FINAL - MINUTES OF THE NEW BRAUNFELS CITY COUNCIL - SPECIAL REGULAR MEETING OF MONDAY, AUGUST 21, 2023 AGENDA - AMENDED 08-18-2023 CALL TO ORDER Mayor Linnartz called the meeting to order at 6:00 p.m. CALL OF ROLL: CITY SECRETARY Present 7 - Mayor Neal Linnartz, Councilmember Andres Campos, Councilmember Christopher Willis, Mayor Pro Tem Harry Bowers, Councilmember Lawrence Spradley, Councilmember Mary Ann Labowski, and Councilmember April Ryan INVOCATION: COUNCILMEMBER WILLIS Councilmember Willis provided the invocation. PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG Mayor Linnartz led the Pledge of Allegiance and the Salute to the Texas Flag. 1. WORKSHOP A) Presentation and recommendation to Council on decreasing the membership of the Partnership Committee and to allow for an updated process to remove delinquent members. Mayor Linnartz read the aforementioned item. City Secretary Gayle Wilkinson presented this item to Council and answered questions. B) Presentation and possible direction to amend the city ordinance regarding outdoor audio and outside music regulations. Chris Looney presented this item providing a PowerPoint and answered questions from Council. C) Presentation and possible direction on amendments to Chapter 118 (Subdivision Platting) and Chapter 144 (Zoning) of the City’s Code of Ordinances regarding the process and authority for plat approval, the Planning Commission recommendations vs. final decision-making authority, additional early-out code amendments, and codification of staff interpretations. Monday, August 21, 2023 New Braunfels City Council - Special Regular Meeting Jean Drew presented this item providing a PowerPoint and answered questions from Council. D) Presentation and possible direction on the Transit Development Plan and New Braunfels Small Urban Area Transit Funding. Garry Ford presented this item providing a PowerPoint and answered questions from Council. E) Presentation and possible direction on the realignment and right-of-way requirements for the Parkway identified in the City of New Braunfels Regional Transportation Plan from State Highway 46 to Interstate Highway 35. Garry Ford presented this item providing a PowerPoint. Mr. Ford turned the presentation over to Tom Hornseth, with Comal County, to continue this presentation giving more specific details and answered questions from council. A representative from Pape Dawson also addressed council answering their questions. F) Presentation and possible direction on the West Alligator Creek Trail Project. Scott McClelland presented this item providing a PowerPoint and answered questions from Council. 2. EXECUTIVE SESSION In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the City Council may convene in a closed session to discuss any of the items listed on this agenda. Any final action or vote on any executive session item will be taken in open session. 3.
