OF THE NEW BRAUNFELS CITY COUNCIL - SPECIAL
REGULAR MEETING OF TUESDAY, MAY 16, 2023

CALL TO ORDER
Mayor Brockman called the meeting to order at 4:01 p.m.
CALL OF ROLL: CITY SECRETARY
Councilmember Campos arrived at 4:02 p.m.
Councilmember Blakey arrived at 4:04 p.m.
Present 7 - Mayor Rusty Brockman, Councilmember Andres Campos,
Councilmember Christopher Willis, Mayor Pro Tem Harry
Bowers, Councilmember Lawrence Spradley, Councilmember
Jason Hurta, and Councilmember James Blakey
INVOCATION: COUNCILMEMBER BLAKEY
Mayor Brockman provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Brockman led the Pledge of Allegiance and the Salute to the
Texas Flag.
1. PROCLAMATIONS
A) Building Safety Month
Mayor Brockman read the aforementioned proclamation.
KC Collins accepted the proclamation and thanked council.
2. WORKSHOP
A) Discuss and consider the approval of an ordinance declaring the
canvass and result of the General Election held on May 6, 2023, to
elect two members and a mayor of the New Braunfels City Council;
containing a savings clause; declaring an effective date upon one
reading.
Mayor Brockman read the aforementioned item.
City Secretary Gayle Wilkinson presented the item and read the
results of the May 6, 2023 general election into record.
Tuesday, May 16, 2023 New Braunfels City Council - Special Regular Meeting
Neal Linnartz received the majority of votes for mayor.
Mary Ann Labowski received the majority of votes for the City Council
District 5 seat.
There was not enough of a majority of votes to declare a winner for
the City Council District 6 seat. The City will have a runoff election to
determine who will receive the majority vote.
Councilmember Spradley motioned to approve this item.
Councilmember Willis seconded this motion which passed
unanimously.
B) Discuss and consider the approval of an ordinance declaring the
canvass and result of the Special Election held on May 6, 2023,
regarding 3 Bond Propositions; Propositions A, B and C; containing a
savings clause; declaring an effective date upon one reading.
Mayor Brockman read the aforementioned item.
City Secretary Gayle Wilkinson read the results of the May 6, 2023
special election into record indicating the passing of propositions A, B,
and C.
Mayor Pro Tem Bowers motioned to approve this item.
Councilmember Hurta seconded the motion which passed
unanimously.
C) Discuss and consider the approval of an ordinance ordering a Runoff
election to be held in the City of New Braunfels on June 17, 2023 to
elect a Councilmember for City Council District 6: and establishing an
Early Voting Location and Polling Places for this Election; and making
provisions for the conduct of the election; declaring an effective date
upon one reading.
Mayor Brockman read the aforementioned item.
Councilmember Willis motioned to approve this item. Councilmember
Spradley seconded the motion which passed unanimously.

3. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed
below. Any final action or vote on any executive session item will be taken in open
session.
4. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
No executive items took place at this time.
5. ADJOURNMENT
Mayor Brockman adjourned at 4:15 p.m.
