COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JULY 24, 2018 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on two burials at the Cemetery, equipment maintenance, mowing and weed trimming cemetery and parks, watering flowers, preparing ballfields, repaired the Schuster Park tennis courts, trimming and pruning trees, maintaining street lighting, filling potholes, cleaning up brush and compost sites, street sweeping is ongoing, fixing storm sewer inlets and adjacent sinkholes, painting street lines, the Water Department has completed hydrant flushing, the new electric panel that controls the Water filter plant has arrived and will be installed this week, the Sewer Department will be starting flushing and jetting sewer mains, the Street Department is replacing 200 feet of curb and gutter on W. Ayers Street and some milling and paving will be done on W. Division Street (Hewett Street to Grand Avenue), the Clark County Fair Board has requested that the speed limit on Fairground Avenue from E. Division Street to Rock Road be lowered during the Fair-15 mile per hour signs have been ordered, the plans for the Schuster Park South restroom is to tear down the current one and build a new one in its place similar to the north restroom. Roehl, Clerk ************ COMMON COUNCIL COUNCIL ROOM JULY 24, 2018 7:00 P.M. The Common Council met in regular session, Mayor Mabie presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Quicker reported on the July 17, 2018 meeting of the Library Board regarding: 1) librarians’ reports, 2) discussion on Wisconsin Trustee Week, 3) payment of bills, 4) update on donation and carryover funds and 5) discussed community activities - pom-pom rug making, after hours apps, adult coloring and self-defense class. Council Member Neville reported on the July 18, 2018 meeting of the Heritage Days Committee regarding: 1) financial report, 2) discussion on the 2018 event wrap-up, 3) discussion on Miss Neillsville event and 4) discussion on 2019 event bands and activities. Mayor Mabie reported on the July 19, 2018 meeting of the Police & Fire Commission regarding: 1) a closed session to interview firefighter applicants and 2) reconvening into open session to hire Nate McDonald, Zackery Stift, Cody Northup and Joshua Krause as firefighters, subject to a one year probation period. Council Member Quicker reported on the July 24, 2018 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) payment of bills. Mayor Mabie declared all reports filed as presented with the City Clerk. Scott Haines introduced himself and gave his background in law enforcement. Haines is running for Clark County Sheriff in the August 14, 2018 election. Haines stated that he will work for the citizens of Clark County. He will be there when things are going, he believes in teamwork, comradery and chain of command. Council Member Counsell asked about the status of the Memorial Medical Center loan from the City of Neillsville considering the sale. City Attorney Wachsmuth stated in 2014 Memorial Medical Center received a $1.5 million dollars loan from the City of Neillsville which was recorded as a real estate mortgage against the property. In 2016 the City of Neillsville subordinated this loan to Unity Bank for a $1 million dollar construction loan. In order for a clear title to be received-they have to satisfy these loans or the loans have to be refinanced into a new loan. This is not a bankruptcy or foreclosure, if title changes occur the loans will have to be taken care of. She has no knowledge of the Marshfield Clinic transaction timing. City Clerk Roehl presented the Department of Natural Resources Urban Forestry Grant 17UF1301 Grant Funds in the amount of $25,000 for the Emerald Ash Borer Tree Grant project. Motion Counsell, second Clough, to accept and appropriate the $25,000 DNR Urban Forestry Grant funds to Account No. 53370 Tree and Brush Control. All Aye. Mayor Mabie presented a request from the Neillsville Area Chamber of Commerce for use of CC Sniteman Town Square Park for Autumn Harvest, to hang a banner on the Gazebo announcing the event and to close Hewett Street from Division Street to W. Eighth Street and Armory Avenue from Court Street to Hewett Street on Sunday, October 14, 2018. Discussion followed. The event runs from 7:00 A.M. to 5:00 P.M. approximately. Motion Counsell, second Quicker, to grant the Neillsville Area Chamber of Commerce request for the use of CC Sniteman Town Square Park for Autumn Harvest on Sunday, October 14, 2018 and to hang a banner on the Gazebo announcing the event. All Aye. Motion Neville, second Clough, to grant the Neillsville Chamber of Commerce request to close Hewett Street from Division Street to W. Eighth Street and Armory Avenue from Court Street to Hewett Street on Sunday, October 14, 2018. All Aye. City Attorney Wachsmuth reported that BMO Harris Bank has approved a short sale of the Betty Hansen property at 822 Grand Avenue. She will be meeting with Hansen to do the closing paperwork. This is part of the FEMA Floodplain project. Council Member Counsell stated that September 22, 2018 is the 30th Anniversary of the Highground. As a tribute a “Yellow Ribbon” campaign is in the works to salute the Vietnam Veterans “Welcome Home” event. We are looking for groups to help make 600 to 800 yellow bows-contact Diane Kren at the Chamber of Commerce office. Mayor Mabie stated that at the United Communities of Clark County meeting on July 23, 2018 Sheila Nyberg reported that most of the communities in Clark County are participating in the “Yellow Ribbon” campaign. Council Member Glassbrenner reported that the Room Tax Tourism Grant application request advertisement is in the Clark County Press and Shopper-file applications with the Chamber of Commerce office by August 31, 2018. Council Member Neville read a thank you from Kirk and Nancy Rodman for selecting them as Grand Marshalls of the 2018 Heritage Days Parade. Mayor Mabie present the City of Neillsville Banner that was made for the Wisconsin Farm Technology Days event held in Marshfield on July 10-12, 2018. The banner was made by Chris Keller and donated by Linda Garrett-Holets. A thank you to JoAnn Voss, Barb Petkovsek and Julie Counsell for representing the City of Neillsville in the Clark County Economic Development Corporation tent-42,000 plus people attended the event. City Clerk Roehl reported that Mayor Mabie and Council Member Glassbrenner will be meeting with Theresa Hasz, Security Health on Tuesday, July 31, 2018. The health insurance renewal for 2018-2019 shows a 7.5% rate increase. City Clerk Roehl reported on a call from Clark County Clerk Christina Jensen asking if the City would be interested in the Kay Christie property at 514-518 Hewett Street. The County will be taking action on the property on August 16, 2018. City Clerk Roehl reminded everyone that the next Common Council meeting will be Tuesday, August 7, 2018 which is a week earlier because of the Partisan Primary Election.
