OF THE NEW BRAUNFELS CITY COUNCIL - SPECIAL
REGULAR MEETING OF THURSDAY, JULY 6, 2023
AGENDA
CALL TO ORDER
Mayor Linnartz called the meeting to order at 8:06 a.m.
CALL OF ROLL: CITY SECRETARY
Present 7 - Mayor Neal Linnartz, Councilmember Andres Campos,
Councilmember Christopher Willis, Mayor Pro Tem Harry
Bowers, Councilmember Lawrence Spradley, Councilmember
Mary Ann Labowski, and Councilmember April Ryan
INVOCATION: COUNCILMEMBER SPRADLEY
Councilmember Spradley provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Linnartz led the Pledge of Allegiance and the Salute to the
Texas Flag.
1. WORKSHOP
A) Presentation, discussion and possible direction to staff regarding the
City's strategic plan update.
Mayor Linnartz read the aforementioned item and took a short break.
City Manager Robert Camareno introduced himself and introduced the
purpose of the meeting.
Robert Camareno described the five year forecast for the city to the
room and introduced the representatives for Berry Dunn.
Michelle Kennedy and Karen Whichard with Berry Dunn took over the
powerpoint presentation and introduced their team.
Michelle Kennedy led an interactive group conversation regarding
strategic planning.
Berry Dunn representatives provided a demo on the community
strategic plan development website "Social Pinpoint" and indicated it

will launch next week.
Berry Dunn led a preliminary vision discussion with council. Resident
Ken Dalfonzo commented on focusing on reduction alongside
expansion.
Council gave their thoughts/ideas on how our City can better serve
their citizens.
Mayor Linnartz called a five minute break.
B) Presentation, discussion and possible direction to staff regarding the
FY 2024-FY 2028
Mayor Linnartz and Robert Camareno introduced the aforementioned
item.
Jeff Jewell presented a five year forecast benchmark outlook using a
powerpoint.
Jared Werner presented the five year forecast budget outlook using a
powerpoint. Jared indicated that the number one revenue source for
the City is Sales Tax.
Robert Camareno presented the five year forecast for resource
demands.
Jared Werner presented the forecast for the Equipment Replacement
Fund and the Debt Service Fund.
City Staff answered questions from council. Resident Wayne Rudolph
provided commentary.
Council consensus is to move forward with the proposed debt service
plan.
Mayor Linnartz called a five minute break.
C) Presentation, discussion and possible direction to staff regarding the
2024 Proposed Budget goals and priorities.
Mayor Linnartz read the aforementioned item.
Jared Werner introduced and presented the item using a powerpoint.

Robert Camareno presented the FY 2024 budget goals and staffing
strategies.
Council and staff discussed current and future staffing.
Mayor Linnartz called a break for lunch.
Fire Chief Ruy Lozano provided an update on the Fire Department and
overtime relief factors.
Jared Werner Jordan Matney, and Ruy Lozano explained the
leveraging of surplus funds.
HR Director Becca Miears presented the results of a recent employee
engagement survey.
Mayor Linnartz called a five minute break.
Assistant HR Director Lindsey Cox presented the compensation plan
market/turnover data. Jared Werner expanded on some of the data.
Finance Director Sandy Paulos presented the FY 2023 fee analysis and
proposed fee adjustments.
Jared Werner concluded the presentation.
2. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed
below. Any final action or vote on any executive session item will be taken in open
session.
3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
There were no executive session items.
No action was taken at this time.
4. ADJOURNMENT
Mayor Linnartz adjourned at 2:53 p.m.
