Common Council Agenda The Common Council will meet at the City of Nekoosa Office Location & Address: Council Chambers, 951 Market St. Nekoosa, WI 54457 Time: Tuesday, April 8th, 2025, at 7:00 P.M. This meeting can be streamed via Zoom, see the link attached: Click Here The agenda is as follows: 1. Call to Order 2. Roll Call 3. Citizen Comment During the Citizens Comment period of the agenda, the council welcomes comments from any city resident on any item not on the agenda. Please know that pursuant to State law the council members cannot engage in conversation with you but may ask questions. The council may refer the item to staff, a standing committee, or a future meeting for discussion and possible action. Each person wishing to speak will have up to 10 minutes to speak, unless more time is granted by the council. If you wish to speak, we ask that you submit a card to the secretary or clerk providing your name, address, and topic for discussion. The council will also take comments from the public on agenda items as called for by the Mayor. Please note that once the City of Nekoosa Common Council begins discussion on an agenda item no further comment will be allowed from the public on that issue. 4. Approval of Previous Common Council Minutes – March 11th, 2025 5. Treasurer Report 6. Committee Reports a. Public Safety i. Discussed Fire Department monthly report. ii. Recommend Fire Department Cadet program. iii. Recommend 2 attend Wisconsin State Fire Chiefs Conference in Wisconsin Dells June 18th-22nd, 2025 per handbook. iv. Discussed Police Department monthly report. v. Recommend purchasing a computer for the Fire Chief. b. Public Works i. Recommend accepting the lowest bid from Precision Grading and Utilities for the 2nd Street reconstruction project at a sum not to exceed $389,903.20. It is possible that the members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above-stated meeting to gather information; no action will be taken by any governmental body at the above-stated meeting other than the City Common Council. ii. Recommend allowing Vierbicher to move forward with the bidding process for the fishing pier project in 2025. iii. Recommend approving B&M Technical Services to replace the airlines and fittings at the water filtration plant at a cost not to exceed $7,921.00. iv. Recommend hiring Econ Electric to replace 2 explosion proof heaters at the wastewater plant at a cost not to exceed $16,410.00. v. Recommend approving the 2025 road petitions with the Wood County Highway Department. vi. Discussed findings of the title search for the property located immediately north of the wastewater plant. c. Property Recreation and Human Affairs i. Motion by Hamilton seconded by Downing to go into closed session pursuant to WI. Stats. 19.85 (1) © to discuss the development agreement with SC Swiderski. Motion carried. ii. Motion by Hamilton seconded by Downing to go into open session pursuant to WI. Stats. 19.85 (2) © to address the development agreement with SC Swiderski. Motion carried. iii. Recommend accepting SC Swiderski proposal. iv. Discussed Kautzer building and renting format. v. Recommend Sherri Lancour purchase Lot 33 (855 Brook Trout Court) for $4,500.00. vi. Discussed allowing Kay Marceau to install a swing set to the Kautzer play area. vii. Discussed adding shelter to the Point Basse and Freeman Park. viii. Discussed tennis courts at Kautzer Park. d. Ways & Means i. Discussion and possible action on a cybersecurity insurance proposal from League Insurance. ii. Discussion and possible action on keeping minutes for committee meetings. iii. Audit Bill List. iv. License applications. v. Donations / Seminars / Conferences / Equipment / Meetings 7. Old Business 8. New Business a. Discussion and possible action on Police Department Budget Resolution. b. Discussion and possible action on Resolution No. 05-2025 – TID 1 Affordable Housing Extension Resolution. c. Discussion and possible action on Resolution No. 06-2025 – TID 1 Termination Resolution. d. Discussion and possible action on Resolution No. 07-2025 – TID 2 Affordable Housing Extension Resolution. e. Discussion and possible action on Resolution No. 08-2025 - TID 2 Termination Resolution. f.
