************ COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM OCTOBER 9, 2018 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: Council Member Counsell absent, all other members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on one burial at the Cemetery, equipment maintenance, mowing and weed trimming cemetery and parks, completion of Fall Cemetery clean up, removed hanging flower baskets, demolition of the Schuster Park South restroom is complete, assisted the Water Department with traffic control during water break repairs and abandonment of an old galvanized service line under the highway on Black River Road near St. Mary’s Catholic Church, trimming and pruning trees, work on the Leaf Vac in preparation for leaf pickup, maintain street lighting, working on converting the decorative street lights to LED, filling potholes, hauling compost and brush to the old landfill, burning the brush pile at the old landfill, street sweeping, mowing road shoulders and ditches, crack filling, the Water Department is in the process of exercising water valves, the Sewer Department is painting lift stations, cleaning buildings and maintaining lift stations, the electronic clean sweep will be Friday, October 12, 2018, 7:30 A.M. to 3:00 P.M., at the City garage. The Common Council met in regular session, Mayor Glassbrenner presiding. On roll call: Council Member Counsell absent, all other members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved as corrected to show that Council Member Neville voted “No” to authorize beginning the hiring process to replace one full-time police officer. Mayor Glassbrenner presented Steven J. Mabie with a plaque for dedicated service to the City of Neillsville as Second Ward Council Member for 13 years (1999-2012) and as Mayor for 6 years, 4 months (2012-2018). Steven Mabie stated that he enjoyed his time as Council Member and Mayor and implored the current Council to remember to put the people and City first. Council Member Neville reported on the September 26, 2018 meeting of the Heritage Days Committee regarding discussion on new events, 2019 event set up and the 2019 parade. Council Member Clough reported on the September 27, 2018 meeting of the Historic Preservation Commission regarding: 1) discussion, reviewed and approval of pictures of churches for the 2019 calendar, 2) discussion and approval of a $500 grant request from Allan Hoesly for exterior house painting and 3) discussion on and approval of a $500 grant for Chris and Nicky Keller for chimney repairs. Mayor Glassbrenner reported on the October 1, 4 and 8, 2018 meeting of the Finance Committee regarding: 1) presentation of department budgets; 2) work on the 2019 budget; 3) adoption of wage schedule for 2019; 4) reviewed the major areas of revenue and expenditure changes, and 5) recommendation of budget categories and levy amount of the 2019 budget to the Common Council for Public Hearing on Tuesday, November 13, 2018 at 7:15 P.M. Total budget $3,548,544 - Proposed Levy including Tax Incremental Districts $1,204,647 - a decrease of $1,785. Council Member Quicker reported on the October 9, 2018 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) reviewed the Third Quarter 2018 Water and Sewer Financial Statements. Mayor Glassbrenner declared all reports filed as presented with the City Clerk. Mayor Glassbrenner recommended that Daryn Horn and Amber Vine be appointed as Planning Commission members to fill the two vacant positions. Motion Quicker, second Neville, to accept the Mayor’s recommendation to appoint Daryn Horn (2021) and Amber Vine (2020) as members of the Planning Commission. All Aye. Chief of Police Klueckmann reported on September 2018 complaints, citations, warning and investigations. Fire Chief Matt Meyer reported on the third quarter Fire Department activities: providing units for the 4th of July Fireworks, Heritage Days parade, Men’s Club Tuff Truck event, two demo derby events at the Fair, Loyal Corn Festival parade, Granton Fall Fest parade, did demonstrations/talks for Memorial Medical Center babysitting classes, provided water for the 4-H dunk tank, the new Rural Fire Association Tanker truck has arrived, the new Utility Transport Vehicle (UTV) is in service, four new fire fighters have been hired and are in training, participated in The Highground 30th Anniversary event and fireworks, responded to the 13 calls this quarter (5 City and 8 Rural) – chemical spill, gas line break, down power line, vehicle rollover in the City, vehicle rollover in the Town of Levis, barn fire, tractor fire, motorcycle accident, motorcycle vs. truck accident, boat fire and two mutual aid calls. Fire Chief Meyer asked about starting an Auxiliary Force. Some of the retired firefighters are interested in helping out the department and remaining active doing things like washing and cleaning trucks, hoses and equipment after calls. Discussion on liability issues, employees vs. volunteer, involving the Rural Fire Association and Police and Fire Commission in the discussion. Council Member Clough stated that Neillsville Chamber of Commerce Autumn Harvest Fest is Sunday, October 14, 2018. City Clerk Roehl presented the Third Quarter 2018 City Financial Statements. Tavern Operator’s License Application: Sydney J. Colwell and Kim M. Nelson Motion Neville, second Quicker, to grant all the listed licenses. All Aye.
