COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM APRIL 23, 2019 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Chair Quicker asked for nominations for Chair of the Commission on Public Works/Utilities for the upcoming year. Mayor Glassbrenner nominated Council Member Quicker. Chair Quicker called three times for other nominations. Motion Glassbrenner, second Clough, to close nominations and cast a unanimous ballot for Council Member Quicker as Commission Chair. All Aye. Director of Public Works reported on one burial at the Cemetery, equipment maintenance, spring cleanup of Cemetery, parks and ball fields, trimming and pruning trees, maintaining street lighting, filling potholes, repairing spring thaw road breakups, hauling brush and compost, Water Department is repairing a leaking shutoff at E. Sixth Street and Willow Street, cleaning up winter water leak sites and they are in the process of evaluating upgrades to water meter reading by radio drive-by (our current meter reading is obsolete and we will need to start upgrading by 2020), Sewer Department is doing lift station maintenance and repairing pumps at the Sewer Plant, there has been some issues with basement backups due to the heavy rains last week when our system was overloaded, street sweeping, opening storm drains, there has been numerous complaints about snow plowing in driveways and response times (this has become an issue ever since the Police Department has gotten the four-wheel drive Tahoe, we rely on the Police Department to call the Street Department Foreman when travel conditions get hazardous from ice or heavy snow, we have not been getting called and we do not have people outside at 4:00 a.m. to see if we need to come in and plow the streets), spring clean-up week is April 29 through May 3, 2019, and Marshfield Medical Center – Neillsville architects Wold Architects and Engineers, Saint Paul, MN sent information on their sanitary sewer plans and the information was forwarded to MSA Engineers who are doing the City’s sewer capacity study. City Clerk Roehl opened and read the American Asphalt of Wisconsin, Mosinee WI bid – $79.88 per ton full width road paving $76.88 per ton full width road paving when the plant is in Longwood $129.90 per ton for patch paving $126.90 per ton for patch paving when the plant is in Longwood Director of Public Works Flynn stated that the bid is based on an estimated use of 1,000 tons for City use only. The asphalt plant will be in the Longwood area in July and August. Motion Clough, second Weiers, to recommend to the Common Council the acceptance of the American Asphalt of Wisconsin, Mosinee, bid in the amount of $79.88 per ton full width road paving, $76.88 per ton full width road paving when the plant is in Longwood, $129.90 per ton for patch paving, $126.90 per ton for patch paving when the plant is in Longwood. All Aye. Director of Public Works Flynn presented the AECOM Task Order No. 2019-1 for identifying potential well sites at a cost not to exceed $24,274. Discussion followed on looking for another water source away from the current aquifer by the Mathy gravel pits south on ST HWY 95. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Mayor Glassbrenner reported on the April 10, 2019 meeting of the Police and Fire Commission regarding a closed session to consider applications for Chief of Police – the meeting adjourned in closed session. Mayor Glassbrenner reported on the April 16, 2019 meeting of the Board of Health regarding: 1) Health Officer Bakker’s City annual health report and activities for 2018 – 2019 and 2) discussion on and approval that each Council Member do an individual tour of their wards with the Director of Public Works. Council Member Quicker reported on the April 23, 2019 meeting of the Commission on Public Works/Utilities regarding: 1) election of Council Member Quicker as Commission Chair, 2) opening, discussion on and recommendation to accept the American Asphalt of Wisconsin, Mosinee, bid in the amount of $79.88 per ton full width road paving, $76.88 per ton full width road paving when the plant is in Longwood, $129.90 per ton for patch paving, $126.90 per ton for patch paving when the plant is in Longwood, 3) discussion on and recommendation to approve the AECOM Task Order No. 2019-1 for identifying potential well sites at a cost not to exceed $24,274 and 4) payment of bills. Mayor Glassbrenner presented Dr. Timothy C. Meyer with a plaque for 16 years (2003 to 2019) of dedicated service as an Economic Development Commission Member. Dr. Meyer thanked the Mayor and Council (present and past) stating that he came to town with the National Health Service Corp with a three year commitment, liked the people and stayed. Thank you. City Attorney Wachsmuth read the preliminary resolution for curb and gutter on Willow Street (E. Eighth Street to E. Sixth Street). RESOLUTION NO. 595 PRELIMINARY RESOLUTION DECLARING INTENT TO LEVY SPECIAL ASSESSMENTS UNDER MUNICIPAL POLICE POWER PURSUANT TO §66.0703, WI STATS. IT IS HEREBY RESOLVED, by the governing body of Neillsville, Wisconsin: 1. The governing body hereby declares its intention to exercise its police power under §66.0703, Stats. to levy special assessments upon property in the assessment district hereafter described for benefits conferred upon such property by reason of the following public work and improvements: Installation of curb and gutter 2. The property to be assessed lies within the following described assessment district: All property fronting the east and west sides of Willow Street, commencing on the north end at East 8th Street, thence running south approximately 600 feet to East 6th Street. 3. The total amount assessed against the properties in the described assessment district shall not exceed 100% of the total cost of the improvements. 4. The governing body determines that the improvements constitute an exercise of the police power for the health, safety and general welfare of the municipality and inhabitants. 5. The municipal Public Works Director shall prepare a report, which shall consist of: a. Plans and specification for improvements b. An estimate of the entire cost of the proposed curb and gutter improvements. c. Schedule of proposed assessments. 6. When the report is completed, the municipal Public Works Director shall file a copy of the report with the municipal clerk for public inspection and if state property is to be assessed, shall mail a copy of the report to the responsible state agency and, for assessments of $50,000 or more, to the Wisconsin state building commission. 7. Upon receiving the report of the responsible officer or body, the clerk shall cause notice to be given stating the nature of the proposed improvements, the general boundary lines of the proposed Assessment District, the time and place at which the report may be inspected, and the time and place of the public hearing on the matters contained in the preliminary resolution and the report. This notice shall be published as a class 1 notice under ch. 985, Wis. Stats., and a copy shall be mailed, at least 10 days before the hearing, to every interested party whose address is known or can be ascertained with reasonable diligence. However, if every owner of property affected by the proposed special assessment executes a waiver, the municipality may levy the assessment against the benefited property without prior notice and hearing.  8. The hearing, if necessary, shall be held in the City Hall Council Room, at the following address: 118 West 5th Street, Neillsville, Wisconsin, at a time set by the clerk in accordance with §66.0703(7), Stats. 9.
