CALL TO ORDER
Mayor Brockman called the meeting to order at 4:00 p.m.
CALL OF ROLL: CITY SECRETARY

INVOCATION: MAYOR PRO TEM MEADOWS
Mayor Pro Tem Meadows provided the Invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Brockman led the Pledge of Allegiance and the Salute to the
Texas Flag.
Mayor Brockman recognized our Peace Officers for National Peace
Officers Memorial Day
1. INDIVIDUAL ITEM FOR CONSIDERATION
A) Discuss and consider approval of an ordinance declaring the canvass
and result of the General Election held on May 7, 2022, to elect two
members of the New Braunfels City Council; containing a savings
clause; declaring an effective date upon one reading.
Mayor Brockman read the aforementioned item.
Gayle Wilkinson presented this item.
Mayor Pro Tem Meadows moved to approve this item. Councilmember
Bowers seconded the motion which passed unanimously.
Monday, May 16, 2022 New Braunfels City Council - Special Regular Meeting
B) Discuss and consider approval of an ordinance ordering a Runoff
Election to be held in the City of New Braunfels on June 18, 2022, to
elect a Councilmember for City Council District 1; and establishing an
Early Voting Location and Polling Places for this Election; and making
provisions for the conduct of the Election; declaring an effective date
upon one reading.
Mayor Brockman read the aforementioned item.
Councilmember Hurta moved to approve this item. Mayor Pro Tem
Meadows seconded the motion which passed unanimously.

2. CONSENT AGENDA
A) Approval of the appointment of Travis Krug and Jason Kern to the
Airport Advisory Board for terms ending May 31, 2025.
B) Approval of the appointments to The New Braunfels Art Commission
for Dave Heefner, Crystal Carter, and Carol Snider for three terms
ending May 31, 2025, and Preston Janis for one unexpired term
ending May 31, 2024.
C) Approval of the appointment of Pat Butler, Chris Snider, and Robin
Jeffers to the Downtown Board for terms ending May 31, 2025.
D) Approval of the appointment of Christi Sims to the Historic Landmark
Commission for a term ending May 31, 2025.
E) Approval of three Mayoral appointments to the Housing Authority
Board of Commissioners - Sarah Dixon, Dr. Douglas Burke and
Raymond Marquez for the terms ending May 31, 2025.
F) Approval of three Mayoral appointments to the Tax Increment
Reinvestment Zone No. 1 - Kevin Webb, Libby Pender and Bernard
Miedema for the terms ending May 31, 2025 and Joseph McKenna for
the unexpired term May 31, 2023.
G) Approval of the appointment of Toni Carter to the Watershed Advisory
Committee for a term ending May 31, 2025.
H) Approval of the second and final reading of an ordinance and
appointing the initial membership of the City of New Braunfels Tax

Increment Reinvestment Zone Number Three (TIRZ Number Three)
Board, establishing terms, and naming a chairperson.
This item was approved.
Approval of the Consent Agenda
Mayor Brockman read the aforementioned Consent Agenda Items A-H.
Councilmember Hurta moved to approve Consent Agenda Items A-H.
Councilmember Bowers seconded the motion which passed
unanimously.

3. WORKSHOP
Mayor Brockman asked Gayle Wilkinson to review the new process in
place for appointing members to the boards and commissions.
A) Interview applicants and appoint 3 individuals to the New Braunfels
Planning Commission for terms ending May 31, 2025.
Mayor Brockman read the aforementioned item.
Mayor Brockman asked Gayle Wilkinson to read a statement from
Angela Allen, who was not able to be present for an interview.
Mayor Brockman called Taylor Chafin forward to be interviewed.
Taylor Chafin was interviewed by Council beginning by giving a brief
statement about himself and his desire to serve on the Planning
Commission.
Mayor Brockman called Ben Miedema forward to be interviewed.
Ben Miedema was interviewed by Council, beginning by giving a brief
statement about himself and his desire to serve on the Planning
Commission.
Mayor Brockman called Mark Weeden forward to be interviewed.
Mark Weeden was interviewed by Council, beginning by giving a brief
statement about himself and his desire to serve on the Planning
Commission.
Monday, May 16, 2022 New Braunfels City Council - Special Regular Meeting
Mayor Brockman called back Taylor Chafin, to ask the additional
questions that were asked to those interviewed earlier.
Councilmember Hines moved to appoint Ben Miedema and Taylor
Chafin to the Planning Commission for a three year term.
Councilmember Hurta seconded the motion, which passed
unanimously.
Councilmember Hines moved to appoint Angela Allen to the Planning
Commission for a three year term. Councilmember Hurta seconded
the motion, which passed unanimously.
B) Interview applicants and appoint 5 individuals to the New Braunfels
Zoning Board of Adjustment for the terms ending May 31, 2025.
Mayor Brockman read the aforementioned item.
Mayor Brockman asked Gayle Wilkinson to read a statement from
Bobby Avary, who was not able to be present for an interview.

Mayor Brockman called David Lerch forward to be interviewed.

Councilmember Hines moved to appoint Bobby Avary and Brandon
Mund to At-Large positions to the Zoning Board of Adjustment Board,

for three year terms. Councilmember Hurta seconded the motion,
which passed unanimously.
Councilmember Hines moved to appoint Steve Quidley to an At-Large
position to the Zoning Board of Adjustment, for a three year term.
Councilmember Hurta seconded the motion, which passed
unanimously.
Councilmember Spadley moved to appoint David Lerch to an Alternate
position to the Zoning Board of Adjustment, for a three year term.
Councilmember Hines seconded the motion, which passed
unanimously.
Mayor Pro Tem Meadows moved to appoint Taylor Chafin to an
Alternate position to the Zoning Board of Adjustment, for a three year
term. Councilmember Spradley seconded the motion, which passed
unanimously.
Councilmember Hines moved to approve Taylor Chafin to an Alternate

Downtown Board. Mayor Pro Tem Meadows seconded the motion
which passed unanimously.

E) Discuss and appoint 3 individuals to the Heritage Commission with
terms ending May 31, 2025.

Councilmember Hines moved to approve Vanessa Lynn Dean to the
Heritage Commission. Councilmember Spradley seconded the motion,
which passed unanimously.
Councilmember Hines moved to approve Ryan Bourbon-Stuart to the
Heritage Commission. Councilmember Bowers seconded the motion,
which passed unanimously.
Councilmember Hines moved to approve Francisco Dionisio to the
Heritage Commission. Councilmember Hurta seconded the motion,
which passed unanimously.

F) Discuss and appoint 3 individuals to the Historic Landmark
Commission for terms ending May 31, 2025.

Councilmember Hines moved to approve Richard Dave Hillyer to the
Historic Landmark Commission. Councilmember Hurta seconded the
motion, which passed unanimously.
Councilmember Hines moved to approve Joan Stefany Pasquali to the
Historic Landmark Commission. Councilmember Bowers seconded
the motion, which passed unanimously.
Councilmember Hines moved to approve Justin Lee Ball to the
Historic Landmark Commission. Councilmember Spradley seconded
the motion, which passed unanimously.

Councilmember Blakey
G) Discuss and appoint 1 individual to the Watershed Advisory Committee
for a term ending May 31, 2025.

Councilmember Hines moved to approve Gian Carlo Villarreal to the
Watershed Advisory Committee. Councilmember Spradley seconded
the motion, which passed unanimously.
