COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JULY 10, 2018 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: Council Member Clough absent, all other members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on one burial at the Cemetery, equipment maintenance, mowing and weed trimming cemetery and parks, watering flowers, preparing ballfields, working on the new Schuster Park bandstand project - poured the concrete sidewalk and ramp, set up and take down of Heritage Days, trimming and pruning trees, maintaining street lighting, filling potholes, cleaning up brush and compost sites, the Emerald Ash Borer Tree Grant project is complete – received notice that the reimbursement request has been received and approved for payment, street sweeping is ongoing, E. Sixth Street (Center Street to Willow Street) and Prospect Street (W. Fifteenth Street to W. Eighteenth Street) projects are complete – one property owner on E. Sixth Street has not signed the curb and gutter benefits waiver and a public hearing may be necessary, street line painting is in progress, the Water Department is flushing hydrants this week and Luke Friemoth received his 2017 Public Works Supervisory Academy certificate from the University of Wisconsin-Madison for completion of 9 supervision/leadership courses. Director of Public Works Flynn reported on receiving verbal approval that the DNR has reversed the “Notice of Non-compliance for Failure to Have a Certified Operator” at the Sewer plant. After discussion with a Wisconsin Rural Water Association representative and Lacey Hillman of the DNR – Jeremy Boon will be able to continue as the lead operator until he has enough hours for his advanced license in January, 2019. The Common Council met in regular session, Mayor Mabie presiding. On roll call: Council Member Clough absent, all other members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Neville reported on the June 27, 2018 meeting of the Heritage Days Committee regarding: 1) financial report, 2) the Miss Neillsville Program received a $2,500 sponsorship from Cummins Filtration, 3) discussion on golf outing and sponsors, 4) discussion on volunteer help and schedules, 5) Blindman’s Volleyball update and 6) chainsaw carver update. Council Member Quicker reported on the July 10, 2018 meeting of the Commission on Public Works/Utilities regarding: 1) current activities, 2) receiving verbal approval that the DNR has reversed the “Notice of Non-compliance for Failure to Have a Certified Operator” at the Sewer plant and 3) reviewed the Second Quarter 2018 Water and Sewer. Mayor Mabie declared all reports filed as presented with the City Clerk. Clark County Sheriff Greg Herrick introduced himself and shared what his job duties as Sheriff entail, operating a six million dollar budget, starting a reserve force to cut back on overtime and getting his staff needed time off for rest and family and handling staff issues. Fire Chief Matt Meyer reported on the second quarter Fire Department activities: attending a Clark County Emergency Service meeting in Curtiss, doing a control burn on the Rick Sturtz property, changing the “Smokey the Bear” sign, doing fire extinguishers demonstration/talks at Neillsville Retirement Community, Neillsville Dental Clinic and two Memorial Medical Center babysitting classes, attending the quarterly Rural fire Association meeting, annual fire hose testing, participating in St. John’s School Touch-A-Truck event, the new Utility Transport Vehicle (UTV) has arrived work on removal of the box and installation of a flatbed for a patient longboard is in progress, attending several special Rural Fire Association meeting on the purchase of a new Tender/Tanker, responded to 11 calls this quarter (9 Rural and 2 City) – 3 mutual aid calls to the DNR, 2 mutual aid calls to Granton, 1 mutual aid call to Greenwood, a two-vehicle accident, silo fire, Sturtz burn, chemical spill at Memorial Medical Center and a broken gas line evacuation, interviewing for new fire fighters will be held July 19, 2018 (we have five applicants and three open positions). Chief of Police Klueckmann reported on June 2018 complaints, citations, warnings and investigations. Heritage Days was quiet, working investigation on a stolen vehicle and dirt bikes, working on two property clean-ups - citations are on a four tier system - 1st citation - $175.00, 2nd - $238.50, 3rd - $389.50, 4th and after $515.00 each Council Member Neville reported that the 24th Heritage Days was a success. There are a lot of people to thank, but especially those who attended throughout the weekend, Park Director Barth and his crew for set up and take down, the Police Department, the 107.5 Security Crew, the Chamber of Commerce, our volunteers, our sponsors, the Neillsville School District, the Clark County Jail Museum, Gross Motors for allowing parking at the old Cenex station, Michelle Friemoth and Miss Neillsville Court and our Committee members who work year round. The Council Members recognized Council Member Neville for all his work on the Heritage Days events. City Clerk Roehl presented the Second Quarter 2018 City Financial Statements.
