COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM APRIL 24, 2018 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Chair Quicker asked for nominations for Chair of the Commission on Public Works/Utilities for the upcoming year. Mayor Mabie nominated Council Member Quicker. Chair Quicker called three times for other nominations. Motion Glassbrenner, second Clough to close nominations and cast a unanimous ballot for Council Member Quicker as Commission Chair. All Aye. Director of Public Works reported on one burial at the Cemetery, equipment maintenance, snow removal from streets and sidewalks – Opelt Trucking assisted with hauling snow, trimming and pruning trees, maintaining street lighting, filling potholes, cleaning up brush and compost, opening storm drains, the Sewer Department is in the process of doing system flow monitoring – evaluating high infiltration areas, the FEMA houses at 810 and 823 Grand Avenue have had the gas lines disconnected and asbestos removed – contractors are scheduling the demolitions, the 1710 Black River Road gas line has been disconnected – the contractor is scheduling demolition, the Water Department’s annual Consumer Confidence Report (water quality) is done and ready for mailing, Well No. 4 is off line as the contractor is in process of rehabilitating it, the Emerald Ash Borer Tree Grant project – bids have been received for trees to plant and bids are out for the last stump grindings, street sweeping in downtown area, summer help applications are out and Spring cleanup week is April 30 through May 4, 2018. City Clerk Roehl opened and read the following asphalt bids: Elevated Solution, Marshall, WI $165.00 per ton American Asphalt of Wisconsin, Mosinee, WI $ 75.80 per ton full width road paving $ 70.75 per ton full width road paving when the plant is in Neillsville $125.60 per ton for patch paving $120.50 per ton for patch paving when the plant is in Neillsville Director of Public Works Flynn stated that the bid is based on an estimated use of 1,000 tons for City use only. The asphalt plant will be in the Neillsville area in June and August. Motion Counsell, second Neville, to recommend to the Common Council the acceptance of the low asphalt bids from American Asphalt of Wisconsin, Mosinee, in the Amount of $75.80 per ton full width road paving, $70.75 per ton full width road paving when the plant is in Neillsville, $125.60 per ton for patch paving and $120.50 per ton for patch paving when the plant is in Neillsville. All Aye Director of Public Works Flynn and Council Member Clough reviewed the Emerald Ash Borer Tree Grant project tree replacement tree bids: Arbor Vantage LLC, Arpin – 100 B&B trees planted $27,560 Woodstock Nursery, Neillsville – 100 B&B trees planted $36,517 Woodstock Nursery, Neillsville – 100 bare root trees planted $21,590 SRB Trees Inc. Sun Prairie – 100 bare root trees planted $25,385 Johnson Nursery, Menomonie – 100 bare root trees planted $38,794 Schalows Nursery, Marshfield – 100 trees planted $39,705 Kankakee Nursery, Aroma Park, IL – 39 trees only $ 6,718 Council Member Clough stated that the major difference between B&B (ball and burlap) versus bare root trees it that B&B’s have a higher survival rate and longer planting season than bare root. Also, B&B’s are bigger trees to start with. Director of Public Works Flynn stated 14 notices of bids were sent out, these were returned. There is some diversity with the bids as some nurseries did not have all ten tree species. The grant is for $25,000. The cost balance is the City’s expense or we may cut back to 90 trees. Motion Mabie, second Neville, to recommend to the Common Council to accept the bid from Arbor Vantage, LLC, Arpin, in the amount of $27,560 for replacement trees as the most advantageous to the City for the Emerald Ash Borer Tree Grant project. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Quicker reported on the April 10, 2018 meeting of the Library Board regarding: 1) librarians’ reports, 2) discussed and approved the Library staying open late on September 24, 2018 for an astronomy program, 3) discussed and approved the WVLS annual report, 4) payment of bills, 5) update on donation and carryover funds and 6) discussed community activities – story hours, cupcake decorating, adult coloring, author William Kent Krueger visit, Humane Society visit and a book planter event. Council Member Neville reported on the April 12, 2018 meeting of the Heritage Days Committee regarding: 1) financial report, 2) discussed new events, beer vendors, bands and sponsorships, 3) Miss Neillsville updates, 4) discussed Tim’s Toyz, volunteers and help needed, movie night, pottery and the Chamber Business After 5 event. Mayor Mabie reported on the April 17, 2018 meeting of the Board of Health regarding: 1) Health Officer Bakker’s City annual health report and activities for 2017-2018 and 2) discussed and approved each Council Member to do an individual tour of their wards with the Director of Public Works. All Aye. Chief of Police Klueckmann reported on March, 2018 complaints, citations, warnings, and investigations. City Clerk Roehl reported on the League of Wisconsin Municipalities workshops, Clark County Economic Development Corporation annual meeting, the Assessor will be at City Hall for Open Book on Monday, April 30, 2018 from 3:30 P.M. to 6:30 P.M. and the Board of Review will be here Monday, May 21, 2018 from 8:00 A.M. to 10:00 A.M.
