Mayor Brockman called this meeting to order at 6:04 p.m.

Mayor Pro Tem Bowers provided the Invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Brockman led the Pledge of Allegiance and the Salute to the
Texas Flag.
CITIZENS' COMMUNICATIONS
This time is for citizens to address the City Council on issues and items of concerns
not on this agenda. In the interest of protecting the City's network and data, we are
not accepting flash drives or electronic files to be used during Citizens
Communications. Please use hard copies or the overhead projector for any
documents you would like Mayor/Council to view. There will be no City Council
action at this time.
The following individuals spoke at this time: David Warmke,
JoeyLynn Mesaros, Alex Straner, and Jim Holster.
PRESENTATIONS:
A) Update on the New Braunfels Housing Authority.
Mayor Brockman read the aforementioned item.
Henry Alvarez presented this item using a PowerPoint and answered
questions from council.

1. MINUTES
A) Approval of the minutes for the regular and special session council
meetings for December 12, 2022.
Mayor Brockman read the aforementioned caption.
Councilmember Hurta moved to approve this item. Mayor Pro Tem
Bowers seconded the motion which passed unanimously.
2. CONSENT AGENDA
All items listed below are considered to be routine and non-controversial by the
City Council and will be approved by one motion. There will be no separate
discussion of these items unless a Councilmember or citizen so requests, in which
case the item will be removed from the consent agenda and considered as part of
the normal order of business. Citizens must be present to pull an item.
Resolutions & Action Items
A) Approval of a resolution ratifying two Memorandums of Understanding
for FY2020 and FY2021, between Comal County and the City of New
Braunfels regarding joint allocations of funding provided by the
Edward Byrne Memorial Justice Assistance Grant Program for these
grant program years with local solicitation to fulfill administrative
requirements.
B) Approval to renew the following annual contracts, as allowed for by
their contract language and in accordance with City Charter Section
9.17: MCCi for LaserFische annual subscriptions and support,
Granicus, Inc. for agenda management software, RPS Infrastructure,
Inc. for on-call traffic impact analysis, Tip Top/Hill Country Cleaners
and Star Brite Cleaners for Uniform Dry Cleaning, The Levy Company
for Installation and Maintenance of Traffic Signal and Related Devices,
and GOV OS Inc. for License and Tax Remittance.
C) Approval for a contract with KSA Engineers, Inc. for siting,
environmental, and design services to support the subsequent
construction of a new air traffic control tower for the New Braunfels
National Airport utilizing funding provided by a Federal Aviation
Administration (FAA) Discretionary Grant.

D) Approval of a resolution supporting the submission of City of New
Braunfels projects to the Texas Department of Transportation
statewide Call for Projects for Transportation Alternatives Set-aside
Program funding.
E) Approval of a purchase with Sequel Data Systems Incorporated for
installation and one year of technical support for a comprehensive
backup solution.
F) Approval of a construction contract with D&D Contractors, Inc. for the
County Line Road Improvements Project and authorization for the City
Manager to approve change orders up to the contingency amount.
G) Approval of a purchase with GTS, Inc for a five-year license
subscription for the City’s virtual computing licenses.
H) Approval of a purchase with Bluebonnet Motors, Inc. for four (4)
heavy-duty trucks to support various city operations and approval to
declare the replaced units as surplus.
I) Approval of a purchase with Mobile Spike Technologies Inc. for tire
deflation systems for Police Department vehicle upfitting.
J) Approval of the City of New Braunfels FY 2022 Fourth Quarter
Investment Report.
Ordinances
(In accordance with Section 3.10 of the City Charter, a descriptive
caption of each ordinance shall be read on two separate days.)
K) Approval of the second and final reading of a proposed ordinance to
rezone approximately 21.85 acres from “APD”
Agricultural/Predevelopment District to “R-2A” Single-family and
Two-family District with a Special Use Permit to allow multiple
single-family dwellings on a single lot with related development
standards, out of the J Thompson Survey 21, Abstract 608, currently
addressed at 485, 501, and 521 Ron Road.

3. INDIVIDUAL ITEMS FOR CONSIDERATION
A) Approval of the Arts Commission recommendations for allocating grant
awards from hotel occupancy tax (HOT) to various arts organizations
of the City and authorizing the City Manager to execute contracts with
the aforementioned organizations for the purpose of disbursement and
use of funding.
Mayor Brockman read the aforementioned item 3A along with item 3B.
Gayle Wilkinson presented this item providing a PowerPoint.
The following individuals spoke at this time: Crystal Carter and Cheryl
Fisher.
Councilmember Spradley moved to approve the item .
Councilmember Hurta seconded the motion which passed
unanimously.

B) Approval of the Heritage Commission recommendations for allocating
grant awards from hotel occupancy tax to various heritage
organizations of the City and authorizing the City Manager to execute
contracts with the organizations for the purpose of disbursement and
use of funding.

4. EXECUTIVE SESSIONS
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed
below. Any final action or vote on any executive session item will be taken in open
session.
The City Council reserves the right to retire into executive session concerning any
of the items
listed on this Agenda whenever it is considered necessary and legally justified
under the Open
Meetings Act (Chapter 551 of the Texas Government Code).
A) Deliberate the purchase, exchange, lease or value of real estate in
accordance with Section 551.072 of the Texas Government Code,
specifically
· S. Krueger Avenue Properties
B) Deliberate Issues Regarding Economic Development Negotiations in
accordance with Section 551.087 of the Texas Government Code -
Establishment of a Public Facility Corporation to facilitate workforce
housing development.
5. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
