COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JANUARY 14, 2020 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: Council Member Neville absent, all other members present. The minutes of the previous meeting were declared approved. Chair Quicker presented Director of Public Works Flynn’s report on two burials at the Cemetery, equipment maintenance, streets and sidewalks snow and ice removal, salting and sanding, hockey rink cleaning and flooding, trimming and pruning trees, chipping brush, removed Christmas decorations, maintaining street lighting, filling potholes, hauling brush and compost, the Sewer Department is doing bar screen, lift station and plant maintenance, the Water Department DNR inspection is complete, doing meter change outs and started adding radio read outs. City Clerk Roehl presented a request for authorization to carryover 2019 unused vacation time for public works employees, due to snow removal and cemetery burials during the last half of December, 2019. Dale Zank-17 hours and Regan Barth-20 hours. Motion Clough, second Glassbrenner, to recommend to the Common Council that public works employees be allowed to carryover their 2019 unused vacation time to 2020, to be used within 90 days. All Aye. Roehl, Clerk ************ COMMON COUNCIL COUNCIL ROOM JANUARY 14, 2020 7:00 P.M. The Common Council met in regular session, Mayor Glassbrenner presiding. On roll call: Council Member Neville absent, all other members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Quicker reported on the December 26, 2019 special meeting of the Library Board regarding: 1) discussion on and confirming the hiring of Janay Ziebell as Library Director with a salary of $17.00 per hour effective after January 1, 2020 increasing $2.00 per hour upon completion of her certification and 2) discussion on and tabling of assistant positions and pay raises. Mayor Glassbrenner reported on the December 31, 2019 meeting of the Police and Fire Commission regarding: 1) a closed session on interviewed candidate for Police Chief, 2) reconvening into open session to hire James B. Mankowski as Police Chief having passed all the requirements for Chief of Police, at a salary of $65,000 effective January 7, 2020 with a one year probationary period and 3) the swearing in of James B. Mankowski as Police Chief by Mayor Glassbrenner. Council Member Quicker reported on the January 14, 2020 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) discussion on and recommendation that public works employees be allowed to carryover their 2019 unused vacation time to 2020, to be used within 90 days. Mayor Glassbrenner declared all reports filed as presented with the City Clerk. Jerilyn St. Amand, Sunset Place, stated many people are concerned over the Industrial Park land and the man’s refusal to sign off. Who dropped the ball and is there an ulterior motive for the refusal. The City is being held hostage and it makes the City look bad for potential businesses who maybe looking for land. Mayor Glassbrenner asked if there were any questions on the Commission on Public Works/Utilities item (2). Motion Quicker, second Counsell, to accept the recommendation that public works employees be allowed to carryover their 2019 unused vacation time to 2020, to be used within 90 days. All Aye. City Clerk Roehl presented a request for authorization to carryover 2019 unused vacation time from police department employee Ben Zawislan (11 hours) due to police department being short staffed. Motion Clough, second Counsell, that police department employee, Ben Zawislan, be allowed to carryover his 2019 unused vacation time to 2020, to be used within 90 days. All Aye. Mayor Glassbrenner read Julie Counsell’s resignation as member of the Historic Preservation Commission. Motion Quicker, second Clough, to accept the resignation of Julie Counsell as member of the Historic Preservation Commission. Council Member Counsell abstained. Council Member Neville absent. All other members-Aye. Motion carried. Interim Chief of Police Fehlman stated the department is getting to know the new chief, who will be at the next council meeting. The department has had an officer staffed on site of the house fire/fatality at 108 E. Twelfth Street since the fire awaiting the State Fire Marshall. The new police vehicle will be discussed at the next meeting. The Council thanked Fehlman for his service as Interim Chief of Police. Mayor Glassbrenner stated that there will be a “Public Forum” on Wednesday, February 12, 2020 at 6:00 P.M. at the Clark Cultural Art Center (CART), 201 E. Fourth Street for public presentation of the “Economic Impact Analysis” for the Memorial Hospital, Inc.-d/b/a Marshfield Medical Center-Neillsville new medical campus by West Central Wisconsin Regional Planning Commission (WCWRPC). Tavern Operator’s License Application: Danielle C. Voelkel Motion Quicker, second Clough, to grant. All Aye. Motion Quicker, second Clough, that City Bills Nos. 1 to 66 in the amount of $1,905,455.69 and CDBG Housing Escrow Account Bills Nos. 1 and 2 in the amount of $4,691.00 be paid. All Aye.
