Common Council Minutes The Common Council met at the City of Nekoosa Office Location: Council Chambers, 951 Market St. Nekoosa, WI 54457 Time: Tuesday, August 13th, 2024, at 7:00 P.M. Call to Order The meeting was called to order at 7:00pm by Mayor Daniel J. Carlson. The roll call was conducted by City Clerk Kallee Dhein. Roll Call Aldermen Present: Larry Krubsack, Adam Buehring, Anthony Carlson, Garrett Kuhn, Brian Krubsack, Michael Kumm, Daniel Downing, and Brad Hamilton Also in attendance was Rick Schmidt - Public Works Director, Michael Hartje - Fire Department Chief, Shawn Woods - Police Department Chief via Zoom, Bobbi Hertzberg - City Treasurer, Darla Allen - Library Director, Dennis Fenske, Mark Schroeder, Todd Falkner, and Gavin Grubafski Citizen Comment Issues with Meeting Notifications Todd Falkner raised concerns regarding the posting of meeting notices, suggesting that they should be more visibly posted to increase public engagement. The council acknowledged the issue and affirmed that they would take corrective action to improve public notifications. Leadership Address by Todd Falkner Todd Falkner, a former city employee, addressed the council regarding his experiences and disputes over his employment, specifically mentioning issues with the wastewater facility operations, unfulfilled promises, disrespect, and procedural lapses in the treatment plant management. He also detailed his experiences with suspended activities and inadequate responses from his superiors. Reading and Approval of Previous Common Council Minutes A motion was made to approve the minutes of the previous Common Council meeting on July 9th, 2024 as written. Motion by: Brad Hamilton Seconded by: Anthony Carlson Motion carried. Treasurer Report A motion was made to approve the Treasurer's report as written. Motion by: Brad Hamilton Seconded by: Anthony Carlson Motion carried. Committee Reports Personnel A motion was made to approve the minutes of the Personnel Committee report of August 6th, 2024 be accepted as written. Motion by: Brad Hamilton Seconded by: Anthony Carlson Motion carried. To the Honorable Mayor and members of the Nekoosa Common Council: A Personnel Committee meeting was held on Tuesday August 6, 2024 at 5:30 PM in the Nekoosa Council Chambers. Members present were: Brad Hamilton - Chairman, Larry Krubsack- Secretary, Mike Kumm and Anthony Carlson. Also in attendance were Police Chief Shawn Woods, Fire Chief Mike Hartje, Dan Downing, Darla Allen - Library Director, Bobbi Hertzberg, and Adam Buehring. Meeting Minutes: 1. Motion by Tony Carlson second by Mike Kumm to go into closed session pursuant to State Statute 19.85 (1) considering employment promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Motion carried. 2. Motion by Anthony Carlson second by Mike Kumm to go into open session pursuant to Wis. Stat. 19.85 (2) to make possible recommendations on matters in closed session. Motion carried. 3. Discussed former City Clerks benefit payout 4. Discussed Fire Chiefs retirement contribution 5. Recommend City Treasurer vacation schedule be adjusted to her initial hire date with the City of Nekoosa according to the handbook 6. Property Recreation and Human Affairs A motion was made to approve the minutes of the Property Recreation and Human Affairs Committee report of August 6th, 2024 be accepted as written. Motion by: Adam Behring Seconded by: Anthony Carlson Motion carried. To the Honorable Mayor and members of the Nekoosa Common Council: A Property Recreation and Human Affairs Committee meeting was held on Tuesday August 6th, 2024 at 5:00pm in the Nekoosa Council Chambers. Members present were: Adam Buehring - Chairman, Brad Hamilton- Secretary, Dan Downing and Brian Krubsack. Also in attendance were Larry Krubsack, Police Chief Shawn Woods, and Fire Chief Mike Hartje Meeting Minutes: 1. All members were present. 2. No citizens comment. 3. Recommend Nekoosa Lions and Nekoosa Athletic Association reserve Thompson Park for September 25, 2024. 4. Recommend Special Event Permit to Brandon Jacoby for his event to be held September 7, 2024 with approval of alcohol in the fenced area. Ways & Means A motion was made to approve the minutes of the Ways and Means Committee report of August 13th, 2024 be accepted as written. Motion by: Anthony Carlson Seconded by: Brad Hamilton Motion carried. To the Honorable Mayor and members of the Nekoosa Common Council: A Ways and Means Committee meeting was held on Tuesday August 13th at 6:30pm in the Nekoosa Council Chambers. Members present were: Anthony Carlson - Chairman, Larry Krubsack- Secretary, Garrett Kuhn and Michael Kumm. Also in attendance were Mayor Dan Carlson, Bobbi Hertzberg - City Treasurer, Brian Krubsack, Adam Behring, Kallee Dhein - City Clerk, Dan Downing, Brad Hamilton, Fire Chief Mike Hartje, and Police Chief Shawn Woods via Zoom. Meeting Minutes: 1. Audited all bills 2. Reviewed applications for beverage operator licenses please see list below. Discussed ordinance 12.02 (11) (b) 7. Recommend purchase of Workhorse Software Payroll Portal for $3,000.00 plus $250.00 annual maintenance fee 8. Recommend new city clerk receive city credit card with a limit of $5,000.00 9. Recommend city clerk attend 2024 WMCA annual conference per handbook 10. Recommend city court clerk attend Judicial education certificate programs on September 11-13, 2024 per handbook 11. New Business A motion was made to approve the various monthly reports from the Police Chief, Public Works Director, Fire Department, Community Center, Airport Commission, and Charles & JoAnn Lester Library. Motion by: Brad Hamilton Seconded by: Larry Krubsack Motion carried. Items for Future Meetings No items were brought up for the future council meeting. Approval of Claims: General Disbursements: Check #55941, #62400, #62440 - #62579 payments from 07/10/2024 – 08/13/2024 Total Expenditure from all Funds = $285,416.05 Water and Sewer Disbursements: Check #11605 - #11626 payments from 07/10/2024 – 08/13/2024 Total Expenditure from all Funds = $1,535,584.44 Payroll: Voucher # V12693- V12726 payments from 07/09/2024 – 08/13/2024 Total: $146,281.79 Adjournment A motion was made to adjourn the meeting.
