COMMON COUNCIL COUNCIL ROOM APRIL 16, 2019 4:00 P.M. The Common Council meeting in annual session was called to order by Mayor Glassbrenner. On roll call: all members present. The City Clerk swore in Joseph F. Weiers, Daniel M. Clough and Julie A. Counsell for their terms in their respective offices. The Council welcomed Joseph F. Weiers (First Ward Council Member), Daniel M. Clough (Second Ward Council Member) and Julie A. Counsell (Fifth Ward Council Member) as newly elected and re-elected members. The Mayor announced the purpose of the meeting is to reorganize the Council and make appointments of the various officials, boards, committees and commissions. Mayor Glassbrenner presented his nominees for Council consideration. President of the Council: Motion Clough, second Weiers, that Council Member Quicker (2020) be re-appointed as President of the Council. All Aye. Weed Commissioner: Motion Neville, second Quicker, that the Director of Public Works (2020) be re-appointed as Weed Commissioner. All Aye. Building Inspector: Motion Quicker, second Clough, that the Director of Public Works (2020) be re-appointed as Building Inspector. All Aye. Zoning Administrator: Motion Cough, second Weiers, that the Director of Public Works (2020) be re-appointed as Zoning Administrator. All Aye. Emergency Government Director: Motion Weiers, second Counsell, that the Chief of Police (2020) be re-appointed as Emergency Government Director. All Aye. City Forester: Motion Counsell, second Neville, that the Cemetery Sexton/Parks Director (2020) be re-appointed as City Forester. All Aye. Official Newspaper: Motion Neville, second Quicker, that the Clark County Press (2020) be re-appointed as the City’s official newspaper. All Aye. City Hall Custodian: Motion Quicker, second Clough, that the City Clerk-Treasurer (2020) be re-appointed as City Hall Custodian. All Aye. Representative to the Municipal Ambulance Board: Motion Clough, second Weiers, that Council Member Counsell (2020) be re-appointed as the City’s Representative to the Municipal Ambulance Board. All Aye. Representative to the Community Fire Hall Board: Motion Weiers, second Counsell, that Mayor Glassbrenner (2020) be re-appointed as the City’s Representative to the Community Fire Hall Board. All Aye. Historic Preservation Commission: Motion Neville, second Quicker, that Council Member Counsell, Daniel Clough, Natalie Erpenbach, Nicole Keller, Jeff Kluckhohn, Barbara Miller and Julie Simek-Bennett be appointed as members of the Historic Preservation Commission (2020), with Council Member Counsell as chair. Council Member Counsell objected to being re-appointed to the Historic Preservation Commission. She has been chair for the last eight years and doesn’t have the energy. It is a lot of work. Mayor Glassbrenner stated that he stands by his nomination and called the vote. Council Member Counsell-Nay. All other members-Aye. Motion carried. Illegal Tax Committee: Motion Clough, second Weiers, that Council Members Neville, Quicker and Weiers, be appointed as members of the Illegal Tax Committee (2020), with Council Member Weiers as chair. All Aye. Solid Waste and Recycling Committee: Motion Weiers, second Counsell, that Council Members Clough, Neville and Weiers, and the Director of Public Works be appointed as members of the Solid Waste and Recycling Committee (2020), with Council Member Weiers as chair. All Aye. Committee on Finance: Motion Counsell, second Neville, that the Mayor and entire Council shall constitute the Committee on Finance (2020), with Mayor Glassbrenner as chair. All Aye. Board of Review: Motion Neville, second Quicker, that the Mayor and entire Council, with the City Clerk-Treasurer as Secretary, shall constitute the Board of Review (2020), with Mayor Glassbrenner as chair. All Aye. Library Board: Motion Quicker, second Clough, that Council Member Quicker (2020) and Julie Counsell (2022) be appointed as members of the Library Board. All Aye. Other members are: Nancy Kopp (2020), Jill Neville (2020), John Gaier - School District Superintendent (2021), Joy Abel (2021) and Graeme Williams (2021). The Library Board elects its own chair. Board of Health: Motion Clough, second Weiers, that the Mayor and the entire Council shall constitute the Board of Health (2020), with Mayor Glassbrenner as chair. All Aye. Commission on Public Works/Utilities: Motion Weiers, second Counsell, that the Mayor and entire Council shall constitute the Commission on Public Works/Utilities (2020). All Aye. The Commission on Public Works/Utilities elects its own chair. Zoning Board of Appeals: Motion Counsell, second Neville, that Council Member Weiers (2020), Julie Counsell (2022) and Joan Hubing (2022) be appointed as members of the Zoning Board of Appeals. All Aye. Other members are: Darrell Courtney (2020) and Lynn Schoengarth (2020). Planning Commission: Motion Neville, second Quicker, that Mayor Glassbrenner (2020), Council Member Neville (2020), Parks and Recreation Board Chair (2020) and Greg Glisczinski (2022) be appointed as members of the Planning Commission, with Mayor Glassbrenner as chair. All Aye. Other members are: Amber Vine (2020), Allan Hoesly (2021) and Daryn Horn (2021). Parks and Recreation Board: Motion Quicker, second Clough, that Council Member Weiers (2020), Robin Harder (2022) and Sue Voigt – Representative of the School District (2022) be appointed as members of the Parks and Recreation Board, with Council Member Weiers as chair. All Aye. Other members are: Jacob Ormond (2020), Michelle Pickett (2020), Wendell Attoe (2021) and Aaron Wanish (2021). Police and Fire Commission: Motion Clough, second Weiers, that Mayor Glassbrenner (2020) be appointed as a member of the Police and Fire Commission, with Mayor Glassbrenner as chair. All Aye. Other members are: Tammy Zarak (2020), Allan Hoesly (2021), Lowell Gesche (2022) and Robert Johnson (2023). Airport Commission: Motion Weiers, second Counsell, that Council Member Neville (2020), Director of Public Works (2020) be re-appointed as members of the Airport Commission, with Council Member Neville as chair. All Aye. Other members are: DeWayne Seelow (2021), Ricky Opelt (2022) and Brian Barth (2023). Board of Cemetery Commissioners: Motion Counsell, second Neville, that Council Members Counsell and Quicker, City Clerk-Treasurer, Douglas Bjerke and Jana Marden be re-appointed as members of the Board of Cemetery Commissioners (2020), with Jana Marden as chair. All Aye. Commission on Economic Development: Motion Neville, second Quicker, that Mayor Glassbrenner (2020), Carrie Morrell (2021), Gary Ruzic (2022) and Tim M. Voigt (2022) be appointed as members of the Commission on Economic Development, with Mayor Glassbrenner as chair. All Aye. Grants Committee: Motion Weiers, second Clough, that Council Member Neville (2020), Director of Public Works (2020), Dale Berger (2022) and Jody Connor (2022) be re- appointed as members of the Grants Committee, with William Neville III as chair. All Aye. Other members are: Tim Brekke (2020), Daryn Horn (2020), William Neville III (2021) and Brent Shoup (2021). Personnel Committee: Motion Neville, second Counsell, that Mayor Glassbrenner, Council Members Neville, Quicker and Weiers be appointed as member of the Personnel Committee (2020), with Mayor Glassbrenner as chair. Property Committee: Motion Quicker, second Clough, that Council Members Clough, Neville and Quicker, Joan Hubing and Julie Simek-Bennett be re-appointed as members of the Property Committee (2020), with Council Member Quicker as chair. Heritage Days Committee: Motion Clough, second Weiers, that Council Member Neville, Dale Erickson, Michelle Friemoth, Logan Grap, Michelle Grap, Melissa Hemp, Daniel Herbrand, Daryn Horn, Barbara Miller, Amanda Mortenson and Justin Poeschel be appointed as members of the Heritage Days Committee (2020), with Council Member Neville and Daniel Herbrand as co-chairs. Beautification Committee: Motion Weiers, second Counsell, that Council Member Weiers, Doris Bakker, Barbara Miller, Lila Oelhafen, Beverly Raine and Kathy Turner be appointed as members of the Beautification Committee (2020), with Council Member Weiers as chair. All Aye. There are two vacant (2020) positions. Transit Committee: Motion Counsell, second Neville, that Mayor Glassbrenner, Joan Hubing, Jana Marden and DeWayne Seelow be re-appointed as members of the Transit Committee (2020), with Mayor Glassbrenner as chair. Tourism Commission: Motion Neville, second Quicker, that Mayor Glassbrenner, Merrill Brunette, Gregory Foster, Mary Mashin, Amber Vine and James Voss be appointed as members of the Tourism Commission (2020) with Mayor Glassbrenner as chair. The City Clerk reported on the League of Wisconsin Municipalities workshops, Board of Review training, the Assessor will be at City Hall for Open Book on Monday, April 29, 2019 from 3:00 P.M. to 6:00 P.M. and the Board of Review will be here Monday, May 20, 2019 from 8:00 A.M. to 10:00 A.M. Roehl, Clerk ************  BOARD OF HEALTH COUNCIL ROOM APRIL 16, 2019 4:30 P.M. The Board of Health met in annual session, Mayor Glassbrenner presiding. On roll call: all members present. Also present: City Health Officer Doris Bakker. The minutes of the previous meeting were declared approved. Health Officer Bakker presented the City’s annual health report and activities for 2018-2019 regarding: liquor, beer and wine inspections; providing informational consultations with citizens regarding odors, mold, etc. (complaints involving tenants and landlord problems- mostly out of town landlords); two continuing problems with cockroaches have been resolved; the complaints on cat odors on Grand Avenue has been resolved by removal of the house under the FEMA flood program; Clark County reported a severe lead problem on E. Fifth Street, upon testing the County generated a lengthy report-the house is not safe for occupancy, this is being worked on with the Building Inspector; and the Merchants Hotel is presently under control. Discussion followed on the annual inspection tour. The City ordinance does not require a tour. Discussion followed on a joint Board of Health tour versus individual tours by the Council Members. Motion Quicker, second Counsell, that each Council Member do an individual tour of their ward with the Director of Public Works in May and that a report of properties be made for the entire Council.
