New Braunfels, Texas 78132 AGENDA CALL TO ORDER Mayor Brockman called the meeting to order at 9:13 a.m. CALL OF ROLL: CITY SECRETARY Present 7 - Mayor Rusty Brockman, Councilmember Shane Hines, Mayor Pro Tem Justin Meadows, Councilmember Harry Bowers, Councilmember Lawrence Spradley, Councilmember Jason Hurta, and Councilmember James E. Blakey INVOCATION: COUNCILMEMBER BOWERS Councilmember Bowers provided the invocation. PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG 1. WORKSHOP Mayor Brockman welcomed visitors and guests and thanked the staff for their work on this project. Mayor Brockman read the Workshop items A-H. Robert Camareno made preliminary remarks about the retreat objectives and significance and value of this meeting. A) Presentation and update on the 2023 Bond Advisory Committee planning process. Jordan Matney presented this item and gave an overview of the Bond Advisory Committee projects and public input, project prioritization ranking and design. B) Presentation and discussion on recently completed, active, and upcoming capital projects. Garry Ford presented this item of completed Capital Projects, including discussion with Council. Wednesday, March 23, 2022 New Braunfels Special City Council Regular Meeting  Mayor Brockman took a break at 10:50 a.m. Mayor Brockman reconvened from break at 11:03 a.m. C) Presentation and discussion regarding capital project funding strategies. Jared Werner presented and gave an overview of Capital Projects funding strategies. Jordan Matney gave an overview on budget constraints and Budget cost component increases. Garry Ford gave an overview of contingency funds. Mayor Brockman took break for lunch at 11:44 a.m. Mayor Brockman reconvened from lunch at 12:30 p.m. D) Presentation and discussion regarding FY 2023 employee compensation considerations. Jared Werner, Becca Miears and Lindsey Cox presented employee compensation considerations Robert Camareno asked to jump to Item F E) Presentation and discussion regarding the FY 2023 Proposed Budget outlook and establishment of budget priorities. F) Presentation and discussion regarding potential fee modifications, Jared Werner, Sandy Paulos, and Chief Bushnell gave an overview of potential EMS billing rates fee modifications and possible adjustment to flat rate billing. Stacey Dicke and Mike Mundell gave an overview of facility programming fee modifications for Parks. Mike Mundell gave an overview of solid waste billing fees. G) Presentation and discussion regarding the development and creation of a stormwater utility. Greg Malatek gave an overview of Stormwater utility and next steps, including discussion with Council.
