COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM OCTOBER 8, 2019 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Chair Quicker presented Director of Public Works Flynn’s report on one burial at the Cemetery, equipment maintenance, mowing, mulching and weed trimming Cemetery and Parks, poured cement for Schuster Park pathway light bases, burned the brush pile, hauled compost and brush, cleaned catch basins, maintaining street lighting, filling potholes, street sweeping, repaired the rotary mower, the Sewer Department is working on rehabilitating the 21st Street lift station, finishing the manholes on Clay Street and maintaining the UV light panels, the Water Department is changing out old meters, rehabilitating water filters at the booster station and added new media and problems with the postal delivery of water bills this quarter. The Common Council met in regular session, Mayor Glassbrenner presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Counsell reported on the September 25, 2019 meeting of the Historic Preservation Commission regarding work on and referral of the proposed 2020 Historic Preservation budget to the Finance Commission. Mayor Glassbrenner reported on the October 1, 3 and 7, 2019 meetings of the Finance Committee regarding: 1) presentation of the department budgets; 2) work on the 2020 budget; 3) adoption of the wage schedule for 2020, 4) reviewed the major areas of revenue and expenditure changes and 5) recommendation of budget categories and levy amount of the 2020 budget to the Common Council for Public Hearing Tuesday, November 12, 2019 at 7:15 P.M. Total budget $3,602,425 – Proposed Levy including Tax Incremental Districts $1,204,337 – a decrease of $305. Council Member Quicker reported on the October 8, 2019 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) reviewed the Third Quarter 2019 Water and Sewer Financial Statements. Mayor Glassbrenner declared all reports filed as presented with the City Clerk. Jerilyn St. Amand, Sunset Place, stated that people cannot hear anything being spoken by the Council Members, could the microphone be turned up. City Attorney Wachsmuth explained the microphones are for the cable TV broadcast, not for in the room. The City Clerk presented information from the Neillsville Hockey Association, Inc. officially gifting the 28’ by 35’ Warming House Addition valued at $63,300 constructed at the O’Neill Ice Arena to the City of Neillsville, per property use agreement dated November 16, 2006. The original 50’ by 35’ building was accepted on March 25, 2008 at a value of $85,000. Debra Berg of the Hockey Association is present if you have any questions. Motion Quicker, second Counsell, to accept the Neillsville Hockey Association, Inc. gift of a building addition to the City. All Aye. Mayor Glassbrenner thanked the Hockey Association for its donation on behalf of the Common Council. Interim Police Chief Fehlman reported on September, 2019 complaints, citations, warnings and investigations. Fire Chief Meyer reported on the Third Quarter 2019. The Department responded to 17 calls, (11 Rural and 6 City) – Mutual Aid to Hatfield, a vehicle fire, three lightning strikes, one semi blown of the road, Memorial Medical Center alarm, a water rescue, used the UTV to assist the Ambulance on a golf course rescue, two structure fires, an Ambulance assist, an ATV accident, a vehicle rollover, smoke alarm kitchen fire, a structure fire with a fatality, hot hay, a semi rollover resulting in a fatality. The Department provided units for the 4th of July fireworks, Men’s Club Tough Truck, the demo derby at the Fair, participated in a mock roof collapse disaster at Cummins, took delivery of the 2019 Dodge truck paid for by Firemen’s Steak Feed fundraiser, attended both the Community Fire Hall and Rural Fire Association meetings and a DNR forest fire meeting in the Town of Levis, the new firefighters have completed training and now can enter burning buildings. The City’s trucks are in good condition, however the 1978 International is 41 years old and cannot pass the pump test. The 1995 Freightliner is 24 years old. The Firemen’s steak feed on October 5, 2019 served 731 steaks. City Clerk Roehl presented the Third Quarter 2019 Financial Statements and a Certificate of Appreciation from The Highground for the City’s continuing support.
