Common Council Minutes The Common Council met at the City of Nekoosa Office Location: Council Chambers, 951 Market St. Nekoosa, WI 54457 Time: Tuesday, January 14th, 2025, at 7:00 P.M. Call to Order The meeting was called to order at 7:00pm by Mayor Daniel J. Carlson. The roll call was conducted by City Clerk Kallee Dhein. Roll Call Aldermen Present: Anthony Carlson, Garrett Kuhn, Daniel Downing, Michael Kumm, Brad Hamilton, Larry Krubsack , Brian Krubsack and Adam Buehring. Also in attendance was Rick Schmidt - Public Works Director, Mike Hartje – Fire Chief, Shawn Woods – Police Chief, and Dennis Fenske. Attendance via Zoom: Darla Allen – Library Director and Nick Abts – City Attorney Citizen Comment No comments were brought to the attention of the council. Approval of Previous Common Council Minutes – December 10th, 2024 A motion was made to approve the minutes of the previous Common Council meeting on December 10th, 2024 as written. Motion by: Brad Hamilton Seconded by: Garrett Kuhn Motion carried unanimously. Treasurer Report – December 2024 A motion was made to approve the Treasurer's report as written. Motion by: Anthony Carlson Seconded by: Brad Hamilton Motion carried unanimously. Committee Reports Public Works A motion was made to approve the minutes of the Public Works Committee report of January 7th, 2025 to be accepted as written. Motion by: Larry Krubsack Seconded by: Brad Hamilton Motion carried unanimously. Meeting Minutes: 1. Recommend replacing the City Mechanics truck with a Ford F250 from W&H Ford, at a cost not to exceed $48,120.50. 2. Recommend implementing our updated city sidewalk ordinance: Section 1 Subsection 8.10(5). 3. Discussed updating the city’s forestry ordinance. 4. Discussed the possibility of reconstructing 2nd Street to include sanitary sewer and watermain from Patton Street to Prospect Avenue. 5. Recommend issuing out current Lead Wastewater Operator, Derek Freeman, a city credit card. 6. Recommend removal of trees and debris on the triangle shaped lot located north of the wastewater plant. Public Safety A motion was made to approve the minutes of the Public Safety Committee report of January 7th, 2025 to be accepted as written. Motion by: Brian Krubsack Seconded by: Brad Hamilton Motion carried unanimously. Meeting Minutes: 1. Discussed Fire Department monthly report. 2. Recommend sending up to 5 firefighters to WI State Firefighters Association conference in Middleton, March 6th-8th, 2025 per handbook. 3. Discussed Police Department monthly report. 4. Recommend purchasing 2 laptops with docking stations, 2 squad car radio heads, and 2 new siren light controllers for $12,300. 5. Recommend sending police chief to the State Police Chief’s Conference in Wisconsin Dells February 9th- 12th, 2025. Property Recreation and Human Affairs A motion was made to approve the minutes of the Property Recreation and Human Affairs Committee report of January 7th, 2025 to be accepted as written. Motion by: Adam Buehring Seconded by: Anthony Carlson Motion carried unanimously. Meeting Minutes: 1. Discussed S.C. Swiderski development agreement for Lynn Creek Village on Peckham Rd. 2. Recommend change order for poor soil on the Kautzer Building project for $34,515.80. Respectfully submitted, Brad Hamilton, Secretary Motion that Item 2 of the Property Recreation and Human Affairs Committee Meeting be adopted for action. Motion by: Adam Buehring Seconded by: Brad Hamilton Roll call vote: 8 Ayes, 0 Nays. Motion carried unanimously. Personnel A motion was made to approve the minutes of the Personnel Committee report of January 7th, 2025 to be accepted as written. Motion by: Brad Hamilton Seconded by: Anthony Carlson Motion carried unanimously. Meeting Minutes: 1. Motion by Carlson, seconded by Kumm to go into closed session pursuant to WI Stat. 19.85 (1) © to discuss bonus for City Clerk and City Treasurer. All members voted yes. 2. Motion by Kumm, seconded by Carlson to go into open session pursuant to WI Stat. 19.85 (2) © to make recommendations on closed session items. All members voted yes. 3. Recommend $500.00 bonus to both the clerk and the treasurer. Respectfully submitted, Larry Krubsack, Secretary Motion that Item 3 of the Personnel Meeting be adopted for action. Motion by: Brad Hamilton Seconded by: Larry Krubsack Roll call vote: 8 Ayes, 0 Nays. Motion carried unanimously. Ways & Means A motion was made to approve the minutes of the Ways & Means Committee report of January 14th, 2025 be accepted as written. Motion by: Anthony Carlson Seconded by: Brad Hamilton Motion carried unanimously. Meeting Minutes: 1.) Audited the bill list 2.) Recommend $4,000.00 donation to For Nekoosa. 3.) Recommend Operator’s Beverage Licenses for the following: Jason Getzloff, Gair Walta, Theresa Walta, Bruce Layton, Coby Schesel, David Rheinschmidt, and Dustin Moody. Respectfully submitted, Larry Krubsack, Secretary Motion that Item 1,2, and 3 of the Ways and Means Committee Meeting be adopted for action. Motion by: Anthony Carlson Seconded by: Brad Hamilton Roll call vote: 8 Ayes, 0 Nays. Motion carried unanimously. Old Business No old business items were brought forward for discussion. New Business Hiring Vierbicher consultants for engineering design services for sewer, water, and road replacement on 2 nd Street from Patton Avenue to Prospect Avenue. A motion was made to hire Vierbicher consultants for engineering of 2nd Street project for a total to not exceed $15,400.00. Motion by: Brad Hamilton Seconded by: Larry Krubsack Motion carried unanimously. Approval of all Department Reports A motion was made to approve the various monthly reports from the Police Chief, Public Works Director, Fire Department, Community Center, Airport Commission, and Charles & JoAnn Lester Library. Motion by: Brad Hamilton Seconded by: Garrett Kuhn Motion carried unanimously. Audit Bill List / Approval of Bills General Disbursements: Check #62952 - #63074 payments from 12/11/2024 – 01/14/2025 Total Expenditure from all Funds = $1,169,210.50 Water and Sewer Disbursements: Check #11717-11739 payments from 12/11/2024 – 01/14/2025 Total Expenditure from all Funds = $48,246.38 Payroll: Check #56143-56171 Voucher #V13018- V13136 payments from 12/11/2024 – 01/14/2025 Total: $166,535.07 A motion was made to approve the bills for the month. Citizen Comment During the Citizens Comment period of the agenda, the council welcomes comments from any city resident on any item not on the agenda. Each person wishing to speak will have up to 10 minutes to speak, unless more time is granted by the council. Discussion and possible action on the purchase of a new Ford F250 Mechanics truck from V&H Ford. ii. Discussion and possible action on updating the sidewalk ordinance on cost and repairs. Presentation by Nicholas Abts, City Attorney. iii. Discussion, review, and possible action on an updated forestry ordinance and newsletter to residents. Presentation by Kelli Tuttle, Bluestem Forestry. iv. Discussion and possible action on reconstructing 2nd St. including sanitary sewer and watermain from Patton Street to Prospect Avenue, by possibly utilizing TID 3 funds. v. Discussion and possible action on providing a Public Works credit card to Derek Freeman as Lead Operator of the wastewater plant. It is possible that the members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above-stated meeting to gather information; no action will be taken by any governmental body at the above-stated meeting other than the City Common Council. vi. Discussion and possible action on evaluating ownership and next steps for the property located on the North-Side triangle at the wastewater plant. vii.
