Common Council Meeting - March 11th, 2025

Common Council Agenda The Common Council will meet at the City of Nekoosa Office Location & Address: Council Chambers, 951 Market St. Nekoosa, WI 54457 Time: Tuesday, March 11th, 2025, at 7:00 P.M. Citizen Comment During the Citizens Comment period of the agenda, the council welcomes comments from any city resident on any item not on the agenda. Please know that pursuant to State law the council members cannot engage in conversation with you but may ask questions. The council may refer the item to staff, a standing committee, or a future meeting for discussion and possible action. Each person wishing to speak will have up to 10 minutes to speak, unless more time is granted by the council. If you wish to speak, we ask that you submit a card to the secretary or clerk providing your name, address, and topic for discussion. The council will also take comments from the public on agenda items as called for by the Mayor. Please note that once the City of Nekoosa Common Council begins discussion on an agenda item no further comment will be allowed from the public on that issue. 4. Approval of Previous Common Council Minutes – February 11th, 2025 5. Committee Reports a. Public Works i. Recommend Safe Step for sidewalk inspections and repair. ii. Recommend mailing a newsletter to all residents on best practices on disposal of fats, oils, and grease, also with a separate letter sent to business owners, schools, and churches about requirement of maintenance inspections of all grease traps to reduce grease entering the Wastewater Treatment Plant. iii. Recommend Vierbicher to proceed with obtaining bids for reconstruction of 2nd St. from Patton Ave. to Prospect Ave. this summer. iv. Recommend Precision Grading and Utilities to proceed with the replacement of 3 eight- inch water valves and one hydrant. v. Recommend hiring Precision Grading and Utilities to grade the City’s compost area in the industrial park, at a cost not to exceed $10,000.00. It is possible that the members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above-stated meeting to gather information; no action will be taken by any governmental body at the above-stated meeting other than the City Common Council.  vi. Recommend buying a new 72” Bobcat mower, $9,985.00 plus trade, and a new 48” Bobcat mower $6,989.00 plus trade with the funds coming from the various Park Outlay accounts. vii. Discussion on the grant approval process on the construction of the fishing pier and shoreline stabilization. viii. Recommend purchase of 20 trees to be planted along the street boulevards this spring at a cost not to exceed $5,085.00. ix. Recommend a change order for the Water and Wastewater SCADA project at a cost of $13,106.00. x. Recommend attendance of 2 water department employees at the Wisconsin Rural Water Conference per handbook. xi. Recommend purchase of a rolling tool cart, vise, and various tools at a cost of $1,000.00. b. Property Recreation & Human Affairs i. Recommend updating B2 zoning district ordinance. ii. Recommend lease extensions for Riverside Park, Point Basse Park, and the City of Nekoosa Recreational Trail for 10 years. iii. Recommend Nekoosa Walleye Days use the public works garage for the weekend of April 12th and 13th, 2025 for Jim Freeman Memorial and Kids Fishing Tournament. c. Public Safety i. Discussed Fire Department monthly report. ii. Recommend updated Fire Department by-laws. iii. Discussed Police Department monthly report. iv. Discussed police equipment. v. Discussed Police Department goal setting workshop. vi. Discussed county-wide special response team invitation. vii. Recommend sending 1 police officer to armorer certification in Madison on March 24th and 25th, 2025. d. Personnel i. Recommend Budget distribution of $10,000.00 to EMS portion of the Fire Department. ii. Discussed communication of time off for full-time employees. iii. Motion by Kumm, seconded by Carlson to go into closed session pursuant to WI Stats 19.85 (1) © to discuss WRS payment category for Assistant Fire Chief. All members voted yes. iv. Motion by Carlson, seconded by Kumm to go into open session pursuant to WI Stats 19.85 (2) © to make possible recommendations form closed session. All members voted yes. v. Recommend changing Assistant Fire Chief’s WRS category from 30 – General to 33- Protective with Social Security dating back to April 14th, 2009. Further discussion on looking into the WRS hours of Fire Chief and Assistant Fire Chief. It is possible that the members of and possibly a quorum of members of other governmental bodies of the municipality may be in attendance at the above-stated meeting to gather information; no action will be taken by any governmental body at the above-stated meeting other than the City Common Council.  vi. Motion by Carlson, seconded by Kumm to go into closed session pursuant to WI Stats 19.85 (1) © to discuss Mayor and Council wages. All members voted yes. vii. Motion by Kumm, seconded by Carlson to go into open session pursuant to WI Stats. 19.85 (2) to make possible recommendations on closed session items. viii. Recommend raising Mayor’s salary to $1,200.00 a month to take effect on May 1st, 2026. ix. Recommend raising Council wages to $150.00 for chairman of committee and $100.00 for committee member/council meeting effective May 1, 2027. e. Ways & Means i. Discussion and possible action on City Hall door key fob system access. ii. Audit Bill List. iii. License applications. iv. Donations / Seminars / Conferences / Equipment / Meetings 6. Old Business 7. New Business a. Discussion on presentation of Nekoosa School District Referendum from District representatives. b. Discussion and possible action on the presentation of a potential reevaluation of properties in 2026 by Forward Appraisal. c.
