COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM AUGUST 10, 2021 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Clough presiding. On roll call: Council Members Perrine and Neville – absent, Council Member Clough – present via telephone, all other members present. The minutes of the previous meeting were declared approved. Director of Public Works Friemoth reported on two burials at the Cemetery, lawn mowing and weed trimming, removing carpet at the new City Hall, fixed a water line in the Cemetery, removed dead bushes in the Cemetery, road construction began on W. Fifth Street (Ferguson Street to the West), the removal of the old concrete road base and installing new base went well, working on ditching, shaping and paving by the end of the week or early next week, hauling brush, Water Department-daily testing and maintenance, leak checking system, mowing wells and booster station, exercising water main valves, Sewer Department–I & I testing, replaced a riser cone on a manhole that had a hole in it, daily testing and lab work, plant and lift station maintenance. Roehl, Clerk ************ COMMON COUNCIL COUNCIL ROOM AUGUST 10, 2021 7:00 P.M. The Common Council met in regular session, Mayor Murphy presiding. On roll call: Council Members Perrine and Neville – absent, Council Member Clough – present via telephone, all other members present. The Pledge of Allegiance was recited. The minutes of the previous meetings were declared approved. Mayor Murphy reported on the August 3 and 5, 2021 meetings of the Personnel Committee regarding: 1) a closed session on reviewing and interviewing candidates for the City Custodian position and interviewing candidates for the Assistant Clerk-Treasurer position- the meeting adjourned in closed session; and 2) a closed session on reviewing and interviewing candidates for the Assistant Clerk-Treasurer position-the meeting adjourned in closed session. Mayor Murphy reported on the August 5, 2021 meeting of the Heritage Days Committee regarding discussion on the 2021 event and activities both in Schuster Park and downtown. Council Member Harnisch reported on the August 9, 2021 meeting of the Beautification Committee regarding: 1) discussion on and setting the Prock Park dedication for September 2, 2021 at 2:00 P.M., 2) discussion on Fall and Winter decorations and 3) discussion on landscaping the City of Neillsville’s new City Hall. Council Member Clough reported on the August 10, 2021 meeting of Commission on Public Works/Utilities regarding current activities. Mayor Murphy declared all reports filed as presented with the City Clerk. Maggie Gelhaus stated that a dog park can have a lot of advantages, but there are also disadvantages-you can’t tell if the dogs have been vaccinated, licensed or have behavioral issues. You can control a dog on a leash, but not when it is running loose. Dogs like people have different personalities and playing styles. Aggression is up to interpretation once a dog is hyped up it is hard to calm them down. Will the owners be paying attention or just drop their dogs off. She was also amazed at how close the site was to the playground, all the running around will turn it into dirt, with smell and drainage concerns. What about the long- term sustainability – who is going to assume clean up and liability – the City. She doesn’t see the advantages of a dog park in Listeman Park. Gelhaus requested that Mayor Murphy send “Letters of Appreciation” on behalf of the Police and Fire Commission to Cummins and Mayville Engineering Corporation (MEC) for letting their employees going when the fire siren blows and “Letters of Appreciation” on behalf of the Beautification Committee for Kathy Turner’s long-time service on the Committee and Russell’s contributions to Prock Park. City Clerk Roehl presented Kolin Schmitz Eagle Scout Project donations in the amount of $750 for the Cemetery landscaping project. Motion Counsell, second Harnisch, to accept and appropriate $750 to Account No. 57620 Parks Outlay and to thank the donors. All Aye. Chief of Police Mankowski reported on Taser training, personnel openings, purchase of a light bar, July-citations, warnings, complaints, business checks and activity hours. Tavern Operator’s License Applications: Morgan N. Bethea and Darcy L. Manuel Motion Clough, second Harnisch, to grant all the listed licenses. All Aye.
