raised by the steak feed fundraisers and a donation form the Neillsville Ambulance Service. Meyer stated that the UTV box would be removed and a flatbed for a patient longboard would be installed. There would be a seat on each side of the flat board for the EMTs, under the seats and flat board a T-shaped water tank would be installed for wildfire use. Meyer stated that is could be used in the City-on the golf course, in the Arboretum, wooded areas along the Black River, O’Neill Creek and edges of the City (like the old foundry area). It will be used more for rescues that wildfires. It would be available for Mutual Aid needs. The proposal is for the City to own and insure the UTV with the Neillsville Rural Fire Association maintaining it. Motion Counsell, second Glassbrenner, to accept the Neillsville Firemen’s Club donation of a Utility Transport Vehicle (UTV) at a value of $35,000 with the agreement that the City of Neillsville will own and insure it and the Neillsville Rural Fire Association will maintain it. Meyer reported on the last quarter Fire Department activities: hosting the Clark County Emergency Services meeting, DNR Wildfire training, fire inspector meeting, fire extinguishers demo for the Clark County Jail, attending the Rural Fire Association and Municipal Ambulance Board meetings, holding a practice at the Nauertz property on Grand Avenue (smoke and rescue), responded to six calls this quarter-2 vehicle accidents, 3 mutual aid and 1 cancelled in route to Cummins paint booth fire, Wade “Chuck” Urban has retired from the department, we will be advertising for firefighters and the department would like to look into starting an Auxiliary Unit. Discussion followed. The consensus of the Council was for the Fire Chief to contact the City Attorney, check with other fire departments and check into the insurance liability issues. Council Member Glassbrenner reported that after the March 21, 2018 Neillsville Tourism Commission meeting a grant application was received on April 4, 2018 with a postmark of February 17, 2018. The applicant was contacted and told to reapply in the Fall. Council Member Counsell stated that Beautification Committee members were interviewed by Dylan’s Den Facebook Page. We answered questions on how the committee functions, how flowers are picked, etc. City Clerk Roehl presented the First Quarter 2018 City Financial Statements and a notice of the Clark County Economic Development Corporation annual meeting on April 30, 2018. Hotel/Motel Room Tax Permit Application: Black Water Lodges, Beth Darst, Agent, 1216 and 1218 W. Fourth Street Motion Counsell, second Quicker, to grant. All Aye. Tavern Operator’s License Application: Rachel C. Olson Motion Neville, second Quicker, to grant. All Aye. Motion Neville, second Quicker, that City Bills Nos. 326 to 374 in the amount of $208,645.42 and CDBG Housing Escrow Account Bill No. 7 in the amount $1,350.00 be paid. All Aye. City Clerk Roehl reported that the annual Common Council Reorganizational meeting will be Tuesday, April 17, 2018 at 4:00 P.M., the Assessor will be at City Hall for Open Book on Monday, April 30, 2018 from 3:30 P.M. to 6:30 P.M., and the Board of Review will be Monday, May 21, 2018 from 8:00 A.M. to 10:00 A.M.
