COMMISSION ON PUBLIC WORKS/UTILITIES
COUNCIL ROOM
NOVEMBER 24, 2020
6:45 P.M.
The Commission on Public Works/Utilities met in regular session, Chair Clough presiding.
On roll call: all members present.
The minutes of the previous meeting were declared approved.
Director of Public Works Friemoth reported on two burials at the Cemetery, finished
mulching leaves at the Cemetery and parks, stored lawnmowers for winter, prepared snow
equipment, put up Christmas decorations, finished the exterior walls, the natural gas line has
been run, interior walls done and the electrician has started work on the new Cemetery
building, leaf pick up is in progress, swept the downtown streets, picking up brush, hung
Christmas lights and the “Welcome Hunter’s” sign, hauling brush and compost, the Water
Department – winterizing hydrants, meter changeouts and installed radio readouts, shutdown
and removed Fairgrounds and other seasonal meters, daily testing and maintenance, the
Sewer Department – lift station and plant maintenance, upgraded the Mulligan Lane lift
station panel and internal piping, daily testing and jetting sewer mains, the new hospital
sewer line is at a standstill as they are running into our water main, they have been told to
work around our main, as the City is not going to move our forty year old water main.
Motion Counsell, second Harnisch, that Water Bills Nos. 278 to 298 in the amount of
$28,281.44 and Sewer Bills Nos. 198 to 217 in the amount of $18,424.04 be paid. All Aye.

The Common Council met in regular session, Mayor Murphy presiding. On roll call:
all members present. The Pledge of Allegiance was recited.
The minutes of the previous meeting were declared approved.
Council Member Harnisch reported on the November 12, 2020 meeting of the Beautification
Committee regarding: 1) discussion on the flower pot tree decorating contest, 2) discussion
on the continuing development of Prock Park and 3) concurred to have a truck in the Town
Square and the deer and sleigh in Prock Park.
Council Member Harnisch reported on the November 18, 2020 meeting of the Historic
Preservation Commission regarding: 1) correction of the October 21, 2020 minutes to
reflect that the Jeff Kluckhohn Historic Preservation Grant should be $2,000.00 not
$2,500.00 as stated, 2) discussion on and approval of a Historic Preservation Grant not to
exceed $891.00 to The Brickyard Bar & Grill, LLC, Sharon Christopherson, owner, 203 W.
Seventh Street, 3) discussion on funds, 4) discussion on updating the current Historic
Preservation Grant Application Form and Policy, 5) approved an expense report of $89.88,
6) reported on requesting Listeman Foundation funds, 7) discussion on the updated draft for
a new Historic Preservation brochure – “Information for Historic Property Owners”,
8) discussion on the 2020 Action Plan and 9) discussion on holding Commission meetings
by video conference and/or teleconferencing platform.
Council Member Clough stated the video conferencing/teleconference platform was not
placed on the agenda, because City Attorney Wachsmuth has already addressed the issue in
her communication with guidance from the Wisconsin Department of Justice Advisory
issued March 16, 2020.
Council Member Counsell reported on the November 19, 2020 meeting of the Library Board
regarding: 1) Librarians’ reports, 2) discussion on and approved a plan if both Librarians’
test positive for COVID – closing the Library for two weeks, with limited services provided
by the Library Assistants and allowing options for Librarians’ to work from home on
webinars, trainings and crafts, 3) tabled the Library Personnel Committee one year
evaluation of the new Director, 4) payment of bills and 5) update on donation and carryover
funds.
Mayor Murphy declared all reports filed as presented with the City Clerk.
City Attorney Wachsmuth stated this ordinance is drafted based on a listing of streets (with
accompanying map) provided by Director of Public Works Friemoth
Council Members Clough stated we should make mention that areas j, k, l and m can be
issued parking permits.
City Attorney Wachsmuth read the following ordinance as amended.
ORDINANCE NO. 1064
AN ORDINANCE AMENDING SEC. 8-1-8 3 HOUR PARKING AREAS
The Common Council of the City of Neillsville does hereby ordain as follows:
Section 8-1-8 is amended to read:
Except for locations for which a parking permit has been issued, no operator
of a motor vehicle shall park such vehicle for a period greater than three (3) hours
between the hours of 8:00 a.m. and 5:00 p.m. for each day of the week except
Saturday and Sunday or legal holidays in the following designated areas:
(a) 4th Street lying between West and Hewett Streets.
(b) The north side of 4th Street lying between Hewett and State Streets.
(c) 5th Street lying between Clay Street and a point 1056 feet east of State Street.
(d) 6th Street lying between Grand Avenue and Huron Street.
(e) 7th Street lying between Grand Avenue and Hewett Street.
(f) Hewett Street lying between 4th and 8th Streets.
(g) Court Street, lying between 4th and 5th Streets; the east side of Court Street
between 5th and 6th Streets; and Court Street lying between 6th Street and its
terminus to the north.
(h) State Street, lying between 4th and 5th Streets, and lying between 6th Street and
its terminus to the north.
(i) Grand Avenue between 4th and 8th Streets.
(j) Upper level of the Municipal Parking Lot.
(k) Lower Level of the Municipal Parking Lot.
(l) Sniteman Town Square Parking Lot located at 5th and Hewett Streets.
(m) East Library parking lots.

Motion Clough, second Counsell, that Ordinance No. 1064 be adopted. All Aye.
City Clerk Roehl stated that in October the City was asked to review the City of Neillsville
portion of the Clark County Multi-Hazard Mitigation Plan 2020-2025. For the City to be
eligible for FEMA funding for mitigation projects the City has to adopt the following
resolution.
City Attorney Wachsmuth read the following resolution.
RESOLUTION NO. 608
A RESOLUTION APPROVING A MULTI-HAZARD MITIGATION PLAN
FOR THE CITY OF NEILLSVILLE
WHEREAS, hazard mitigation planning is the process of developing a set of actions
designed to reduce or eliminate long-term risk to people, businesses, infrastructure,
and property from hazards and their effects; and,
WHEREAS, Clark County, working through its Local Emergency Planning
Committee, has updated and prepared the Clark County Multi-Hazard Mitigation
Plan, 2020-2025 to assess the magnitude of natural and other hazards risks and
develop strategies for minimizing or reducing these risks; and,
WHEREAS, the City of Neillsville participated in the planning process through a
meeting with community representatives to identify hazard risks, vulnerabilities, and
strategies unique to the community as well as through the review of draft plan
materials; and,
WHEREAS, the Plan was reviewed by Wisconsin Emergency Management as
meeting the requirements of the Federal Disaster Mitigation Act of 2000 and
applicable Code of Federal Regulations; and,
WHEREAS, adoption of the Plan by the City Council will meet prerequisite
requirements which enable the City of Neillsville to apply for FEMA grant dollars
for hazard mitigation projects;
NOW, THEREFORE BE IT RESOLVED, the City Council adopts the Clark
County Multi-Hazard Mitigation Plan, 2020-2025 as the official all hazards
mitigation plan for the City of Neillsville with the intent of implementing the plan
recommendations as funding and resources allow.

Motion Clough, second Harnisch, that Resolution No. 608 be adopted. All Aye.
City Clerk Roehl reported on receiving a $2,500.00 donation from the Marguerite Listeman
Foundation for Listeman Park Tennis Court lights.
Motion Clough, second Perrine, to accept and appropriate $2,500.00 to Account No. 57620
Parks Outlay and to thank the Marguerite Listeman Foundation for their donation. All Aye.
Council Member Clough proposed that the City employees that work in City Hall, the Police
Department and Neillsville Library be given City parking passes as a part of their
compensation.
Council Member Neville stated that you have to identify these employees.
Council Member Counsell stated that not all employees at the Library need a parking pass,
they work part-time with few hours.
Council Member Perrine suggested leaving it up to the department heads.
Motion Clough, second Perrine, to issued parking passes to City employees at City Hall, the
Police Department and Neillsville Library with employee eligibility as determined by their
supervising department head. All Aye.
Class “A” Retail Liquor License Application:

$527,745.10 be paid. All Aye.
