COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM MAY 8, 2018 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Mayor Mabie presiding. On roll call: Chair Quicker absent, all other members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on one burial at the Cemetery, equipment maintenance, opening park restrooms, trimming and pruning trees, maintaining street lighting, filling potholes, cleaning up brush and compost, spring cleanup was held last week, the Emerald Ash Borer Tree Grant project-stump grinding is complete and marking tree locations in progress, street sweeping is ongoing, the Sewer Department is in the process of doing system flow monitoring-evaluating high infiltration areas, the FEMA houses at 810 and 823 Grand Avenue are awaiting contractors’ demolition scheduling, 1710 Black River Road is awaiting contractor demolition scheduling, the Water Department’s annual Consumer Confidence Report (water quality) has been mailed, Well No. 4 rehabilitation is complete, water services at the old Cenex building and Laundromat on E. Division Street has been disconnected, the water main break at E. Fifteenth Street by the Listeman Park has been repaired. Motion Clough, second Glassbrenner, to adjourn. The Common Council met in regular session, Mayor Mabie presiding. On roll call: Council Member Quicker absent, all other members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Neville reported on the April 26, 2018 meeting of the Heritage Days Committee regarding: 1) discussed beer vending, 2) discussion on and hiring of the “Dry Ice” band for Sunday afternoon and 3) Miss Neillsville updates. Mayor Mabie reported on the May 8, 2018 meeting of the Commission of Public Works/Utilities regarding current activities. Mayor Mabie declared all reports filed as presented with the City Clerk. City Clerk Roehl presented a request from Randy Fitzmaurice, Motorhead Mafia Car Club President, for closing W. Seventh Street, W. Sixth Street, West Street, and the lower City parking lot on Saturday, July 14, 2018, from 7:00 A.M. to 4:00 P.M. for a car and bike show. Last year donations were made to the Neillsville Ambulance Service ($2,000), Car Seats for Kids Program ($1,000) and Clark County Area Food Pantry ($250). Motion Counsell, second Clough, to grant the request to close West Street from W. Eighth Street to the Unity Bank parking lot, W. Seventh Street from Hewett Street to Grand Avenue, the intersection of West Street and W. Sixth Street and the lower City parking lot on Saturday, July 14, 2018 from 7:00 A.M. to 4:00 P.M. for a car and bike show. All Aye. Police Klueckmann presented the Police and Fire Commission’s Officer candidate, Alexander Marth, to fill the vacant Police Officer position beginning May 10, 2018. Motion Clough, second Neville, to accept the Police and Commission’s recommendation to hire Alexander Marth as a Police Officer beginning May 10, 2018. All Aye. Mayor Mabie recommended the appointment of Jana Schmitz as a member of the Heritage Days Committee. Motion Neville, second Counsell, to accept the Mayor’s recommendation to appoint Jana Schmitz as a member of the Heritage Days Committee (2019). All Aye. Chief of Police Klueckmann reported on April, 2018 complaints, citations, warnings and investigations. The Department is working on unlicensed vehicles and dogs. Council Member Glassbrenner reported on attending a Clark County Taxi meeting. The City’s ridership is up in the first quarter of 2018, but the state/federal reimbursement rate is down to 55.74% in 2018 (57.44% in 2017). There will be a public meeting at the Clark County Courthouse on Monday, June 4, 2018 on the Five Year (2019-2023) Locally Developed Coordinated Public Transit-Human Services Transportation Plan.
