REGULAR MEETING OF MONDAY, MAY 15, 2023

CALL TO ORDER
Mayor Brockman called the meeting to order at 4:02 p.m.
CALL OF ROLL: CITY SECRETARY
Present 6 - Mayor Rusty Brockman, Councilmember Andres Campos,
Councilmember Christopher Willis, Mayor Pro Tem Harry
Bowers, Councilmember Lawrence Spradley, and
Councilmember Jason Hurta
Absent 1 - Councilmember James Blakey
INVOCATION: COUNCILMEMBER HURTA
Councilmember Hurta provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Brockman led the Pledge of Allegiance and the Salute to the
Texas Flag.
PRESENTATIONS
A) Presentation on relocation/replacement of sports court at Timmermann
Park.
Mayor Brockman read the aforementioned item.
Assistant City Manager Jordan Matney presented the item to council
using the document camera.
B) Presentation on the 2023 Bond Program delivery and schedule.
Mayor Brockman read the aforementioned item.
Garry Ford presented the item to council using a powerpoint.
C) Presentation on proposed amendments to pavement, street, and
pedestrian and bicycle facilities engineering standards.

Garry Ford presented the item to council using a powerpoint and
answered questions.
Sean Scott with AACOG presented a powerpoint to council.
1. CONSENT
Mayor Brockman noted that item C was pulled from the consent
agenda by staff for individual consideration due to applicant
withdrawal.
A) Approval of the appointment of Shane Hines as a representative for
the New Braunfels Economic Development Corporation (NBEDC) to
the Central Texas Technology Center Advisory Board for a term
ending May 31, 2026.
B) Approval of the appointment of Linda Gabbard to the New Braunfels
Art Commission recommended by Greater New Braunfels Art Council
(GNBAC) for a term ending May 31, 2026.
C) Approval of the appointments of Chris Snider, Myron “Bill” Been, and
Kristen A. Pokky to the Tax Increment Reinvestment Zone No. 3 for
the Property Owner seat and an At-Large seat with terms ending May
31, 2025.
D) Approval of the appointment of District 2 Councilmember’s
appointment, Ernesto Rodriguez,to the Transportation & Traffic
Advisory Board for an unexpired term ending May 31, 2025.
E) Approval of the appointment of Paul Wright to the Airport Advisory
Board for the ETJ resident seat with a term ending May 31, 2026.
F) Approval of the appointment of Dr. Anna Robinson to the Animal
Advisory Board for the Veterinarian position with an unexpired term
ending November 30, 2025.
G) Approval of the appointments of David Kneuper and Gary Seals for the
two Property/Business Owner seats on the Downtown Board that
expire May 31, 2026 and Cheryl Ann Fisher and Sarah Harper for the
Entity Representative seats with expiration dates of May 31, 2026.
H) Approval of the appointment of Kristi Joy Simmons to a City Resident
Monday, May 15, 2023 New Braunfels City Council - Special Regular Meeting
seat for the Heritage Commission with a term expiring 05-31-2026.
Approval of the Consent Agenda
Mayor Brockman read the aforementioned consent agenda items A,B,
D-H.
Mayor Pro Tem Bowers motioned to approve the consent agenda
except for item C. Councilmember Hurta seconded this motion which
passed unanimously.
Absent:
Councilmember Blakey
2. WORKSHOP
1-C) Approval of the appointments of Chris Snider, Myron “Bill” Been, and
Kristen A. Pokky to the Tax Increment Reinvestment Zone No. 3 for
the Property Owner seat and an At-Large seat with terms ending May
31, 2025.
Item 1-C was pulled from the consent agenda by staff due to applicant
withdrawal.
Mayor Brockman read the aforementioned item.
City Secretary Gayle Wilkinson provided direction to council regarding
the item, noted that Myron "Blll" Been had withdrawn his application,
and answered questions from council.
Councilmember Hurta motioned to approve the item as amended with
the exclusion of Myron "Bill" Been. Councilmember Campos
seconded the motion which passed unanimously.
Absent:
Councilmember Blakey
A) Discuss and consider the appointment of two individuals to The New
Braunfels Art Commission for an At-Large position with a term ending
May 31, 2026, and an unexpired At-Large position with a term ending
May 31, 2025.
Mayor Brockman read the aforementioned item.
City Secretary Gayle Wilkinson thanked the applicants, council, and
city staff for their work on this application period.
Monday, May 15, 2023 New Braunfels City Council - Special Regular Meeting
A vote led to the nomination of Yolanda Kennedy for a term ending
May 31, 2026 and Serena Morris for an unexpired term ending May 31,
2025.
Mayor Pro Tem Bowers motioned to appoint Yolanda Kennedy to the
New Braunfels Art Commission for the above mentioned term.
Councilmember Hurta seconded this motion which passed
unanimously.
Councilmember Hurta motioned to appoint Serena Morris to the New
Braunfels Art Commission for the above mentioned term.
Councilmember Campos seconded this motion which passed
unanimously.
The following applicants spoke at this time: Yolanda Kennedy
B) Discuss and consider the appointment of one individual to the Central
Texas Technology Center Advisory Board for a City Resident seat with
a term ending May 31, 2026.
Mayor Brockman read the aforementioned item.
City Secretary Gayle Wilkinson introduced the item for nomination.
The following applicants spoke at this time: Bret Bradberry
Mayor Pro Tem Bowers motioned to appoint Bret Bradberry to the
Central Texas Technology Center Advisory Board. Councilmember
Willis seconded this motion which passed unanimously.
C) Discuss and consider the appointment of one individual to the Airport
Advisory Board for the City Resident position with a term ending May
31, 2026.
Mayor Brockman read the aforementioned item.
The following applicants spoke at this time: Ralph "Butch" Watson
A vote led to the nomination of Wesley Stamps for the Airport
Advisory Board.
Councilmember Willis motioned to appoint Wesley Stamps to the
Airport Advisory Board. Councilmember Hurta seconded this motion

D) Discuss and consider the appointment of two individuals to the Animal
Service Advisory Board for the City Resident positions with an
unexpired term ending November 30, 2024 and an unexpired term
ending November 30, 2023.
Mayor Brockman read the aforementioned item.
The following applicants spoke at this time: Elizabeth Gooden
A vote led to the nomination of Elizabeth Gooden for an unexpired
term ending November 30, 2024 and Cheryl Ann Krueger for an
unexpired term ending November 30, 2023.
Mayor Pro Tem Bowers motioned to appoint Elizabeth Gooden to the
Animal Service Advisory Board for the above mentioned term.
Councilmember Spradley seconded this motion which passed
unanimously.
Mayor Pro Tem Bowers motioned to appoint Cheryl Ann Krueger to
the Animal Service Advisory Board for the above mentioned term.
Councilmember Hurta seconded this motion which passed
unanimously.
E) Discuss and consider the appointment of one individual to the Heritage
Commission for the position of City Resident with a term ending May
31, 2026.
Mayor Brockman read the aforementioned item.
The following applicants spoke at this time: Tammy Walden
A vote led to the nomination of Tammy Walden to the New Braunfels
Heritage Commission.
Councilmember Campos motioned to appoint Tammy Walden to the
New Braunfels Heritage Commission. Councilmember Hurta seconded
this motion which passed unanimously.
F) Interview applicants and appoint 3 individuals to the New Braunfels
Planning Commission for At-Large seats with terms ending May 31,
2026.

City Secretary Gayle Wilkinson introduced the item for nomination and
read the statements from two applicants.
The following applicants interviewed: Chad Louis Nolte, Jerry Sonier,
Cinderella Von Hach
A vote led to the nomination of Chad Nolte and Jerry Sonier to the
New Braunfels Planning Commission.
Mayor Pro Tem Bowers motioned to appoint Chad Nolte and Jerry
Sonier to the New Braunfels Planning Commission. Councilmember
Hurta seconded this motion which passed unanimously.
Another vote led to the nomination of Cinderella Von Hach to the New
Braunfels Planning Commission.
Mayor Pro Tem Bowers motioned to appoint Cinderella Von Hach to
the New Braunfels Planning Commission. Councilmember Hurta
seconded this motion which passed unanimously.
Mayor Brockman called a 5 minute break.
G) Interview applicants and appoint 4 individuals to the New Braunfels
Zoning Board of Adjustment for 2 At-Large seats and 2 Alternate seats
with terms ending May 31, 2025.

The following applicants interviewed at this time: John Wylie Coker,
Cynthia Foster, Jenny Wilson, Jillian Gaa Bliss, Andrea Duncan
Sindelar
A vote led to the nomination of John Coker to the New Braunfels
Zoning Board of Adjustments at-large position.
Mayor Pro Tem Bowers motioned to appoint John Coker to the New
Braunfels Zoning Board of Adjustments. Councilmember Spradley

seconded this motion which passed unanimously.
Another vote led to the nomination of Jenny Wilson to the Zoning
Board of Adjustments at-large position.
Mayor Pro Tem Bowers motioned to appoint Jenny Wilson to the New
Braunfels Zoning Board of Adjustments. Councilmember Hurta
seconded this motion which passed unanimously.
A vote led to the nomination of Cynthia Foster to the New Braunfels
Zoning Board of Adjustments alternate position.
Mayor Pro Tem Bowers motioned to appoint Cynthia Foster to the New
Braunfels Zoning Board of Adjustments. Councilmember Hurta
seconded this motion which passed unanimously.
Another vote led to the nomination of Jillian Bliss to the Zoning Board
of Adjustments alternate position.
Councilmember Spradley motioned to appoint Jillian Bliss to the New
Braunfels Zoning Board of Adjustments. Mayor Pro Tem Bowers
seconded this motion which passed unanimously.
3. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed
below. Any final action or vote on any executive session item will be taken in open
session.
4. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
