Resolutions & Action Items A) Approval of the appointment of one individual to the Historic Landmark Commission for a term ending April 7, 2020. Sandy Paulos, Assistant Director of Finance C) Approval to authorize the City Manager to enter into a development agreement between the City of New Braunfels and Laubach Partners, LLC for traffic mitigation improvements to the Laubach Subdivision as part of the Klein Road Reconstruction Project. Matthew Eckmann, Facilities and Real Estate Manager D) Approval of the grant contract for the Routine Airport Maintenance Program through the Texas Department of Transportation in the amount of up to $50,000 for eligible maintenance expenses; and authorizing the City Manager to accept funds and to execute all contract documents associated with grant. Robert Lee, Airport Director E) Approval of a contract with Capital Excavation for roadway and drainage construction services; authority for the City Manager to approve any changes up the contingency amount for project expenditures; a contract with Raba Kistner Consultants for materials testing services; and approval for additional design and ROW services with Pawelek & Moy for the Live Oak/Katy Street Improvements Project as part of the 2013 Bond Program. Amy McWhorter, Historic Preservation Officer K) Approval of the second and final reading of an ordinance regarding the proposed rezoning to apply a Special Use Permit to allow a bed and breakfast in the “R-2” Single-Family and Two-Family District on approximately 0.32 acres, on property addressed at 612 E. Common Street. Stacy Snell, Planning and Community Development Assistant Director L) Approval of the second and final reading of an ordinance amending Chapter 106 - Signs, to move the location of Subdivision Entry Signs from Sec. 106-10(b)(13) to Sec. 106-14(b)(8) Permanent On-Premise Sign Regulations. INDIVIDUAL ITEMS FOR CONSIDERATION A) Discuss and consider approval of the second and final reading of an ordinance prohibiting the intentional feeding of wildlife within city limits. Robert Camareno, City Manager C) Discuss and consider approval of a resolution of the City of New Braunfels ratifying the increase in revenue generated by the 2018 property tax rate included in the FY 2018-19 Annual Budget. Barron Casteel, Mayor I) Discuss and consider approval of a resolution recommended by the New Braunfels Economic Development Corporation for a $550,000 incentive agreement with Calendar Holdings LLC for the creation of 66 primary jobs.
