COMMON COUNCIL COUNCIL ROOM APRIL 17, 2018 4:00 P.M. The Common Council meeting in annual session was called to order by Mayor Mabie. On roll call: all members present. The City Clerk swore in Steven J. Mabie, Jerry L. Quicker and Jose L. Neville for their terms in their respective offices. The Council welcomed Steven J. Mabie (Mayor), Jerry L. Quicker (Third Ward Council Member) and Jose L. Neville (Fourth Ward Council Member) as newly re-elected members. The Mayor announced the purpose of the meeting is to reorganize the Council and make appointments of the various officials, boards, committees and commissions. Mayor Mabie presented his nominees for Council consideration. President of the Council: Motion Clough, second Quicker, that Council Member Glassbrenner (2019) be re-appointed as President of the Council. All Aye. Health Officer: Motion Glassbrenner, second Clough, that Doris Bakker (2020) be re-appointed as Health Officer. All Aye. Weed Commissioner: Motion Quicker, second Neville, that the Director of Public Works (2019) be re-appointed as Weed Commissioner. All Aye. Building Inspector: Motion Counsell, second Glassbrenner, that the Director of Public Works (2019) be re-appointed as Building Inspector. All Aye. Zoning Administrator: Motion Cough, second Quicker, that the Director of Public Works (2019) be re-appointed as Zoning Administrator. All Aye. Emergency Government Director: Motion Counsell, second Neville, that the Chief of Police (2019) be re-appointed as Emergency Government Director. All Aye. City Forester: Motion Neville, second Quicker, that the Cemetery Sexton/Parks Director (2019) be re-appointed as City Forester. All Aye. Official Newspaper: Motion Quicker, second Clough, that the Clark County Press (2019) be re-appointed as the City’s official newspaper. All Aye. City Hall Custodian: Motion Clough, second Glassbrenner, that the City Clerk-Treasurer (2019) be re-appointed as City Hall Custodian. All Aye. Representative to the Municipal Ambulance Board: Motion Glassbrenner, second Counsell, that Council Member Counsell (2019) be re-appointed as the City’s Representative to the Municipal Ambulance Board. All Aye. Representative to the Community Fire Hall Board: Motion Neville, second Glassbrenner, that Council Member Glassbrenner (2019) be re-appointed as the City’s Representative to the Community Fire Hall Board. All Aye. Historic Preservation Commission: Motion Neville, second Quicker, that Council Member Counsell, Stacie Campbell, Daniel Clough, Natalie Erpenbach, Barbara Miller, Jeff Kluckhohn and Julie Simek-Bennett be appointed as members of the Historic Preservation Commission (2019), with Council Member Counsell as chair. Illegal Tax Committee: Motion Quicker, second Clough, that Council Members Glassbrenner, Neville and Quicker be re-appointed as members of the Illegal Tax Committee (2019), with Council Member Glassbrenner as chair. All Aye. Solid Waste and Recycling Committee: Motion Clough, second Glassbrenner, that Council Members Clough, Glassbrenner and Neville, and the Director of Public Works be re-appointed as members of the Solid Waste and Recycling Committee (2019), with Council Member Glassbrenner as chair. All Aye. Committee on Finance: Motion Glassbrenner, second Counsell, that the Mayor and entire Council shall constitute the Committee on Finance (2019), with Mayor Mabie as chair. All Aye. Board of Review: Motion Counsell, second Neville, that the Mayor and entire Council, with the City Clerk-Treasurer as Secretary, shall constitute the Board of Review (2019), with Mayor Mabie as chair. All Aye. Library Board: Motion Neville, second Quicker, that Council Member Quicker (2019), John Gaier - School District Superintendent (2021), Joy Abel (2021) and Graeme Williams (2021) be re-appointed as members of the Library Board. All Aye. Other members are: Renata Kaczor-Smith (2019), Nancy Kopp (2020) and Jill Neville (2020). The Library Board elects its own chair. Board of Health: Motion Quicker, second Clough, that the Mayor and the entire Council shall constitute the Board of Health (2019), with Mayor Mabie as chair. All Aye. Commission on Public Works/Utilities: Motion Clough, second Glassbrenner, that the Mayor and entire Council shall constitute the Commission on Public Works/Utilities (2019). All Aye. The Commission on Public Works/Utilities elects its own chair. Zoning Board of Appeals: Motion Glassbrenner, second Counsell, that Council Member Glassbrenner (2019) be re-appointed as member of the Zoning Board of Appeals, with Council Member Glassbrenner as chair. All Aye. Other members are: Julie Counsell (2019), Joan Hubing (2019), Darrell Courtney (2020) and Lynn Schoengarth (2020). Planning Commission: Motion Counsell, second Neville, that Mayor Mabie (2019), Council Member Neville (2019), Parks and Recreation Board Chair (2019), Allan Hoesly (2021) and Joseph Weiers (2021) be re-appointed as members of the Planning Commission, with Mayor Mabie as chair. All Aye. Other members are: Greg Glisczinski (2019) and Vacant (2020). Parks and Recreation Board: Motion Neville, second Quicker, that Council Member Glassbrenner (2019), Wendell Attoe (2021) and Aaron Wanish (2021) be appointed as members of the Parks and Recreation Board, with Council Member Glassbrenner as chair. All Aye. Other members are: Robin Harder (2019), Sue Voigt – Representative of the School District (2019), Jacob Ormond (2020) and Michelle Pickett (2020). Police and Fire Commission: Motion Quicker, second Clough, that Mayor Mabie (2019), Robert Johnson (2023) and Tammy Zarak (2020) be appointed as members of the Police and Fire Commission, with Mayor Mabie as chair. All Aye. Other members are: Allan Hoesly (2021) and Lowell Gesche (2022). Airport Commission: Motion Clough, second Glassbrenner, that Council Member Neville (2019) and Director of Public Works (2019) and Brian Barth (2023) be appointed as members of the Airport Commission, with Council Member Neville as chair. All Aye. Other members are: DeWayne Seelow (2021) and Ricky Opelt (2022). Board of Cemetery Commissioners: Motion Glassbrenner, second Neville, that Council Members Counsell and Quicker, City Clerk-Treasurer, Douglas Bjerke, and Jana Marden be appointed as members of the Board of Cemetery Commissioners (2019), with Jana Marden as chair. Council Member Counsell-Nay. All other members-Aye. Motion carried. Commission on Economic Development: Motion Quicker, second Glassbrenner, that Mayor Mabie (2019), Dan Clough (2021) and Tim Meyer (2021) be appointed as members of the Commission on Economic Development. Council Member Counsell objected to not being re-appointed to the Commission, stating she would like to be on it, she has been meeting with the Clark County Economic Development Corporation and has ideas for the Historic Preservation Commission and others to work together. Why not let her take Tim Meyer’s spot. Mayor Mabie stated that she was in opposition to one of the biggest economic development projects of the City. Council Member Counsell replied you mean the hospital. She was representing the people. Not all the people are happy with the project. Mayor Mabie stated to put it bluntly-you are against the hospital, Highground and Chamber and he stands by his appointments. Council Member Counsell stated she is a member of the Chamber and has stones at the Highground. Mayor Mabie called the vote. Council Member Counsell-Nay. All other members-Aye. Motion carried. Other members are: Gary Ruzic (2019), Tim M. Voigt (2019), John Gaier (2020) and Jana Marden (2020). Grants Committee: Motion Neville, second Quicker, that Council Member Neville (2019), Director of Public Works (2019), William Neville III (2021) and Brent Shoup (2021) be re-appointed as members of the Grants Committee, with William Neville III as chair. All Aye. Other members are: Dale Berger (2019), Jody Connor (2019), Tim Brekke (2020) and Daryn Horn (2020). Personnel Committee: Motion Quicker, second Clough, that Mayor Mabie and Council Members Glassbrenner, Neville and Quicker be re-appointed as members of the Personnel Committee, with Mayor Mabie as chair. Property Committee: Motion Clough, second Glassbrenner, that Council Members Clough, Neville and Quicker, Joan Hubing and Julie Simek-Bennett be re-appointed as members of the Property Committee (2019), with Council Member Quicker as chair. All Aye. Heritage Days Committee: Motion Glassbrenner, second Counsell, that Council Member Neville, Aaron Bembnister, Michelle Friemoth, Michelle Grap, Daniel Herbrand, Barbara Miller, Amanda Mortenson, Heather Murphy and Justin Poeschel be appointed as members of the Heritage Days Committee (2019), with Council Member Neville and Daniel Herbrand as co-chairs. Beautification Committee: Motion Counsell, second Neville, that Council Member Counsell, Doris Bakker, Fran Barlow, Stacie Campbell, Lila Oelhafen, Barbara Miller, Beverly Raine and Kathy Turner be re-appointed as members of the Beautification Committee (2019), with Council Member Counsell as chair. Transit Committee: Motion Neville, second Quicker, that Council Member Glassbrenner, Joan Hubing, Jana Marden and DeWayne Seelow be re-appointed as members of the Transit Committee (2019), with Council Member Glassbrenner as chair. Tourism Committee: Motion Quicker, second Clough, that Council Member Glassbrenner, Julie Counsell, Amber Vine, Gregory Foster, Merrill Brunette and Mary Mashin be re-appointed as members of the Tourism Committee (2019), with Council Member Glassbrenner as chair. The City Clerk reported on the League of Wisconsin Municipalities workshops, Board of Review training, the Assessor will be at City Hall for Open Book on Monday, April 30, 2018 from 3:30 P.M. to 6:30 P.M. and the Board of Review will be here Monday, May 21, 2018 from 8:00 A.M. to 10:00 A.M. Roehl, Clerk  ************ BOARD OF HEALTH COUNCIL ROOM APRIL 17, 2018 4:30 P.M. The Board of Health met in annual session, Mayor Mabie presiding. On roll call: all members present. Also present: City Health Officer Doris Bakker. The minutes of the previous meeting were declared approved. Health Officer Bakker presented the City’s annual health report and activities for 2017-2018 regarding: liquor, beer and wine inspections; providing informational consultations with citizens of mostly out-of-town landlords; continuing health complaints on cockroaches requiring assistance of the Police Department-after a citation was issued, it is now under control and the other situation was resolved by the landlord, with the exterminator coming in on a monthly basis; complaints on cats and cat odors-the cats have been removed and house is to be destroyed under the FEMA flood program and the other situation was resolved by the landowner; another odor concern at the Merchants Hotel is being worked on. Discussion followed on rental properties; absentee landlords, accumulation of items in various properties; working with persons who have no other place to go for various reasons-Social Services can only help if the people allow it; and concerns about fire and health safety hazards at the old Merchants Hotel. Discussion followed on the annual inspection tour. The City ordinance does not require a tour. Discussion followed on a joint Board of Health tour versus individual tours by Council Members. Motion Glassbrenner, second Counsell, that each Council Member do an individual tour of their ward with the Director of Public Works in May and that a report of properties be made for the entire Council.
