CALL TO ORDER
Mayor Linnartz called the meeting to order at 6:03 p.m.
CALL OF ROLL: CITY SECRETARY

INVOCATION: COUNCILMEMBER LABOWSKI
Councilmember Labowski provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Linnartz led the Pledge of Allegiance and the Salute to the
Texas Flag.
PROCLAMATIONS:
A) Parks and Recreation Month
Mayor Linnartz read the Parks and Recreation Month Proclamation and
presented it to Jordan Matney.
CITIZEN'S COMMUNICATIONS
The following individuals spoke at this time: David Warmke, Joeylynn
Mesaris, Jim Holster, and Crystal Chalmers.
This time is for citizens to address the City Council on issues and items of concerns
not on this agenda. There will be no City Council action at this time. In the interest
of protecting the City's network and data, the City is not accepting flash drives or
electronic files for use during Citizens Communications. Please use hard copies, the
overhead projector or access the City’s online digital form to upload electronic files
you would like the Mayor and Council to view. The digital form would need to be
uploaded two (2) hours prior to the City Council meeting. A link to this form can be
accessed on the City Secretary’s website.
Monday, July 10, 2023 New Braunfels City Council Regular Meeting
1. CONSENT AGENDA
All items listed below are considered to be routine and non-controversial by the
City Council and will be approved by one motion. There will be no separate
discussion of these items unless a Councilmember or citizen so requests, in which
case the item will be removed from the consent agenda and considered as part of
the normal order of business. Citizens must be present to pull an item.
Resolutions & Action Items
A) Approval of the June 26, 2023 Special and Regular Meeting minutes.
B) Approval to cancel the second December regular City Council meeting
on December 25, 2023.
C) Approval of a resolution recommended by the New Braunfels
Economic Development Corporation approving a project expenditure,
not to exceed $474,920, to the City of New Braunfels for a
professional services agreement with Kimley-Horn and Associates, Inc.
for final design of Downtown Right-of-Way enhancements, a project
expenditure authorized under 505.152 of the Texas Local Government
Code; and authorizing the President to execute said agreement.
D) Approval of a contract with Moeller for the installation of four security
gates at the New Braunfels National Airport in the amount of $95,318.
E) Approval of a contract with Blue Cross Blue Shield for Stop-Loss
insurance coverage for the City’s self-funded medical plans.
F) Approval of the submission of the Community Development Block
Grant Annual Action Plan, and its associated funding
recommendations, for Program Year 2023 to the U.S. Department of
Housing and Urban Development.
G) Approval of a purchase with Trane U.S. Inc. for the replacement of
chillers at the New Braunfels Civic/Convention Center.
Ordinances
(In accordance with Section 3.10 of the City Charter, a descriptive
caption of each ordinance shall be read on two separate days.)
H) Approval of the second and final reading of an ordinance regarding the
proposed rezoning of approximately 0.4 acres, to apply a Special Use
Permit to allow the short-term rental of a residence in the “C-2”

General Business District, Lot 2, City Block 4001, currently addressed
at 505 & 521 W San Antonio Street.
I) Approval of the second and final reading of an ordinance changing a
street name in Dean, Unit 1, from Lorena Wood to Wood Thrush.
Approval of the Consent Agenda
Mayor Linnartz read the aforementioned Consent agenda.
Mayor Pro Tem Bowers moved to approve the Consent agenda.
Councilmember Spradley seconded the motion which passed
unanimously.
2. INDIVIDUAL ITEMS FOR CONSIDERATION
A) Discuss and consider approval of a contract modification and
purchase with Motorola Solutions for the additional in-car systems and
body-worn cameras for the New Braunfels Police and Fire
Departments.
Mayor Linnartz read the aforementioned item.
Chief Lane presented this item providing a PowerPoint and answered
questions from Council.
Councilmember Campos moved to approve this item. Mayor Pro Tem
Bowers seconded the motion which passed unanimously.
B) Discuss and consider a resolution authorizing proceeding with
issuance of Certificates of Obligations and further directing the
publication of Notice of Intention to issue City of New Braunfels, Texas
Combination Tax and Revenue Certificates of Obligation, Series 2023.
Mayor Linnartz read the aforementioned item.
Sandy Paulos presented this item.
Mayor Pro Tem Bowers moved to approve this item. Councilmember
Spradley seconded the motion which passed unanimously.
C) Discuss and consider the first reading of an ordinance to amend
Section 126-346 of the Code of Ordinances of the City of New
Braunfels to establish a no parking zone on both sides of Point Bar
Boulevard between FM 1101 and Brandon Oak.
Mayor Linnartz read the aforementioned item.

questions from Council.
The following individuals spoke at this time: Maurine Steurer
Mayor Pro Tem Bowers moved to approve this item. Councilmember
Campos seconded the motion which passed unanimously.
3. EXECUTIVE SESSIONS
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed
below. Any final action or vote on any executive session item will be taken in open
session.
The City Council reserves the right to retire into executive session concerning any
of the items listed on this Agenda whenever it is considered necessary and legally
justified under the Open Meetings Act (Chapter 551 of the Texas Government
Code).
A) Personnel Matters – Quarterly City Manager Evaluation in
accordance with Texas Government Code, Section 551.074.
B) Deliberate the purchase, exchange, lease or value of real estate in
accordance with Section 551.072 of the Texas Government Code,
specifically
· S. Krueger Avenue Properties
No executive session items addressed at this time.
4. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
