CALL TO ORDER
Mayor Brockman called the meeting to order at 5:02 p.m.
CALL OF ROLL: CITY SECRETARY
Present 7 - Mayor Rusty Brockman, Councilmember Andres Campos,
Councilmember Christopher Willis, Mayor Pro Tem Harry
Bowers, Councilmember Lawrence Spradley, Councilmember
Jason Hurta, and Councilmember James Blakey
INVOCATION: MAYOR PRO-TEM BOWERS
Mayor Pro-Tem Bowers provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Brockman led the Pledge of Allegiance and the salute to the
Texas Flag.
1. PRESENTATIONS
A) Presentation of Texas Parks and Recreation Society Gold Medal
Award.
Mayor Brockman read the aforementioned item.
Stacie Dickie presented this item displaying the Texas Gold Medal
Award, awarded to the Parks Department.
B) Presentation and update on the 2019 Bond Sports Complex project.
Mayor Brockman read the aforementioned item.
Garry Ford presented this item providing a PowerPoint and answered
questions from Council.
C) Presentation and update on the Comal River Improvements Project

questions from Council.
D) Presentation and update on Downtown Parking Initiatives
Mayor Brockman read the aforementioned item.
Jeff Jewell presented this item providing a PowerPoint and answered
questions from Council.
Mayor Brockman recessed at 6:25 p.m.
Mayor Brockman reconvened at 6:35 p.m.
E) Presentation and possible direction on amendments to Chapter 118
(Subdivision Platting) and Chapter 144 (Zoning) of the City’s Code of
Ordinances regarding Planning Commission recommendations vs. final
decision-making authority.
Mayor Brockman read the aforementioned item.
Christopher Looney presented this item providing a PowerPoint and
answered questions from Council.
F) Presentation and possible direction on amendments to Chapter 144
(Zoning) of the City’s Code of Ordinances regarding nonconforming
uses in the Industrial Zoning Districts, and various other miscellaneous
updates for consistency and to conform to state statute.
Mayor Brockman read the aforementioned item.
Christopher Looney presented this item providing a PowerPoint and
answered questions from Council.
City Council directed to proceed and make the changes.
2. EXECUTIVE SESSION
No items were addressed in executive session.
The City Council reserves the right to retire into executive session concerning any
of the items listed on this Agenda whenever it is considered necessary and legally
justified under the Open Meetings Act (Chapter 551 of the Texas Government
Code).

3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
