COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM OCTOBER 23, 2018 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on one burial at the Cemetery, equipment maintenance, mowing and mulching leaves at Cemetery and Parks, picking up branches, Autumn Harvest Fest preparations, trimming and pruning trees, servicing the Leaf Vac (metal fatigue welding of fan blades), maintaining street lighting, working on converting the decorative street lights to LED, filling potholes, hauling brush and compost to the old landfill, street sweeping, completed mowing road shoulders and ditches, the Water Department is in the process of changing out some meters, exercising water valves and hydrant maintenance, the Sewer Department is doing lift station maintenance, the contractor is hauling sludge, and getting proposals for doing a sewer capacity study for future development, crack sealing, the electronics clean sweep event had a good turnout, leaf pickup will begin on the southwest area this week. Director of Public Works Flynn presented a Focus on Energy Grant for the Wastewater Treatment Plant. The grant is to determine how we can save energy, thus save money at the treatment plant. The grant is for $10,000. The MSA Engineering energy study costs $11,000. Our cost would be $1,000. Currently we are spending about $3,500 per month on electrical costs. Motion Counsell, second Glassbrenner, to recommend to the Common Council to accept the Focus on Energy Grant ($10,000) and proceed with the MSA Engineering energy ($11,000) study on the Wastewater Treatment Plant. All Aye. Motion Neville, second Weiers, that Water Bills Nos. 264 to 294 in the amount of $57,099.41 and Sewer Bills Nos. 167 to 186 in the amount of $67,440.71 be paid. All Aye. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Neville reported on the October 10, 2018 meeting of the Heritage Days Committee regarding: 1) update on Miss Neillsville activities and 2) discussed on Miss Neillsville raffle. Council Member Quicker reported on the October 23, 2018 meeting of the Commission on Public Works/Utilities regarding: 1) current activities, 2) the recommendation to accept the Focus on Energy Grant ($10,000) and proceed with the MSA Engineering energy study ($11,000) on the Wastewater Treatment Plant and 3) payment of bills. Mayor Glassbrenner declared all reports filed as presented with the City Clerk. Mayor Glassbrenner asked if there were any questions on the Commission on Public Works/Utilities item (2). Motion Clough, second Weiers, to accept the recommendation to accept the Focus on Energy Grant ($10,000) and proceed with the MSA Engineering energy study ($11,000) on the Wastewater Treatment Plant. All Aye. Mayor Glassbrenner read the Letter of Resignation of Jana Schmitz from the Heritage Days Committee. Motion Neville, second Counsell, to accept the resignation of Jana Schmitz as member of the Heritage Days Committee. All Aye. Mayor Glassbrenner recommended that Daryn Horn be appointed as a member of the Heritage Days Committee. Motion Counsell, second Quicker, to accept the Mayor’s recommendation to appoint Daryn Horn (2019) as member of the Heritage Days Committee. All Aye. Mayor Glassbrenner presented a request from the CART Center to hang a banner on the Gazebo for “The Arts at CART” event on Saturday, December 1, 2018. Motion Quicker, second Clough, to grant the CART Center’s request to hang a banner on the Gazebo announcing “The Arts at CART” event from November 1, 2018 to December 2, 2018. All Aye. Mayor Glassbrenner reported on attending the Clark County Taxi meeting on October 22, 2018. Suzanne Schoen, Clark County Taxi representative will be at the Common Council meeting on November 27, 2018 to review the 2019 taxi service agreement and answer questions. Council Member Clough stated that Clark County is now an Emerald Ash Borer quarantine County, since the Emerald Ash Borer has been confirmed in Snyder Park, Town of Hewett. The Emerald Ash Borer was most likely brought into Snyder Park on someone’s campfire wood. The wood can no longer be given away, when a tree is taken down, it must be burned. Council Member Clough stated that because of the bad weather the Autumn Harvest event had a poor turnout. Motion Quicker, second Clough, that City Bills Nos. 1015 to 1067 in the amount of $360,152.45 be paid. All Aye. Motion Counsell, second Neville, to adjourn.
