COMMISSION ON PUBLIC WORKS/UTILITIES
COUNCIL ROOM
DECEMBER 23, 2019

The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding.
On roll call: all members present.
The minutes of the previous meeting were declared approved.
Chair Quicker presented Director of Public Works Flynn’s report on three burials at the
Cemetery, equipment maintenance, streets and sidewalks snow and ice removal, salting and
sanding, hockey rink cleaning and flooding, trimming and pruning trees, maintaining street
lighting, filling potholes, hauling brush and compost, the Sewer Department is doing screen
maintenance, installed a new monitoring system and worked on sewer backups, the Water
Department is winterizing fire hydrants and reading meters, all departments are using up
vacation time.
City Attorney Wachsmuth presented the Tri-Party Agreement with Memorial Hospital, Inc.-
d/b/a Marshfield Medical Center-Neillsville, the Town of Pine Valley and City of Neillsville
on an easement for installation, construction and maintenance of sewer main extension,
lateral, etc. This agreement is very close to the Agreement that MMC has with the City.
The Town of Pine Valley won’t charge any fees under the Tri-Party Agreement, but if in the
future this Agreement is amended the fees would be relooked at, at that time.
Discussion followed.
Motion Clough, second Glassbrenner, to recommend to the Common Council to approve the
Tri-Party Agreement with Memorial Hospital, Inc.-d/b/a Marshfield Medical Center-
Neillsville, the Town of Pine Valley and City of Neillsville on an easement for installation,
construction and maintenance of sewer main extension, lateral, etc. All Aye.
Motion Weiers, second Neville, that Water Bills Nos. 328 to 350 in the amount of
$22,112.81 and Sewer Bills Nos. 261 to 279 in the amount of $34,582.76 be paid. All Aye.
Motion Neville, second Glassbrenner, to adjourn. All Aye.

The Common Council met in regular session, Mayor Glassbrenner presiding. On roll call:
all members present. The Pledge of Allegiance was recited.
The minutes of the previous meeting were declared approved.
Mayor Glassbrenner reported on the December 12, 2019 meeting of the Police and Fire
Commission regarding a closed session on Neillsville Police Department employees-the
meeting adjourned in closed session.
Mayor Glassbrenner reported on the December 19, 2019 meeting of the Neillsville
Community Fire Hall Board regarding: 1) payment of bills, 2) current activities and 3) the
payment of the 2020 operating and capital budget support payments are due by
March 31, 2020.
Council Member Quicker reported on the December 23, 2019 meeting of the Commission
on Public Works/Utilities regarding: 1) current activities, 2) discussion on and
recommendation to approve the Tri-Party Agreement with Memorial Hospital, Inc.-d/b/a
Marshfield Medical Center-Neillsville, the Town of Pine Valley and City of Neillsville on
an easement for installation, construction and maintenance of sewer main extension, lateral,
etc. and 3) payment of bills.
Mayor Glassbrenner declared all reports filed as presented with the City Clerk.
Mayor Glassbrenner asked if there were any questions on the Commission on Public
Works/Utilities item (2).
Motion Quicker, second Weiers, to accept the recommendation to approve the Tri-Party
Agreement with Memorial Hospital, Inc.-d/b/a Marshfield Medical Center-Neillsville, the
Town of Pine Valley and City of Neillsville on an easement for installation, construction and
maintenance of sewer main extension, lateral, etc. All Aye.
City Clerk Roehl reported on the four bids received for the Fire Department 1981 Dodge
Ram Van:
Gaylord Frank, Alma Center, WI - $1,002.00
John Wadzinski, Onalaska, WI - $1,632.00
Jon Counsell, Neillsville, WI - $ 729.00
Rodger Kriewaldt, Neillsville, WI - $ 400.00
Fire Chief Meyer has reviewed the bids and recommended accepting the high bid from John
Wadzinski, Onalaska, WI in the amount of $1,632.00.
Motion Clough, second Counsell, to accept Fire Chief Meyer’s recommendation to accept
the high bid from John Wadzinski, Onalaska, WI in the amount of $1,632.00 for the Fire
Department 1981 Dodge Ram Van. All Aye.
City Attorney Wachsmuth presented a request to extend the Xcel Energies “Offer to
Purchase” of Industrial Park land. This is being held up by Lloyd Meyer’s refusal to sign
off on the City’s paid off land contract with him. This “First Amendment” would extend the
“Offer to Purchase” by 210 days giving the City time to either get Meyer’s signature or a
court order to have Meyer sign it.
Motion Neville, second Clough, to authorize the Mayor to sign the “First Amendment” to
Xcel Energies “Offer to Purchase” of Industrial Park land. All Aye.

Motion Neville, second Weiers, that City Bills Nos. 1177 to 1225 in the amount of
$656,909.94 be paid. All Aye.
