REGULAR MEETING OF THURSDAY, JANUARY 5, 2023

CALL TO ORDER
Mayor Brockman called the meeting to order at 5:03 p.m.
CALL OF ROLL: CITY SECRETARY
Present 6 - Mayor Rusty Brockman, Councilmember Andres Campos,
Councilmember Christopher Willis, Mayor Pro Tem Harry
Bowers, Councilmember Lawrence Spradley, and
Councilmember Jason Hurta
Absent 1 - Councilmember James Blakey
INVOCATION: COUNCILMEMBER WILLIS
Mayor Pro Tem Bowers gave the invocation in Councilmember Willis'
place.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
1. WORKSHOP
A) Presentation, discussion and possible direction to staff regarding the
proposed 2023 Bond Program.
Mayor Brockman read the aforementioned caption.
Garry Ford began this presentation by introducing Jared Werner who
discussed details of debt service capacity and answered questions
from council. Garry Ford proceeded with the presentation providing a
PowerPoint and answering questions from council.
The following individuals spoke at this time:
David Warmke, Tom Jones, Ron Reeves, Gina Bush, Marilyn
Villagomez, and Joshua Aiker.
Thursday, January 5, 2023 New Braunfels City Council - Special Regular Meeting
Councilmember Hurta wanted it to go on record that he is not for
Scenario 1.
Councilmember Campos moved to adopt scenario 1 and cancel the
Bond Workshop on January 18. Mayor Pro Tem Bowers seconded the
motion which passed unanimously.
2. ADJOURNMENT
Mayor Brockman adjourned at 6:36 p.m.
