COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM APRIL 9, 2019 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on one burial at the Cemetery, equipment maintenance, trimming and pruning trees, maintaining street lighting, filling potholes, repairing spring thaw road breakups, hauling brush and compost, Water Department is changing out water meters and cleaning up the cold storage, Sewer Department is doing lift stations and Sewer Plant maintenance, street sweeping, opening storm drains, FEMA will not allow permanent fencing for a dog park on the Floodplain House Removals project sites (temporary snow fencing or picnic tables would be allowed), applications are being taken for summer help and spring cleanup week will be the last week of April. Discussion followed on warehousing properties and the house at 305 E. Fifth Street that the City’s building inspector says is beyond repair and will be referred to the City Attorney for further action. The Common Council met in regular session, Mayor Glassbrenner presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Quicker reported on the April 9, 2019 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) reviewed the First Quarter Water and Sewer Financial Statements. Mayor Glassbrenner declared all reports filed as presented with the City Clerk. City Clerk Roehl reported on receiving a check for the Wisconsin Emergency Management Grant-HMGP DR-4376.09-R – City of Neillsville Acquisition/Demolition from the State of Wisconsin-Department of Administration for the FEMA Floodplain House Removals project in the amount of $110,057.92. This represent the Federal Share (75%)-$94,335.36 and the State share (12 ½%)-$15,722.56. Approved project cost of $125,780.48. The final inspection cost of $450.00 was disallowed. Motion Clough, second Counsell, to accept and appropriate the $110,057.92 Wisconsin Emergency Management Grant to Account No. 56600 Urban Development. All Aye. Interim Chief of Police Patrick Fehlman reported on March 2019 complaints, citations, warnings and investigations. Mayor Glassbrenner reported that the Neillsville Tourism Commission met on March 27, 2019 to review $30,500 of grant applications for the $21,294.39 of available funds. A total of $21,293 in grants were approved. City Clerk Roehl presented the First Quarter 2019 City Financial Statements and a notice of the Clark County Economic Development Corporation annual meeting on May 8, 2019. Tavern Operator’s License Applications: Jennifer L. Barton and Ashley E. Carlson Motion Neville, second Clough, to grant all the listed licenses. All Aye. Motion Neville, second Quicker, that City Bills Nos. 321 to 373 in the amount of $315,415.18 be paid. All Aye. City Clerk Roehl reported that the annual Common Council Reorganizational meeting will be Tuesday, April 16, 2019 at 4:00 P.M., the Assessor will be at City Hall for Open Book Monday, April 29, 2019 from 3:00P.M. to 6:00 P.M., and the Board of Review will be Monday, May 20, 2019 from 8:00 A.M. to 10:00 A.M.
