COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM SEPTEMBER 25, 2018 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on one burial at the Cemetery, equipment maintenance, mowing and weed trimming cemetery and parks, cleaning up storm damage, demolition of Schuster Park South restroom is in progress, trimming and pruning trees, maintain street lighting, filling potholes, hauling compost and brush to the old landfill site, mowed landfill and filled in low areas, mowed road shoulders and ditches, the FEMA house at 822 Grand Avenue demolition is complete and the yard cleaned up - awaiting final bills, fixing storm sewer inlets and adjacent sinkholes, replaced a culvert on Schlinkert Road, the Water Department has finished the quarterly readings, the Sewer Department has been painting lift stations, will be doing crack sealing, setting up an electronic clean sweep for Friday, October 12, 2018, 7:30 A.M. to 3:00 P.M., at the City garage - the charges for items remain the same, however Opportunity Development Center, Inc. (ODC) has instituted a delivery and pick up charge, the insurance adjuster does not feel the Kubota frame is significant and will only pay $3,641.63 for repairs less our $1,000 deductible. Motion Glassbrenner, second Neville, that Water Bills Nos. 238 to 263 in the amount of $96,097.56 and Sewer Bills Nos. 151 to 166 in the amount of $63,839.31 be paid. All Aye. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Mayor Glassbrenner reported on the September 11, 2018 meeting of the Finance Committee regarding: 1) discussion on the budget process and directions to department heads and committees, 2) presentation of the Personal Committee recommendation for non-union employee wages for 2019 and 3) set the budget meeting schedule. Council Member Neville reported on the September 12, 2018 meeting of the Airport Commission regarding: 1) current activities and 2) work on and referral of the proposed 2019 Airport operating and capital budget to the Finance Committee. Council Member Neville reported on the September 12, 2018 meeting of Heritage Days Committee regarding: 1) financial report, 2) work on and referral of the proposed 2019 Heritage Days budget to the Finance Committee, 3) update on Miss Neillsville and trying to get 25 years of Miss Neillsville Queens to attend the 2019 event and 4) discussion on new events, bands and signs. Council Member Quicker reported on the September 13, 2018 meeting of the Board of Cemetery Commissioners regarding: 1) current activities and 2) work on and referral of the proposed 2019 Cemetery operating and capital budgets to the Finance Committee. Council Member Quicker reported on the September 18, 2018 meeting of the Library Board regarding: 1) librarians’ reports, 2) election of Officers - Jerry Quicker-President, Nancy Kopp-Vice President, Joy Abel-Secretary, 3) discussion on snow removal, 4) discussion and approval to allow the Sunday, November 11, 2018 (the Veteran’s Day Holiday) to be swapped for Friday, November 23, 2018 (the day after Thanksgiving) and close the Library that day, 5) discussion on a local author visit - no action taken, 6) discussion and approval to disable the Library’s Wi-Fi after normal business hours, 7) payment of bills, 8) update on donation and carryover funds and 9) discussed community activities. Mayor Glassbrenner reported on the September 19, 2018 meeting of the Commission on Economic Development regarding work on and referral of the 2019 Economic Development budget to the Finance Committee. Mayor Glassbrenner reported on the September 20, 2018 meeting of the Police and Fire Commission regarding a closed session, reconvening into open session with the recommendation to authorize Chief of Police Klueckmann to begin the hiring process to replace one full-time police officer. Mayor Glassbrenner reported on the September 20, 2018 meeting of the Neillsville Community Fire Hall Board regarding: 1) payment of bills, 2) current activities and 3) work on the 2019 operating and capital budgets. Council Member Quicker reported on the September 25, 2018 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) payment of bills. Mayor Glassbrenner declared all reports filed as presented with the City Clerk. Mayor Glassbrenner asked if there were any questions on the Police and Fire Commission item. Motion Clough, second Weiers, to accept the recommendation to authorize Chief of Police Klueckmann to begin the hiring process to replace one full-time police officer. All Aye. Mayor Glassbrenner read Police Officer Alexander J. Marth’s Letter of Resignation. Motion Counsell, second Neville, to accept Police Officer Alexander J. Marth’s Letter or Resignation effective immediately. All Aye. Mayor Glassbrenner stated that the next item is a request for a permit for use of a metal detector on public property – Section 7-8-3 Code of Ordinances – from Donald Fleischmann. Donald Fleischmann, Marshfield, WI, stated that he looks for old coins, he only uses small screwdrivers and does not dig with shovels. Half the fun in finding things is trying to find the owner. He has returned rings to their owners. Mayor Glassbrenner stated we need to set parameters – where are you going to search. Discussion followed City properties, no digging and covering divots back up. Motion Clough, second Neville, to allow Donald Fleischmann to use a metal detector on 810, 822 and 823 Grand Avenue properties owned by the City of Neillsville, as long as all ground disturbances are covered up, and that this permit be issued for one year only. Mayor Glassbrenner asked for further discussion. Fleischmann stated he doesn’t understand why parks are not allowed. Council Member Neville stated that he is not comfortable allowing the parks. Council Member Counsell stated if other people see you in the parks, they would not know you had a permit and they may not be as careful as you when digging items. Mayor Glassbrenner repeated the motion. All Aye. City Attorney Wachsmuth presented an overview of the public records law handout she received at a meeting. Council Member Counsell stated it is a good refresher for everyone on the public records law. Mayor Glassbrenner reported on the Neillsville Tourism Commission met September 19, 2018 to review $6,700 of grant applications for the $6,061.22 of available funds. A total of $6,060 in grants were approved. The grant cycle has been changed. All grant recipients will have to turn in their bills by March 1st of the next year to receive grant funds, or the funding will lapse. Tavern Operator’s License Application: Amber S.
