Common Council Minutes
The Common Council met at the City of Nekoosa Office
Location: Council Chambers, 951 Market St. Nekoosa, WI 54457
Time: Tuesday, December 10th, 2024, at 7:00 P.M.
Call to Order
The meeting was called to order at 7:00pm by Mayor Daniel J. Carlson. The roll call was conducted by City Clerk
Kallee Dhein.
Roll Call
Aldermen Present: Anthony Carlson, Garrett Kuhn, Daniel Downing, Michael Kumm, Brad Hamilton, and Larry
Krubsack
Brian Krubsack and Adam Buehring were noted as absent.
Also in attendance was Rick Schmidt - Public Works Director, Mike Hartje – Fire Chief, Randy Soika, and Dennis
Fenske
Citizen Comment
No citizens were present for comment.
Approval of Previous Common Council Minutes – November 12th, 2024
A motion was made to approve the minutes of the previous Common Council meeting on November 12th,
2024 as written.
Motion by: Anthony Carlson Seconded by: Garrett Kuhn Motion carried unanimously.
Treasurer Report – November 2024
A motion was made to approve the Treasurer's report as written.
Motion by: Brad Hamilton Seconded by: Larry Krubsack Motion carried unanimously.
Committee Reports
Personnel
A motion was made to approve the minutes of the Personnel Committee report of December 3rd, 2024 to be
accepted as written.
Motion by: Brad Hamilton Seconded by: Garrett Kuhn Motion carried unanimously.
Meeting Minutes:
1. Recommend part-time employees hired after November 12th, 2024 do not receive benefits.
2. Recommend League of Wisconsin Municipalities premium for $112,886.00
3. Gave Assistant Chief Josh Kolo and Detective Brian Machon length of service awards.
4. Swear in new Police Officer Logan J. Otto.
5. Motion by Kumm, Second by Carlson to go into closed session pursuant to WI. Stats 19.85(1) © to
address Nekoosa Police Union contract. All members voted yes.
6. Motion by Carlson, Second by Kumm to go into open session pursuant to WI. Stats 19.85 (2) © to make
recommendations on closed session items. All members voted yes.
7. Recommend approving changes to the life and disability insurance for the 2025/2026 police contract.

Public Works
A motion was made to approve the minutes of the Public Works Committee report of December 3rd, 2024 to
be accepted as written.
Motion by: Larry Krubsack Seconded by: Anthony Carlson Motion carried unanimously.
Meeting Minutes:
1. Recommend allowing Aiden Meyers to install fishing line removal locations for an Eagle Scout
project at several locations along the river.
2. Discussed updating our current urban forestry ordinance.
3. Discussed updating our city-wide banners that are placed on the streetlight poles.
4. Recommend approving an agreement with Vierbicher consultants on final documents and
construction services for fishing pier and streambank erosion at a cost not to exceed $22,800.
5. Recommend approving the newly drafted wellhead protection overlay district ordinance.
6. Recommend hiring Crane Engineering to replace influent pump #3 at the wastewater plant at a cost
not to exceed $26,000.
7. Discussed TID 1 and TID 2 available funds for capital projects.
8. Discussed and reviewed public works workload and work efficiency for 2024. Recommend a one-
time bonus to 8 employees for a total not to exceed $4,000.00.
9. Recommend allowing one public works employee to attend a ground water training on February
11th,12th, and 13th in Madison and a water distribution training on February 18th,19th, and 20th
in Madison per handbook.
10. Recommend sending public works director to Ehlers public finance seminar on February 13 th and
14th per handbook.

Property Recreation and Human Affairs
A motion was made to approve the minutes of the Property Recreation and Human Affairs Committee
report of December 3rd, 2024 to be accepted as written.

Meeting Minutes:
1. Discussed Shelter 1 at Riverside Park.
2. Discussed Kautzer Park Shelter construction.
3. Recommend replacing 6 holiday lights for the streetlights.
4. Recommend replacing holiday lights at community center for $1,500.00 approximately.

A motion was made to approve the minutes of the Property Recreation and Human Affairs Committee
report of December 3rd, 2024 to be accepted as written.

Meeting Minutes:
1. Discussed the Fire Department monthly report.
2. Discussed the Police Department monthly report.
3. Recommend purchasing new K9 squad for approximately $72,000 with upfit.

Committee of the Whole Meeting – November 19th, 2024
A motion was made to approve the minutes of the Committee of the Whole report of November 19th, 2024
to be accepted as written.

Meeting Minutes:
1. Recommend employer paid short- and long-term disability starting in 2025 and add it to the handbook.
2. Open Public Hearing to final Budget
3. Close Public Hearing to final Budget
4. Recommend adoption of 2025 Municipal Levy Limit for a total of $1,509,500.00

A motion was made to approve the minutes of the Committee of the Whole report of December 5th, 2024 to
be accepted as written.

Meeting Minutes:
1. Recommend amending the budget by decreasing the levy by $300,000, therefore making a total levy of
$1,209,500 and a mill rate of $14.52/thousand.

Meeting Minutes:
1.) Audited the bills.
2.) Recommend alcohol beverage license & beverage operator license for Jorge Torres Torres.
3.) Recommend sending Mayor and interested alderman to Centergy Wisconsin Days, April 9th & 10th per
handbook.
4.) Recommend purchase of laptop for City Clerk and a laptop for Council Chambers.

note that once the City of Nekoosa Common Council begins discussion on an agenda item no further
comment will be allowed from the public on that issue.
