COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM DECEMBER 8, 2020 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Clough presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Friemoth reported on two burials at the Cemetery, fixing outlets in the parks, picking up branches in the parks, putting up, turning on and repairing Christmas decorations, the electrician has power to the building, the boiler is installed, insulation and gutters are finished, drywall in office started at the new Cemetery building, filling in around high manholes with tar for winter, hauling black dirt, hauling brush and compost, the Water Department – maintained the Christmas Star on the Water Tower, meter change outs and installed radio readouts, meter reading in progress, daily testing and maintenance, the Sewer Department – lift station and plant maintenance, daily testing, both of our wastewater operators were out on COVID-19 leave, the Water Department covered the sewer daily rounds and the new hospital has not started the new sewer line past our water main. Roehl, Clerk ************ COMMON COUNCIL COUNCIL ROOM DECEMBER 8, 2020 7:00 P.M. The Common Council met in regular session, Mayor Murphy presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. City Clerk Roehl reported on the December 8, 2020 meeting of the Planning Commission regarding a closed session per Sec. 19.85(1)(e) for the purpose of deliberating or negotiating the purchase of public properties, the investing of public funds, or the conducting of other specified public business, as long as competitive or bargaining reasons require a closed session – the meeting adjourned in closed session. Council Member Clough reported on the December 8, 2020 meeting of the Commission on Public Works/Utilities regarding current activities. Mayor Murphy declared all reports filed as presented with the City Clerk. Chief of Police Mankowski reported on November, 2020 complaints, citations, warnings and business checks. City Clerk Roehl presented a notice from Dale Marth, Advanced Disposal Municipal Manager, that Waste Management, Inc. on October 30, 2020 acquired all of Advanced Disposal Services, Inc. stock shares. The City’s contract will transfer over without changes over time their trucks, equipment and containers will be rebranded to reflect the Waste Management name and logo. Hotel/Motel Room Tax Permit Applications: DAHI Hospitality, Inc., d/b/a Super 8, Bhupendra A. Patel, Agent, 1000 E. Division Street Tuft’s Mansion, LLC, James A. Voss, Agent, 26 Hewett Street Motion Clough, second Neville, to grant all the listed permits. All Aye. Motion Neville, second Perrine, that City Bills Nos. 1152 to 1190 in the amount of $254,522.35 be paid. All Aye. Mayor Murphy announced a closed session per Sec. 19.85(1)(e) for the purpose of deliberating or negotiating the purchase of public properties, the inventing of public funds, or the conducting of other specified public business, as long as competitive or bargaining reasons require a closed session, and may reconvene in open session. Motion Clough, second Counsell, to invite City Attorney Wachsmuth Director of Public Works Friemoth and City Clerk-Treasurer Roehl to remain for the closed session. All Aye. Motion Neville, second Harnisch, to go into closed session per Sec. 19.85(1)(e) for the purpose of deliberating or negotiating the purchase of public properties, the investing of public funds, or the conducting of other specified public business, as long as competitive or bargaining reasons require a closed session, and may reconvene into open session.
