COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JUNE 8, 2021 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Clough presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Friemoth reported on two burials at the Cemetery, lawn mowing and weed trimming, park shelter rentals, landscaping at Prock Park, poured cement wash behind the new Cemetery building/shop, summer help started, street light maintenance, putting up flags downtown, repaired storm sewer on W. Fifth Street and Oak Street, hauled brush, burned brush pile, street sweeping, Water Department-reading meters, daily testing and maintenance, leak checking system, exercising water main valves, hydrant maintenance, and Well No. 4 rehab has been approved by the Wisconsin DNR, Sewer Department–I & I testing, daily testing and lab work and lift station maintenance. Council Member Counsell handed out a drawing that the City of Marshfield hands out to explain their fencing standards. It shows where to put a fence, how tall it can be at various locations, set backs and corner triangle setback etc. Council Member Harnisch presented a mock-up of suggestions for the City’s fence ordinance. Harnisch took our current ordinance, researched other communities’ ordinances, Friemoth’s concerns, past discussions and highlighted additions and suggested changes for the Commission’s review. We want to keep it as simple as possible, but detailed enough to avoid landowner legal action. Discussion followed on fence height, fence set back from the property line, surveys being quite costly, City involvement in property disputes, etc. City Attorney Wachsmuth stated the City should not step into a property line dispute. When a fence permit is issued, the City is saying it is okay to build a fence, it does not say where your lot line is. City Attorney Wachsmuth stated take tonight’s information back and review it for the next meeting. City Clerk Roehl reported that the Wisconsin DNR has approved our Well No. 4 rehabilitation plans for removal of iron, bacteria and minerals plugging to restore lost capacity. The Pledge of Allegiance was recited. The minutes of the previous meetings were declared approved. Council Member Harnisch presented the May 26, 2021 meeting of the Beautification Committee regarding: 1) discussion on and thanking the Parks Department workers for design and work around the Prock Park sign and the additional rocks and border around the larger rock, 2) discussion on planting annuals around the sign, 3) discussion on plaques, 4) discussion on and approval to purchase two metal cranes from Posy Patch for around the Prock Park sign at a cost not exceed $100, 5) discussion on the weeding schedule, 6) discussion on the Girl Scouts or 4-H clubs possibly volunteering to assist with weeding and 7) planting of flowers. Mayor Murphy reported on the joint meeting of the Planning Commission, Economic Development Commission and Finance Committee regarding: 1) Mark and Lynda Lisenby presented their proposal for the former Memorial Medical Center properties-plans for 80 to 100 units of 1-bed, 2-bed and 3-bed apartments and a fitness center for residents; a “Just Love Coffee” franchise; a two-year construction process; units will be rented at market rates, not subsidized; discussion on how the City can help with the development; discussion on possibly forming a TIF district; and 2) discussion on the Memorial Hospital, Inc. economic development loan with the City being paid off. City Attorney Wachsmuth presented the joint meeting of the Planning Commission and Economic Development Commission regarding: 1) presentation by Chris Straight, West Central Wisconsin Regional Planning Commission (WCWRPC ), Senior Planner, of draft “City of Neillsville Year 2033 Comprehensive Plan” elements for discussion and review- Utilities and Community Facilities element, Transportation element, Population and Housing element, Intergovernment Cooperation element, Economic Development element (Community Marketing and Branding; Economic Conditions, Strengths and Weaknesses; current Economic Plans and Designated Sites; Desired Businesses and Industries; Downtown Neillsville; Economic Development Needs and Initiatives; Economic Development Goals, Objectives and Policies) and land use maps. Mayor Murphy reported on the June 3, 2021 meeting of the Property Committee-City Hall and Police Department regarding: 1) discussion on interior fixes and reworking the teller station area quotes and hiring Erickson Construction to do the interior fixes and reworking the teller station area, 2) discussion on signage quotes for City Hall, directional, etc. from Stratford Sign Company and hiring Stratford Sign Company to build and install the large Neillsville City Hall sign, 3) discussion on carpeting versus carpet tile, 4) discussion on getting shelving and file cabinets from the old Memorial Hospital, 5) discussion on and approval to proceed with YouTube setup, 6) discussion on and approval to add the Police Station as the fifth site for IT upgrade by Bauernfeind, 7) presentation and discussion on the TDS Telecom proposal for a hosted telephone system with a one-time set up cost and re- occurring monthly charges and approval to proceed with the TDS Telecom hosted telephone system for the departments where it makes sense and 8) discussion on technology security. Council Member Neville reported on the June 3, 2021 meeting of the Heritage Days Committee regarding: 1) discussion on event security, 2) discussion on and request for extending park hours at Schuster Park on July 9 and 10, 2021 until 1:00 A.M., 3) discussion on games, prizes, t-shirts and poster, 4) discussion on and approval to hire Boon Creek Bank, for Saturday, July 10, 2021, 5) discussion on parade theme and prizes and 6) discussion on and acceptance of the Plinko Board from the Pay It Forward Pig Roast. Council Member Clough reported on the June 8, 2021 meeting of Commission on Public Works/Utilities regarding: 1) current activities and 2) discussion on fences. Mayor Murphy declared all reports filed as presented with the City Clerk. City Clerk Roehl stated that the next four agenda items were scheduled to be reviewed at the June 8, 2021 meeting by the Common Council at their January 12, 2021 and February 9, 2021 meetings. Mayor Murphy stated that the first item is extending the Public Health Leave to City employees. Motion Counsell to drop the Public Health Leave for City employees. Discussion on whether to have a motion to end it or just let it expire. Council Member Counsell withdrew her motion. There being no motion-the Public Health Leave to City employees is let to expire on June 8, 2021. Mayor Murphy stated Extending Raise to Poll Workers during COVID-19. There being no motion-the Extending Raise to Poll Workers during COVID-19 is let to expire on June 8, 2021. Mayor Murphy stated Clerk-Treasurer office personnel hazard pay. There being no motion-the Clerk-Treasurer personnel hazard pay is let to expire on June 8, 2021. Mayor Murphy stated Police Secretary hazard pay. There being no motion-the Police Secretary hazard pay is let to expire on June 8, 2021. Mayor Murphy presented a request from the Heritage Days Committee to extend the hours at Schuster Park under ordinance Section 7-8-4(a) and (c) to 1:00 A.M. on Friday, July 9, 2021 and Saturday, July 10, 2021 for the Heritage Days event. Motion Neville, second Clough, to approve the request under ordinance Section 7-8-4(a) and (c) from the Heritage Days Committee to extend the closing hours to 1:00 A.M. and the noise hours to 12:30 A.M. to allow the bands to play on Friday, July 9, 2021 and Saturday, July 10, 2021 in Schuster Park for the Heritage Days events. Chief of Police Mankowski reported on the Police Department core values, training, equipment purchase, upgrading their email (this was an unforeseen expense, but there was no choice), squad car repairs, working on Open Police Reports for 2019, May-citations, warnings, complaints, business checks and activity hours. City Attorney Wachsmuth reported that the Memorial Hospital, Inc. paid off it’s City Economic Development loan on May 28, 2021 and she will be doing the mortgage satisfaction. Council Member Clough reported on the Library’s bike safety event. They had 40 children participate. Clough thanked the Library, Police Department, Recreation Department, Public Works Department and Jerilyn St. Amand for their help with the event.
