Common Council Minutes The Common Council met at the City of Nekoosa Office Location: Council Chambers, 951 Market St. Nekoosa, WI 54457 Time: Tuesday, April 8th, 2025, at 7:00 P.M. Call to Order The meeting was called to order at 7:01pm by Mayor Daniel J. Carlson. The roll call was conducted by City Clerk Kallee Dhein. Roll Call Aldermen Present: Anthony Carlson, Garrett Kuhn, Daniel Downing, Michael Kumm, Brad Hamilton, and Larry Krubsack. Brian Krubsack and Adam Buehring were noted as absent. Also in attendance was Rick Schmidt - Public Works Director, Mike Hartje – Fire Chief, Shawn Woods – Police Chief, Darla Allen – Library Director, Brian Lytner, Dennis Fenske, and Jerry Carlson. Attendance via Zoom: Nick Abts – City Attorney Citizen Comment No comments were brought to the attention of the council. Approval of Previous Common Council Minutes – March 11th, 2025 A motion was made to approve the minutes of the previous Common Council meeting on March 11th, 2025, as written. Motion by: Brad Hamilton Seconded by: Garrett Kuhn Motion carried unanimously. Treasurer Report A motion was made to approve the Treasurer’s Report as written. Motion by: Larry Krubsack Seconded by: Brad Hamilton Motion carried unanimously. Committee Reports Public Safety A motion was made to approve the minutes of the Public Safety Committee report of April 1st, 2025 to be accepted as written. Motion by: Brad Hamilton Seconded by: Anthony Carlson Motion carried unanimously. Meeting Minutes: 1. Discussed Fire Department monthly report. 2. Recommend Fire Department Cadet program. 3. Recommend 2 attend Wisconsin State Fire Chiefs Conference in Wisconsin Dells June 18th-22nd, 2025 per handbook. 4. Discussed Police Department monthly report. 5. Recommend purchasing a computer for the Fire Chief. Respectfully submitted, Brad Hamilton, Secretary Motion that Item 2,3, and 5 of the Public Safety Committee Meeting be adopted for action. Public Works A motion was made to approve the minutes of the Public Works Committee report of April 1st, 2025 to be accepted as written. Motion by: Larry Krubsack Seconded by: Brad Hamilton Motion carried unanimously. Meeting Minutes: 1. Recommend accepting the lowest bid from Precision Grading and Utilities for the 2nd Street reconstruction project at a sum not to exceed $389,903.20. 2. Recommend allowing Vierbicher to move forward with the bidding process for the fishing pier project in 2025. 3. Recommend approving B&M Technical Services to replace the airlines and fittings at the water filtration plant at a cost not to exceed $7,921.00. 4. Recommend hiring Econ Electric to replace 2 explosion proof heaters at the wastewater treatment plant at a cost not to exceed $16,410.00. 5. Recommend approving the 2025 road petitions with the Wood County Highway Department. 6. Discussed findings of the title search for the property located immediately north of the wastewater plant. Property Recreation and Human Affairs A motion was made to approve the minutes of the Property Recreation and Human Affairs Committee report of April 1st, 2025 to be accepted as written. Motion by: Brad Hamilton Seconded by: Larry Krubsack Motion carried unanimously. Meeting Minutes: 1. Motion by Hamilton, seconded by Downing to go into closed session pursuant to WI Stats. 19.85 (1) © to discuss the development agreement with S.C. Swiderski. Motion carried. 2. Motion by Hamilton, seconded by Downing to go into open session pursuant to WI Stats. 19.85 (2) © to address the development agreement with S.C. Swiderski. Motion carried. 3. Recommend accepting S.C. Swiderski proposal. 4. Discussed Kautzer building and renting format. 5. Recommend Sherri Lancour purchase Lot 33 (855 Brook Trout Court) for $4,500.00. 6. Discussed allowing Kay Marceau to install a swing set in the Kautzer play area. 7. Discussed adding shelters to the Point Basse and Freeman Parks. 8. Discussed the tennis courts at Kautzer Park. Ways & Means A motion was made to approve the minutes of the Ways & Means Committee report of April 8th, 2025 be accepted as written. Motion by: Anthony Carlson Seconded by: Brad Hamilton Motion carried unanimously. Meeting Minutes: 1.) Discussed sponsorship opportunities with the Heart of Wisconsin Chamber of Commerce. 2.) Recommend cyber insurance proposal from the League of Wisconsin Municipalities insurance for $1,606.00 per year. (Deductible $2,500, Coverage Limit $1,000,000) 3.) Discussion on keeping minute recordings for committee meetings the same. 4.) Audited all the bills. 5.) Recommend beverage operator licenses for Danielle Smith at GPM and Ariana Garza at the Edge. 6.) Recommend City Treasurer attend Spring Municipal Treasurer’s Conference in Elkhart Lake on May 1 st and 2nd, 2025 per handbook. New Business Discussion and possible action on Police Department Budget Resolution. The police chief explained the history and reasoning behind the proposed budget resolution. About seven years ago, a procedural adjustment was made in how revenues are accounted for in expense accounts. The current situation requires a budget adjustment to fix an issue with how revenues were being budgeted in operational accounts. The proposed resolution would raise the budget by $45,000 in two different accounts: the expense account of law enforcement wages and salaries, and the revenue account fund balance. This adjustment is intended to correct the budgeting procedure and make things right moving forward. There was a brief discussion about the source of the funds and the impact on the general fund. The police chief mentioned that they typically come in at about 80-85% of their budget, so they hope to absorb most of the adjustment through normal budget under-spending. Motion that the Police Department Budget Resolution be adopted for action. Motion by: Anthony Carlson Seconded by: Larry Krubsack Roll call vote: 6 Ayes, 0 Nays. Motion carried unanimously. Discussion and possible action on resolutions to terminate TID 1 and TID 2. Rick explained that the city was closing TIF districts number 1 and 2. Before closing each district, there is an opportunity to allocate a portion of the remaining funds to an affordable housing fund. He provided examples of how other communities have used similar funds for various housing-related projects. The council then proceeded to vote on four separate resolutions related to the TIF districts and affordable housing extensions: Motion that Resolution No. 05-2025 – TID 1 Affordable Housing Extension Resolution be adopted for action. Motion by: Brad Hamilton Seconded by: Larry Krubsack Roll call vote: 6 Ayes, 0 Nays. Motion carried unanimously. Motion that Resolution No. 06-2025 – TID 1 Termination Resolution be adopted for action. Motion by: Brad Hamilton Seconded by: Anthony Carlson Roll call vote: 6 Ayes, 0 Nays. Motion carried unanimously. Motion that Resolution No. 07-2025 – TID 2 Affordable Housing Extension Resolution be adopted for action. Motion by: Anthony Carlson Seconded by: Brad Hamilton Roll call vote: 6 Ayes, 0 Nays. Motion carried unanimously. Motion that Resolution No. 08-2025 – TID 2 Termination Resolution be adopted for action. Motion by: Brad Hamilton Seconded by: Anthony Carlson Roll call vote: 6 Ayes, 0 Nays. Approval of all Department Reports A motion was made to approve the various monthly reports from the Police Chief, Public Works Director, Fire Department, Community Center, Airport Commission, and Charles & JoAnn Lester Library.
