Common Council – Special Statutory Minutes
The Common Council met at the City of Nekoosa Office
Location: Council Chambers, 951 Market St. Nekoosa, WI 54457
Time: Tuesday, November 4th, 2025, at 5:00 P.M.
Call to Order
The meeting was called to order at 5:00pm by Mayor Daniel J. Carlson. The roll call was conducted by City Clerk
Kallee Ferk.
Roll Call
Aldermen Present: Larry Krubsack, Alan Marcoux, Brian Lytner, Mike Kumm, Anthony Carlson, Dan Downing,
Brad Hamilton, and Garett Kuhn
Also in attendance was Rick Schmidt - Public Works Director, Mike Hartje – Fire Chief, Shawn Woods – Police
Chief
Attendance via Zoom: Darla Allen – Library Director, Bobbi Hertzberg – Treasurer, and Jon Trautman –
Accountant with CLA
Citizen Comment
No comments were brought to the attention of the council.
Committee Reports
Committee of the Whole
A motion was made to approve the minutes of the Committee of the Whole report of October 28th, 2025 be
accepted as written.
Motion by: Larry Krubsack Seconded by: Brad Hamilton Motion carried unanimously.
Meeting Minutes:
1.) Discussion of city budget for 2026 with Jon Trautman – from Clifton Larson Allen (see minutes for
further details)
2.) Recommend 8% health insurance increase option for 2026 with Security Health Plan.

Kallee Ferk corrected that the insurance has since called after this meeting and altered the rate increase to
5.58% instead of 8%.
Motion that the 5.58% increase with the health insurance be adopted for action.
Motion by: Brad Hamilton Seconded by: Garett Kuhn Roll call vote: 8 Ayes, 0 Nays.
Motion carried unanimously.
Old Business
No old business items were brought forward for discussion.
New Business
Discussion and possible action on Wisconsin Rapids ambulance contract.
Wisconsin Rapids presented their final contract to the City of Nekoosa for ambulance services. The contract
details a per capita rate of $56.00 and a clause that does not allow the per capita to go up more than 7% each
year to allow restriction of inflation. The contract also details the stipulations on buyout of the contract. A 1-
year notice needs to be given in advance for any alterations to the contract that is set to last from 2026-2029.
Motion that the Wisconsin Rapids Ambulance Contract be adopted for action.
Motion by: Brad Hamilton Seconded by: Anthony Carlson Roll call vote: 8 Ayes, 0 Nays.
Motion carried unanimously.
Discussion and possible action on final budget summary for 2026 with Jon Trautman.
Jon Trautman zoomed into the meeting to confirm the budgetary numbers before they got sent to the
newspaper for publication. After all changes were made, including the decrease in the health insurance
renewal, the current out of balance budget number was $158,659. He mentioned that if changes were not
made at the final budget hearing to correct this, fund balance would be applied to cover the difference. He
said that with these numbers the final levy number would be $1,333,099. The date of the final budget hearing
was set for Wednesday, November 26th, 2025 at 5:30pm.
Motion that the levy limit of $1,333,099 for the 2026 budget be adopted for action.
Motion by: Mike Kumm Seconded by: Brad Hamitlon Roll call vote: 7 Ayes, 1 Nays.
Alan Marcoux voted no.

A motion was made to adjourn the meeting.

cannot engage in conversation with you but may ask questions. The council may refer the item to staff,
a standing committee, or a future meeting for discussion and possible action. Each person wishing to
speak will have up to 10 minutes to speak, unless more time is granted by the council. If you wish to
speak, we ask that you submit a card to the secretary or clerk providing your name, address, and topic
for discussion.
The council will also take comments from the public on agenda items as called for by the Mayor. Please
note that once the City of Nekoosa Common Council begins discussion on an agenda item no further
comment will be allowed from the public on that issue.
